SAN DIEGO (KGTV) -- Mixed Martial Arts fighter, Dean "The Boogeyman" Lister is asking the public to help him find a man he found inside his apartment. Lister, a Jiu Jitsu champion, has taken down opponents around the world - but he never expected a fight in his home. "I thought somebody was working in the apartment," he said, describing the man as covered in tattoos and wearing only a pair of boxers.Lister said the man wasn't making any sense, and soon Lister started to record him. In the video the man is heard saying that he went into the apartment because he thought it was a church. When the man realized that he was being record, Lister said he reached for a hammer - a moment that can be seen just before the video ends. Lister is a gun owner, and said he reached for his weapon when the stranger threatened him. At that point, the man got scared and Lister let him escape out the same window he broke in through. When police arrived, the man was gone. "I'm not trying to sound like any kind of saint," Lister said. "But whatever kind of money I lost, maybe it's not worth someone dying."Lister posted the video on Youtube and shared it with 10News in hopes that someone would recognize the intruder. "Hopefully he turns his life around," Lister said.   1327

According to the city, all 46 lifeguard and pool management positions are available at 13 different facilities. Anyone interested has to attend an initial tryout to assess basic swimming skills and qualify to enroll in the city’s lifeguard training program. RELATED: State offers money to help boost college savings accounts Tryouts are being held Tuesday, March 19 and Thursday, March 21, 2019, at the Tierrasanta Pool from 5 – 7 p.m. and Tuesday, March 26, 2019 at Vista Terrace Pool in San Ysidro from 9 – 10 a.m.Those who pass will need to attend a week-long lifeguard training program. The course teaches safety, first aid and lifesaving procedures. The program costs 1 and scholarships are available, the city says. Participants who graduate the program will receive American Red Cross Lifeguard Training and Title 22 First Air certifications and will qualify to work as a lifeguard at city pools. SAN DIEGO (KGTV) — Just days after San Diego County ordered a shutdown of indoor dining and San Diego Mayor Kevin Faulconer signed an executive order that makes it easier for restaurants to move seating outdoors, many restaurants are already opening up business outside.Johan Engman is the owner of Rise and Shine Hospitality, which has 18 restaurant locations under the umbrella. Ten of those are Breakfast Republic. He said about half of the 18 locations have expanded to include either sidewalk, parking lot, or shared courtyard space for tables.“Let’s not waste our time complaining or feeling sorry for ourselves. Let’s figure out what do we need to do to give us the best odds to survive this and let’s just do it,” said Engman.For the Pacific Beach Breakfast Republic location, he said there were about 170 seats prior to coronavirus. Once there were social distancing limits, he could seat about 80. With the new ban on indoor seating, that left only about 30 seats on his patio, so the addition of parking lot space will bump seating back up to about 80 people. He said financially, they’re taking a hit, but he made the decision to stay open to help his employees.“Not only seeing how financially detrimental that is, but the morale. So you lay off all your managers then you hire them back. Imagine them literally a couple weeks later you send that message again,” he said.Similarly, La Puerta is seeing the roller coaster of numbers. Owner Merritte Powell said the Gaslamp restaurant is also expanding onto the sidewalk. He said customers will notice a difference, but hopes something is better than nothing.“You’re sitting next to a building, next to a doorway, you’re also going to be a couple feet from a parked car,” he said, referring to the new setup.He said he’s hoping to add plants and lights eventually to make it more aesthetically pleasing and could see a permanent future for sidewalk dining like this if it is successful. He said this could be beneficial in areas like the Gaslamp that lack a lively presence that the outdoor dining will likely bring.Both business owners said the Department of Alcohol Beverage Control has been working quickly and efficiently to help get them the liquor permits they need for the parking lot. They also both are hoping the city votes to allow parklets next week, which they say will further expand seating and appeal. 2386

  

SAN DIEGO (KGTV) - If you owe San Diego County property taxes, the deadline to pay is not changing.The County Treasurer-Tax Collector’s office tells 10News state law governs when property taxes are due and payable.In a statement, a spokesperson for the department said, “The second installment of property taxes is due no later than April 10. State action would be required to change the date. Critical county, school, and local city financial obligations are dependent on property taxes. They fund essential public services, including coronavirus response.”Several local politicians have pushed for state officials to change the deadline to allow property owners to pay their taxes late without consequence.Last week, San Diego City Council President Pro Tem Barbara Bry wrote a letter to the governor asking him to consider an Executive Order directing all county treasurer-tax collectors to defer April 10, 2020, property tax payments until July 15, 2020. The letter states, “This is in line with the announcement that both the Internal Revenue Service and California Franchise Tax Board are postponing tax deadlines until July 15, 2020 due to the COVID-19 pandemic.”Assemblywoman Lorena Gonzalez has publicly asked San Diego County Treasurer-Tax Collector Dan McAllister to waive late payment penalties.“State law already allows Mr. McAllister to waive any fees and the 10 percent penalty for late payments on a case-by-case basis. I would urge him to use that power to relieve San Diego County’s homeowners and businesses of these penalties during this dire situation we are experiencing,” Gonzalez said in a statement to 10News.The California Association of County Treasurers and Tax Collectors posted a statement on its website stating that tax collectors have the authority to handle specific scenarios where a taxpayer cannot physically pay their taxes on April 10 due to quarantine, illness or closure of the tax collector’s office as a result of COVID-19. The statement continues, “In such cases, the Tax Collector will utilize their authority pursuant to Revenue and Taxation Code (RTC) 4985.2. to waive interest or penalties that would otherwise be imposed or collected with respect to a delinquent second installment of property taxes levied for the 2019-2020 fiscal year on residential real property.”The San Diego County Treasurer-Tax Collector’s office told 10News that McAllister has no authority to extend the April 10 deadline as outlined in state law. However, taxpayers unable to pay on time can submit a penalty cancellation request after the April 10 deadline. The department reviews these requests on a case-by-case basis, and general guidelines are provided on the request form. A spokesperson for the office said all property owners who can pay their taxes on time are encouraged to do so. This revenue helps keep the government running and provides vital services that the public relies on, especially in times like these. Taxpayers can pay online, via telephone or by mail.
