At least 96 people have been confirmed dead in landslides triggered by torrential rains in Zhouqu County.Police rescuers from Mianyang in Sichuan Province were 130 km away from Zhouqu and those from Tibetan Autonomous Prefecture of Aba in Sichuan were 70 km away at Sunday noon, according to the statement.Strong rainfalls triggered landslides and mud-rock flows in Zhouqu early Sunday morning, blocking a river which then formed a barrier lake and cutting off power, roads and communication.The disaster has left at least 96 people dead and some 2,000 others missing, according to statistics from local government.

CHANGCHUN, July 31 (Xinhua) -- Soldiers and emergency workers are still struggling to retrieve the thousands of chemical-filled barrels that were swept into a major river by rain-triggered floods in northeast China's Jilin Province.Some 3,000 chemical-filled barrels and 4,000 empty ones fell into the Songhua River Wednesday morning after floods swamped the warehouses of two chemical companies in Jilin City, Jilin Province.The accident happened on the same day when Zhou Shengxian, minister of environmental protection, called for more steps to tackle pollution in the Songhua River while addressing a meeting on water pollution control.Though the river is facing the risk of being contaminated by chemicals, experts have concluded that the root cause of the accident is the irrational layout of chemical factories.MORE THAN 5,000 BARRELS RECOVERED AMID DIFFICULTIESMore than 5,000 of the 7,000 chemical barrels had been recovered as of 7 p.m. Saturday, local authorities said.Additionally, more than 10,000 soldiers and civilians have been stationed at 16 points in Jilin's Songyuan City, where the Songhua River enters Zhaoyuan City in the Heilongjiang Province; their task is to try and recover all the remaining barrels within the territory of Jilin Province.However, as the Fengman Dam, located on the upper reaches of the Songhua River, opened its floodgates Friday afternoon to discharge flood waters, the unrecovered barrels are now flowing faster down the river and it has become more difficult to retrieve them, said Professor Liu Guoliang, a chemist who is leading Heilongjiang's retrieval team.Experts are concerned that the chemical-filled barrels might explode if they slam into a dam at high speed, although the dams may be helpful in intercepting the barrels."The blue barrels are like time bombs. We don't know when any of them might explode," said Chen Yanpeng, a resident of Jilin's Yushu City, who has participated in the salvage work."In addition to retrieving the barrels, people should also consider why this has happened," Cheng said.

The global financial crisis has an impact that can not be neglected on the implementation of the MDGs, but the world should aware that the MDGs and dealing with the crisis are not contradictory, Wu said.He stressed it will be more significant for the international community to speed up the MDGs' implementation process while there still exists in-depth impact of the financial crisis and uncertainty of the world economy's systematic and structural risks.

  

BEIJING, June 18 (Xinhua) -- A senior Chinese government official has called for more efforts to promote increased awareness about energy-savings among the public and increase investments into research for energy-saving technologies.Vice Premier Li Keqiang made the remark in his letter to sponsors of China's 20th national energy-saving publicity week (June 12 to June 18) that ended on Friday.Various campaigns and promotional activities were held during the week to increase awareness about conserving energy among all communities and also promote energy-saving practices, Li said in the letter.Li, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, said government should put more investment into research for energy-saving technologies.Additionally, long-term mechanisms for energy-savings should be established so that the 11th Five-Year Plan energy-saving goals could be realized, Li said.China seeks to reduce energy consumption per unit of gross domestic product (GDP) by 20 percent in 2010 compared to 2005 levels, according to the country's 11th five-year plan (2006-2010).The 20th national energy-saving publicity week was sponsored by the National Development and Reform Commission and 13 other government agencies.

  

BEIJING, July 1 (Xinhua) -- The State Council, or China's cabinet, has approved a plan which calls for combining four key administrative districts of Beijing, the national capital, into two larger ones.According to the plan proposed by the Beijing Municipal Government, the former Dongcheng, Xicheng, Chongwen and Xuanwu districts at the core of Beijing will merge to form the new Dongcheng and Xicheng districts.The new Dongcheng District, composed of the former Dongcheng and Chongwen districts, would have an area of 41.84 square km and a permanent population of 865,000; the new Xicheng District, including the former Xicheng and Xuanwu districts, would cover 50.7 square km, with about 1.25 million residents, as outlined in the plan.The adjustment of Beijing's administrative divisions was aimed at balancing the development of the city's core districts, said a spokesman with the municipal government.Among the four core districts of Beijing, the development of Chongwen and Xuanwu in the south was lagging behind that of Dongcheng and Xicheng in the north, said the spokesman.The action could optimize the district' social resources, reduce administrative costs and enhance Beijing's core area, he said.Further, the move was expected to speed the renovation of Beijing's Old City, which basically included the four districts, and make for better protection of the historical cultural sites in the Old City, he said.The municipal government has been striving to achieve the transformation of Beijing into a "world city", which has a global influence in terms of politics, economy and culture, by 2050.
