SAN DIEGO (KGTV) — Efforts to streamline the construction of a massive transportation hub in the Midway District and update the Navy's Old Town campus have been approved by the state.Gov. Gavin Newsom signed AB 2731 this week, which will allow the San Diego Association of Governments (SANDAG) to quicken the environmental review process in order to build a transit hub connecting to San Diego International Airport and redevelop the Naval Information Warfare Systems Command (NAVWAR) Old Town campus site, should the Navy partner with SANDAG.The bill, introduced by California State Assemblymember Todd Gloria and Senate President pro Tempore Toni G. "This project has the potential to generate at least 16,000 jobs and provide housing for up to 27,000 residents – both of which we know are desperately needed. SAN DIEGO (KGTV) -- Five dogs died during a fire at a former kennel in Lakeside early Sunday morning. The fire broke out on the 8700 block of Winter Gardens Boulevard around 3 a.m., according to the Lakeside Fire Protection District. The house used to be a functioning kennel, but the woman who lives in the home was either pet sitting or storing the animal for residents at the time of the fire, the district says. RELATED: Mother, father killed in Logan Heights house fireA total of eight dogs were inside the home when the blaze sparked. Five of the dogs and a parrot died in the blaze. Crews say the fire started downstairs in the two-story home. The department says the age of the home made it difficult to fight the blaze. “Old structures are lath and plaster, they’re difficult to fight fires because the fires are get deep in the walls. So it takes a long time to put those out. There is a lot of stuff inside of the home as well. So moving hoselines inside of the house is very difficult as well,” according to Bernard Molloy with Lakeside Fire. Gavin Newsom announced that counties can reopen schools for in-person education when the county has been off the state's watch list for 14 consecutive days.Newsom said schools that don't meet that requirement would have to start the fall school year with distance learning.Though some of California's schools will make that grade for in-person classes this fall, Newsom outlined when schools may be required to go back to distance learning:Schools should consult public health officer first if a classroom needs to go home because of a positive caseA classroom goes to distance learning if there is a confirmed caseA school goes to distance learning if multiple classrooms have cases or more than 5% of a school is positiveA district goes to distance learning if 25% of a district's schools are closed within two weeks"Our students, teachers, staff, and certainly parents, we all prefer in-classroom instruction for all the obvious reasons, social and emotional foundationally. SAN DIEGO (KGTV) — FBI investigators are seeking the public's help in identifying the suspect of a College Area bank robbery Wednesday.The suspect walked into Citibank at 5998 El Cajon Blvd. just after 3 p.m., approached a teller, and verbally demanded cash, according to the FBI.After receiving a sum of cash, the suspect fled on foot.The suspect was described as a Hispanic man in his late 20s to early 30s, with large build and standing about 5-foot 6-inches. He was last seen wearing a black hooded sweatshirt, grey sweatpants, sunglasses, gloves, tennis shoes.
