SAN DIEGO (KGTV) - Marine Corps Air Station Miramar broke ground Friday on its first hangar to house the F-35, the most advanced fighter jet in the world.While the plane may be controversial, the hope is to replace aging aircraft. The new project will also include a flightline expansion."We're building new F-35 joint strike fighters and we're going to send them right here to Miramar,” President Trump said in his visit to the base Tuesday.Congressman Scott Peters and other military leaders were in attendance at the groundbreaking, thrilled about finally moving these projects forward."We're really taking care of the nation's defense," said Rep. Peters, representing the 52nd District. "One of the things when I went to the Armed Services Committee was to make sure that this facility was high on the list of priorities," he said. Harper Construction won the bid and will employ about 2000 workers.  The 160,000 square foot hangar is designed to hold up to 12 F-35s."We need to upgrade the infrastructure, the connections, the systems inside the hangers," said Col. Jason Woodworth, the Commanding Officer at MCAS Miramar.While critics have pointed to design flaws and skyrocketing costs on the new planes, the military says aging aircraft like the F/A-18 hornets are becoming tougher to maintain."Older airplanes are like that telephone on your wall you had when you were a kid with the rotary dial on it," Woodworth said. "[The] cell phone in your pocket, that's the F-35 that does it all.""3rd Marine Aircraft Wing was more excited than anybody here," said Asst. Wing Commander Michael Borgschulte with the 3rd Marine Aircraft Wing.The Marine Corps plans to replace its entire fleet of Harriers, Hornets, and Prowlers with new F-35s."The more flight hours, the more times our pilots can get in the aircraft an actually execute their mission, the more proficient they are," Borgschulte said.The Pentagon admits budget shortfalls have hurt military training, but it stopped short of blaming cutbacks for this week's F/A-18 crash in Florida that killed two navy pilots.The hangar should be done by January 2020, about the same time the F-35s are set to arrive. SAN DIEGO (KGTV) -- Jury duty service in San Diego County resumed Friday after a lengthy stoppage caused by the coronavirus pandemic.Courtrooms across San Diego County shut down about seven months ago amid state-mandated restrictions. Now, jurors are able to report once again, with a slew of health and safety precautions in place.Because of the virus, courts have had to change the way they operate, and some lawyers believe this will also affect the process of picking a fair jury.Many aspects of the courts have changed, from added safety precautions to transitioning to virtual court.Prior to the pandemic, there were usually 350-400 people that are summoned to serve as jurors at the Central Courthouse in downtown San Diego. Now, that number has been reduced to 18%-20% of the usual capacity to allow for proper social distancing.Just as before, jurors do have the option to delay their service based on a number of factors including financial reasons, being a caretaker, or having a physical or mental condition.Defense attorney Jan Ronis told ABC 10News, “The kinds of options that were previously available now have new options, in respect to vulnerable conditions and age groups, things of that nature … it’s a whole new world.”Ronis said he believes COVID-19 concerns could impact the jury pool that’s available, with more people opting to postpone their service.“A jury of your peers, which represents a cross-section of society, racially, ethnic, gender-wise, diversify, as far as age and demographic, these are hugely important,” said Ronis.It’s just one of the main challenges the courts will have to deal with as they’re already facing a backlog of cases.Ronis added, “Everyone’s been in limbo; people need to get things resolved, criminal and civil litigants and family courts, things of that nature. It’s really created a horrific situation for so many people.”Jurors that have been called in to report will do so next Tuesday, which is when jury trials are scheduled to begin.Court officials say of the jurors that were summoned this week, nearly 40% have either postponed their service or have been excused from jury duty. 2151

SAN DIEGO (KGTV) -- Mayor Kevin Faulconer has directed city staff to reinstate San Diego Fire-Rescue Department’s Girls Empowerment Camp that was abruptly canceled last week.The event was canceled one day after attorney Al Reva sent a letter to the city’s attorney and organizers of the event.The letter claims that Reva’s client Rich Allison was “deterred and prevented from timely enrolling his son in this camp because boys were not invited to attend, based solely on their sex.”RELATED: Girls empowerment camp rescheduled after abrupt cancellation?Families who previously registered for the canceled camp will have first choice of which of the two weekends the camp is being offered they would like to participate in.“Our firefighters, staff and volunteers put their hearts and souls into this event,” said Fire Chief Brian Fennessy. “We are committed to moving forward with this excellent opportunity for young people. Last year, we heard that the Girls Empowerment Camp was a priceless experience for the campers. We want the same for our 2018 participants.”The Girls Empowerment Camp is a free two-day camp for youth ages 14-18 “regardless of age or gender.”The camp introduces participants to career opportunities in firefighting and encourages them to consider public safety as a career option.“We made a commitment to hundreds of kids and their families and we are going to stand by that,” Mayor Faulconer said. “This is an important camp that teaches kids what it’s like to be a firefighter and exposes many of them to a career opportunity they may not have considered previously. SAN DIEGO (KGTV) — Mayor Kevin Faulconer and Jewish leaders celebrated the second night of Hanukkah Monday, lighting the second candle of a massive Menorah outside City Hall.As the second night of the Jewish Festival of Lights got underway, Rabbi Zalman Carlebach said it was important for leaders to show their support and celebrate in light of recent anti-Semetic incidents around the U.S. "In light of the current events that are happening around the country, this world could use some more light. America could use some more light," said Rabbi Carlebach.San Diego has numerous Menorah lighting events planned as well as other celebrations throughout the county as Hanukkah continues — running through Dec. 10. SAN DIEGO (KGTV) — In just days, Pfizer’s COVID-19 vaccine will go before a key group of scientific advisers to the Food and Drug Administration, and a San Diego doctor will be part of the process to cast an important vote.Dr. Mark Sawyer, an infectious disease specialist at Rady Children’s Hospital, will serve as a voting member of the Vaccines and Related Biological Products Advisory Committee or VRBPAC when the body meets Dec. 10 to publicly vet Pfizer’s COVID-19 candidate.Dr. Sawyer is also a professor of clinical pediatrics at UC San Diego. He has served before on this outside advisory committee to the FDA, but the stakes have never been so high.“I mean this is a tough decision,” he said in an interview Friday. “We're weighing the benefit of a vaccine against the risks. And with any new product, we don't know the risks and we have to estimate based on the data we have.”Dr. Sawyer said he received Pfizer’s full Phase 3 data Friday morning, making him one of the first Americans outside the FDA to see the full details of the company’s large-scale clinical trial. The FDA is expected to release the data to the general public by Tuesday, two days before the public meeting.Sawyer will be one of about 20 outside vaccine experts from around the country on VRBPAC. The FDA hasn’t yet released a full roster of the doctors and scientists who will take part. The independent advisory committee will hear comments from Pfizer and the FDA and listen to public input before voting on whether to recommend emergency authorization.The marathon meeting is expected to last up to nine hours.“The FDA counts on this advisory committee to be an independent group of people who are looking at the same information they looked at and asking us what our concerns are, or whether we reached the same conclusion that their staff have reached,” he said.The meeting comes on the heels of a study by Pew Research that found lingering skepticism of the vaccine. Just 60% of Americans planned to get vaccinated as of the survey released Monday.“I do think that's going to change once this committee meets and the data is made public and we can all talk together as a community about what we know about the safety, and what we don't know, frankly,” he said.Dr. Sawyer was a member of VRBPAC for four years and briefly served as the acting chair in 2017.The committee meets a few times each year to make recommendations on the annual flu vaccine and other drugs.The committee’s vote is not binding. The job of the outside advisers is to issue a recommendation and the FDA can overrule them, but the agency rarely does. From 2003 to 2019, VRBPAC made 105 recommendations. The agency fully implemented 84% of VRBPAC’s recommendations and partially implemented 10%, according to Union of Concerned Scientists.That means when the committee votes Thursday, it’ll carry a lot of weight. The FDA is expected to announce its final decision shortly after the vote, possibly within hours.Dr. Sawyer said the advisers will make a decision following the process they traditionally do, based on all the knowns and unknowns. “And we’re going to weigh that against what we're going through right now,” he said. “Our hospitals are getting overwhelmed. Our ICUs are getting full.”“We really need to do something to intervene and the vaccine is the best thing we've got going,” he added. 3369
