BEIJING, Nov. 1 (Xinhua) -- China launched an association on Monday to evaluate the quality of the nation's higher education."The association, as a non-government organization, is designed to evaluate and supervise the quality of higher education," said Lin Huiqing, an official with the Ministry of Education, at the launching ceremony held in Beijing.The association is composed of over 200 educational institutions as members, including the Higher Education Evaluation Center of the Ministry of Education, Shanghai Educational Evaluation Institute, Peking University, Beijing Normal University, and others.China's higher education has been blamed for a decline in quality since 1999 when the government started to expand college enrollment."Therefore, we should establish a nation-wide network to evaluate the teaching methods, development of each discipline and curriculum designs of each school," Lin said.According to Ji Ping, a senior official in charge of the evaluation of educational quality with the Ministry of Education, China started to implement higher education quality evaluations in the 1980s, and decided to carry out evaluation once every five years since 2003."It is time for us to start a new round of higher education evaluations," Ji said, noting that the priority of China's higher education is to improve its quality."We have required the local schools to make regular evaluations themselves, and invite experts to carry out independent assessments," Ji said.

BEIJING, Oct. 19 (Xinhua) -- Chinese President Hu Jintao said Tuesday that China and Russia should make joint efforts to achieve common development and combat global challenges.While meeting with Chairman of the Russian Federation Council Sergei Mironov in Beijing, Hu urged the two countries to work for the establishment of a more fair and rational international order.Mironov's visit, which ran from Oct. 17 to 19, was another high-level visit on the heels of Russian President Dmitry Medvedev's three-day state visit to China last month."China is willing to work with Russia to materialize consensuses and tasks agreed to during high-level visits," said Hu.Mironov on Monday co-chaired with China's top legislator Wu Bangguo the fourth meeting of the cooperation committee between China's National People's Congress and the Russian Federation Council, a regular parliamentary exchange mechanism for the benefit of bilateral ties.Hu said China supports the increasing exchanges between legislative bodies of the two countries, hoping the two sides could help publicize the ideas of generational friendship and reciprocal cooperation, push forward pragmatic cooperation in various fields and cooperation on adjacent regions of both countries.Hu also said the two countries should enhance coordination within multilateral mechanisms in a bid to contribute to improved China-Russia strategic partnership of coordination.Echoing Hu's remarks, Mironov said the sound development of Russia-China ties complies with the mutual interests of both countries, adding that Medvedev's successful visit, during which the two countries signed a package of deals and agreements, would have a positive impact on future bilateral cooperation.The Russian Federation Council will play its due role in facilitating bilateral cooperation in such areas as politics, trade and energy so as to make new contributions to the friendship between the two countries, Mironov said.Premier Wen Jiabao also met with Mironov later on Tuesday, and called on the two governments to fully implement consensuses reached by the two sides, inject new vitality into the two countries' modernization process and maintain world peace and stability."The profound changes of the international situation has not only offered precious opportunities but also brought forward higher request for developing China-Russia strategic partnership of coordination," Wen said. 

BEIJING, Oct. 20 (Xinhua) -- Participants at a human rights forum in Beijing have paid tribute to China's treatment of human rights issues."We have a different culture. The Chinese have a different culture. We would appreciate the situation where human rights are dealt with within their own cultural contexts," Elisabeth Perioli Bjornstol, a Norwegian participant on a panel discussion at the forum, said Wednesday.The panel discussion was a part of the two-day Beijing Forum on Human Rights that started Tuesday. The forum attracted about 80 officials, scholars and experts from more than 25 countries, regions and international organizations.China's human rights situation was one of the focal points at the forum."It is highly important to reflect and discuss the key issues of human rights worldwide. People now can come and see how China develops. Ignorance and lack of information were the root causes for many conflicts," Elisabeth Perioli Bjornstol added.Jiang Guoqing, a professor from China Foreign Affairs University, said on the same panel discussion that since reform and opening up was initiated in 1978, China has made great progress in both human rights and modernization.He Ying, vice president of Heilongjiang University, said, "The West often criticizes China for not progressing fast.
