SAN DIEGO (CNS) - In a first for San Diego County elections, the polls for the Nov. 3 Presidential General Election will open for four days, starting today from 8 a.m. to 5 p.m.In light of COVID-19, voters were encouraged to vote from home using their mail ballot. This close to the election, voters are advised to not mail in ballots, as they may not reach the registrar in time.For those who want to vote in person, they can vote early at their assigned polling place from Saturday, Oct. 31 through Monday, Nov. 2 from 8 a.m. to 5 p.m.On Thursday, the registrar reported nearly half of the county's 1.95 million registered voters had already cast their ballots, more than double the number received by that point in 2016.More than 937,000 ballots had been received as of Thursday. At this point in the 2016 presidential election, the registrar had received 409,702 ballots.Even so, due to the pandemic and a predicted high voter turnout, the registrar's office is continuing to urge voters to avoid long lines and crowded polling places by voting before Election Day itself.Mail-in ballots were sent to all registered voters in the county on Oct. 5, even those who had not requested one.There are fewer polling places than in past elections, and the location of some polls have changed so voters are encouraged to check the back of their sample ballot and voter information pamphlet before heading out to vote this weekend.Voters casting ballots in person are instructed to bring a face mask and plan to maintain social distance. ``We encourage voters to act early and make voting decisions from the comfort and safety of their home,'' Vu said. ``Mark your ballot, sign, seal and return your mail ballot to a trusted source. The sooner we receive your ballot, the sooner we can start processing it so it will be counted right when the polls close at 8 p.m. on Nov. 3.''Assigned polls were included on the registrar's postcard reminder sent to voters last week or voters can look it up at sdvote.com. Voters can also confirm their ballot was received by the registrar's office online at the same site.The hours at the polls and the Registrar of Voters office will change to 7 a.m. to 8 p.m. on Election Day, Nov. 3. Voters should prepare for long lines.A statement from the registrar also reminds San Diegans campaigning or electioneering within 100 feet of a polling place or mail ballot drop-off location is not allowed. This includes the visible display or audible dissemination of information that advocates for or against any candidate or measure on the ballot. 2575

SAN DIEGO (CNS) - An 18-year-old man accused of fatally shooting his live-in girlfriend at their apartment in San Diego's Mountain View neighborhood pleaded not guilty Thursday to a murder charge.Jorge Manuel Sanchez allegedly gunned down 19-year-old Emily Cortez inside an apartment at a residential complex in the 4500 block of Imperial Avenue shortly before 4:30 p.m. July 15.San Diego police Lt. SAN DIEGO (CNS) - Councilwoman Barbara Bry Wednesday increased her lead for second place for the third straight day over Councilman Scott Sherman in the San Diego mayoral primary election.The two candidates with the most votes will head to the general election in November, so depending on the final vote count, San Diego voters look likely to be choosing between Assemblyman Todd Gloria and Bry.Should Gloria and Bry face off, it would guarantee San Diego its first Democrat mayor since Bob Filner resigned in 2013 and just the second Democrat elected to the nonpartisan position -- several Democrats served as interim mayors in 2005 and 2013 -- since Maureen O'Connor stepped down in 1992.Gloria, a former San Diego city councilman and interim mayor, has a more than 64,000-vote lead over both Bry and Sherman and is virtually assured to make it onto the November general election ballot.Bry currently has a 444-vote lead over Sherman, a Republican.With a projected 25,000 ballots left to be counted, and with Sherman's election-night lead of more than 3,000 votes in the rear-view, November is looking all but assured to be a showdown between the two Democrats. 1172

  

SAN DIEGO (CNS) - Following a two-week warning period, the City of San Diego will resume parking regulation enforcement across the city Thursday after months of limited enforcement due to the COVID-19 pandemic.According to the city, restarting parking enforcement will allow for increased turnover at parking meters and businesses, ensuring accessibility for patrons visiting local stores and restaurants.The city temporarily suspended parking enforcement on March 16 following the COVID-19 stay-at-home order, limiting enforcement to holiday or Sunday regulations only. Multiple attempts in the following months to reinforce parking regulations have been thwarted by ongoing shutdown orders.Citations continued to be issued for vehicles parked illegally at red, white, and blue painted curbs.On Oct. 1, limited enforcement with written warnings began. This two-week grace period was intended to acclimate city residents.Although street sweeping has continued during the public health emergency, the resumption of parking enforcement will allow city sweepers to once again sweep debris and dust pollution along the curb line to maintain improved water quality and reduce the potential for flooding as the rainy season approaches, city officials said. 1258
