San Diego placed 11th among 50 other cities around the U.S., but America's Finest City wasn't alone. Los Angeles was ranked 2nd on the list. The company says all areas of the U.S. are prone to subterranean termites, but Pacific U.S. and coastal regions of the Southeast also have the threat of drywood termites. Subterranean termites swarm in the spring and summer while drywood termites usually swam in the late summer and fall. Orkin says termites find their way into homes because urbanization leaves fewer dead trees laying around. SAN DIEGO (KGTV) — San Diego District Attorney Summer Stephan is objecting to the early release of a man convicted of driving off the Coronado Bridge and crashing in Chicano Park, killing four people.Richard Anthony Sepolio, 27, was convicted of four counts of vehicular manslaughter while intoxicated and one count of DUI causing injury in the crash on Oct. 15, 2016. He was sentenced to nine years and eight months in prison. He is set to be released early after serving two years and 10 months of his sentence. Monday, the CDCR notified victims in the case of the release, citing prison credits for good behavior and the state's policy on release amid COVID-19. Stephan wrote a letter to Gov. Gavin Newsom and the California Department of Corrections and Rehabilitation (CDCR), calling the release a "miscarriage of justice.""This very early release is unconscionable," Stephan wrote. "CDCR’s decision is re-victimizing the family and friends of the four people killed and seven injured who have been devastated by their loss and continue to deal with the financial, emotional, mental and physical trauma caused by the defendant. This inmate continues to deny and minimize the crime by refusing to admit he was speeding and denying being impaired while arguing with his girlfriend on the phone, which resulted in the devastating crash."The crash killed Annamarie Contreras, 50, and Cruz Contreras, 52, of Chandler, Ariz.; and Hacienda Heights residents Andre Banks, 49, and Francine Jimenez, 46. SAN DIEGO (KGTV) -- San Diego Gas and Electric is asking state regulators for permission to rebalance electricity rates next year in a way that would lower bills for customers during the summer but keep annual costs about the same.Currently, SDG&E customers pay a few cents more per kilowatt hour during the summer compared to winter rates. The seasonal pricing is designed to promote energy conservation in the summer when demand is highest, but it has also sparked complaints about high bills, particularly last year.In response to the complaints, the utility is proposing flat rates year-round, said SDG&E communications manager Wes Jones. "Simply put, we're trying to benefit our customers," Jones said. "We recognize they need a lot of power in the summertime to cool their homes."The new year-round structure would lower bills during the summer but result in higher winter bills than customers currently pay.Jones said reducing price volatility will help families budget for household energy expenses and mitigate summer sticker shock.The proposal would apply to all residential customers, including Time-of-Use, non-Time-of-Use and electric vehicle pricing plans. SAN DIEGO (KGTV) – San Diego Police are investigating after a woman who was shot in Barrio Logan Friday night died.Police were called to the 2400 block of Harbor Drive around 9 p.m. after receiving reports of a woman, later identified as 36-year-old Stephanie Kinman, who was shot in the area.When they arrived, officers found Kinman on the sidewalk near a vehicle.The Kinman was taken to the hospital where she later died.Throughout their investigation, detectives learned that the woman was shot near a pizza restaurant on the 1000 block of Dewey Street before being driven to Harbor drive by a “male companion.”The man told investigators that the victim got into a fight with a man and a woman. After the fight ended, Kinman was shot while getting into her car, police say.The shooter hasn’t yet been captured.
