SAN DIEGO (KGTV) -- The man suspected of driving into and setting fire to a Raytheon building in San Diego last month appeared in court Wednesday. Daniel Hector Mackinnon, 36, pleaded not guilty at his Wednesday arraignment. Mackinnon was charged with two counts of malicious destruction of a building by means of fire in late April. According to authorities, on April 24, an explosion occurred at the Raytheon building on the 8600 block of Balboa Avenue. SAN DIEGO (KGTV) -- The Del Mar Fairgrounds announced layoffs Thursday amid the coronavirus pandemic.According to the fairgrounds, staffing will be reduced by 58 percent due to a loss of revenue."Due to the COVID-19 pandemic and the subsequent ban on mass gatherings, the 22nd District Agricultural Association|Del Mar Fairgrounds (22nd DAA) has suffered severe financial losses to its income streams."The fairgrounds says since March, revenues have fallen by 66 percent "Combined with the postponement of the San Diego County Fair and no patrons for this year’s summer horse racing meet, revenues are estimated to be down 92 percent by the end of the summer."The fairgrounds will give employees 120 days of continued employement with an official layoff date of October 15.“It is with a heavy heart that we must make the difficult decision to reduce staffing at this time,” said Tim Fennell, CEO and General Manager of the Del Mar Fairgrounds. “Until it is safe to host events again, reducing our staffing levels is crucial to the survival of the Del Mar Fairgrounds. We must preserve this community treasure in order to continue its legacy for future generations as an economic engine for the region and a beloved entertainment and education destination. I look forward to the day when we can operate at full strength again.” 1334

SAN DIEGO (KGTV) - The City of San Diego is rolling out the second phase of the polystyrene foam and single-use plastics ordinance as the Memorial Day weekend kicks off. Starting May 24, a ban on the sale and distribution of egg cartons, food service ware and food trays made from polystyrene foam begins. The ban includes bowls, plates, trays, cups, lids and other similar items designed for single-use. According to the city, polystyrene foam doesn’t biodegrade and can be mistaken for food by marine life and other animals. Acceptable alternatives include recyclable plastic, aluminum and recyclable paper products, the city says. Some businesses that make less than 0,000 are exempt until 2020. “The City’s goal is to achieve zero waste by 2040,” said the City’s Environmental Services Department Director, Mario X. Sierra. “This ordinance not only helps in achieving that goal, but also improves water quality, reduces pollution and keeps our environment healthy.” 980

SAN DIEGO (KGTV) - The California Restaurant Association has a grim forecast for the restaurant industry as communities across the state begin to see more and more restaurant closures. When the coronavirus pandemic started, the CRA projected that 20 to 30 percent of restaurants could close their doors for good because of the pandemic. That projection is looking to be on the higher end now, according to Jot Condie, the CRA's president and CEO."With this second shutdown, it's likely to be closer to 30 percent," Condie said. "A lot of restaurants that we're learning are closed, are doing it quietly. There are no signs posted, no banners saying we're closed for good."He said while many variables are at play, even when restaurants can reopen completely, many restaurant owners will not be out of the woods yet."After the opening, you'll see a sort of shaking out of the industry in those first 18 months," Condie said.Condie said the restaurants most at risk are fine dining and independently owned. He also said the impact will likely vary in various parts of the state. Condie believes that San Diego County and Southern California's restaurant industry may fare better than the rest of the state because of better weather throughout the year. The weather will be a significant factor for restaurants that can offer outdoor dining and expanded outdoor dining."Where the weather cooperates almost all year, you're likely not to see the challenges of survival that you will see in, for example, San Francisco or the Bay Area," he said. 1546

SAN DIEGO (KGTV) -- Sunday is expected to be the busiest travel day of the Thanksgiving holiday weekend, but it will still be light in comparison to holiday travel before the pandemic. Four million Southern Californians were expected to travel over Thanksgiving, despite warnings against travel because of the pandemic. The CDC advised people not to travel, asking them to stay home, to avoid further spread of COVID-19. Doctors worry about the effects of this weekend's travel will be seen in a few weeks from now, with a surge of cases. RELATED: Fauci: US may see 'surge upon surge' of virus in weeks aheadThroughout the weekend, the San Diego International Airport remained relatively empty, there were no long lines for pick-up or drop-off of passengers, and the lines for flight check-ins were only a few people long.If you are traveling, health officials recommend following all health guidelines currently in place, like wearing a mask at all times and social distancing. 987
