SAN DIEGO (KGTV) -- Some San Diego salon owners say the regulations released by the state may not be enough to help save their businesses.Like other business owners around San Diego and across California, salon owner Season McKesson has been trying to navigate through the many changes brought on by the coronavirus pandemic.Through the pandemic, she and other business owners have had to deal with closures, implementing safety precautions, and obtaining personal protective equipment.RELATED: New guidance issued for hair/nail salons, barbershops to move outdoorsOn Monday, the state announced updated guidelines for hair salons and barbershops to operate outdoors.McKesson was prepared to reopen her salon to operate outside until she read the regulations thoroughly. According to the state’s guidelines, salons can reopen but they cannot offer any chemical-related treatments and cannot shampoo customers.“At first, I was trying to be optimistic; you know, giving our industry a way out to come back … but after they dropped the bomb that it’s only haircuts. Reality sets in, and there’s absolutely no way people are going to make ends meet,” she said.McKesson told ABC 10News the guidelines cuts what she believes are essential to the salon experience.She added, “You go to a salon for a certain experience and you’re going to sit and get sprayed down in 100-degree weather. There’s no way.”McKesson is also concerned about the space to operate outdoors, saying not many salons have patios and would have to move into parking spaces. She is similarly worried about the cleanliness of working outside.“It’s not sanitary. It’s not a controlled environment; sitting behind a chair is a controlled environment. I know it’s being cleaned and I know what’s being touched,” McKesson said.Several other salon owners around San Diego County told ABC 10News they are leaning towards not reopening because of the rules, which puts them in an already tough financial situation as they try to keep their businesses alive. 2021

SAN DIEGO (KGTV) -- State lawmakers approved funding to hire an additional 230 employees for California DMVs. The decision comes on the same day they shut down a proposal to audit long wait times at offices throughout the state. DMV officials say they've seen a surge in demand at offices from people getting the new REAL ID License, which you can't do by mail or online. State Assemblymember Phil Ting is spearheading an effort to shorten the wait. He says wait times at some offices were up to seven hours. "We've identified some technological fixes so that people can enter the information," said Ting. "There would be less clerical work."In July, lawmakers added an extra million to the DMV budget. The extra funding would allow them to hire 500 more employees, offer Saturday services and upgrades to some self-service kiosks. Assemblymember Ting got onboard when he had to go to the DMV in San Francisco and saw the line wrapped around the block. "It looked like people were waiting in line for a rock concert," said Ting. "Not for their driver's license."He says another problem was that people were waiting too long to renew.  "People couldn't get appointments before their licenses were expiring," said Ting. "We're asking to send those notices out much further in advance."DMV officials are also rolling out new programs like text message notifications and expanding self-service terminals to 50 grocery stores later this year. Drivers who want to get a REAL ID would still have to go into an office. DMV officials say you can expect to see reduced wait times by the middle of September, but they don't expect what they call "reasonable" wait times until December. They said that means 15 minutes for an appointment and 45 minutes for walk-ins.  1837

SAN DIEGO (KGTV) — San Diego State's plans for a Mission Valley stadium cleared one of its last major hurdles.The university's design and financing plans for Aztec Stadium were approved by the California State University Board of Trustees, leaving only the close of sale on the land — and current coronavirus pandemic — left.The board's approval gives SDSU the ability to prepare construction for a 35,000-capacity stadium, eventually leading to a Mission Valley campus.RELATED: City of San Diego, SDSU inch closer to SDCCU Stadium site deal"We are pleased that the trustees continue to share our vision for this project, as the construction of the stadium is a key first step allowing us to unlock the rest of the Mission Valley site plan," SDSU President Adela de la Torre said. SAN DIEGO (KGTV) - Students at the University of California San Diego are still reeling from Wednesday's storm that flooded more than a dozen apartments.Students told 10News they were shocked when water poured in around 11 p.m. during the storm. One young man, who didn't want to be identified, said the water seeped in under the door and poured in through a floor-length window in their bedroom."So every angle yeah, it instantly started soaking everything under my bed," he said, adding the water was freezing cold.RELATED: Rain floods buildings on the campus of UC San DiegoHe took videos documenting the two inches of water that seeped in."If I wasn't here, then every bit of electronics we had out here would've been completely ruined, hundreds of dollars worth of stuff," the man told 10News.Another student shared her experience, saying she was walking back to her dorm after studying and found "about a 4-foot deep puddle leading up to my door." She said once she opened the door mud and water flowed in.She said the timing was terrible."I have a midterm Monday, I'm actually getting tutoring right after this, it's a bit crazy."Students scrambled, trying to get help from the university and relocate. One student told 10News she never got help from the university, despite calling multiple times Wednesday night and getting a case number.Thursday morning cleaning companies went to work, installing fans in the rooms and peeling off baseboards.Some students said the university is doing a great job."Is there something we can brainstorm to fix this so it doesn't happen in the future, because I can only imagine what's going to happen next week when it rains harder and I'd hate to come back from break and see, 'oh everything's damaged." a student said.The university said four students were relocated to temporary housing. A University official said the drains in the area were examined before the storm and the torrential downpour was the cause of the flooding. 1981

SAN DIEGO (KGTV) -- Some students in the San Diego Unified School District are being allowed to return to campus Tuesday as the district begins the first phase of its reopening plan.The district began the 2020-21 school year on Aug. 31 with a distance learning program for its students. In recent weeks, during the distance learning period, teachers have been working to determine which students they believe would benefit from appointment-based in-person learning sessions.Appointment sessions will be voluntary; the rest of the time, those students will continue with distance learning.SD Unified officials said they’ve also been working with health experts in designing a reopening plan that would ensure all students and staff are safe.Despite the reopening plan, there are some parents who still do not believe it’s enough.On Tuesday afternoon, a group of parents called Reopen SDUSD has scheduled a rally at 4 p.m. in front of the Board of Education building to voice their concerns about the reopening plan.The group, which held a similar rally last month, is calling for a more detailed reopening plan and they want the district to be more transparent.Reopen SDUSD has gathered thousands of signatures for a petition urging the district to allow more students to return to campus.ABC 10News spoke with some parents at the September rally who said they want options because distance learning is not working for them.One mother said her children “dread going on Zoom. They dread being on the computer. They don’t like learning via the screen. They’re just losing a lot of interest, and I end up having to yell at them, ‘Do your work!’ And it’s frustrating because it impacts our relationship in a negative way.” 1725
