Rogers and others believed it was an inside person who robbed them, according to court documents.Investigators intercepted telephone calls in which Rogers got the "green light" (believed to from his Mexican supplier to kill the person Rogers believed stole his drugs."It's very concerning and it illustrates what we already know, which is that drug trafficking organizations tend to be violent, that people will use violence and the threat of violence in order to make a profit," Herdman said. 1764

(KGTV) — Cardiff Elementary School in Encinitas must pay 0,000 just so it can resume a project to modernize its campus.The payment is part of a settlement to a group that sued the district over a project to rebuild much of the school, which had upwards of 60-year-old buildings.In 2016, voters approved a million bond measure authorizing the project. The group that sued, Save the Park and Build the School, challenged the plan's environmental impact report and its plan to build a multipurpose facility on part of a grassy area of district property that doubles as a public park in off hours. Late last year, a judge ruled in the group's favor and issued an order to halt work on the project. This week, the school and the group reached a settlement to allow campus construction to resume, and put the multipurpose center back into a federal approval process because it involves the National Park Service. The group got 0,000 for legal fees. "It was a flex and it cost our kids and the taxpayers 0,000 to bring us right back to where we were in December," said Morgan Gates, a parent at the school. Eleanor Musick, who heads the group, said the park is cherished and one of the only open spaces nearby. ENCINITAS, Calif. (KGTV) - The City of Encinitas announced a timeline Monday for its leaf blower ordinance restrictions. The rule, which bans all gas-powered leaf blowers and restricts hours of use, was adopted by the Encinitas City Council on Aug. 21. The ordinance took effect for city operations on Sept. 20. By Dec. 20, all commercial operators will be required to comply with the rules. All others have until Jan. 20, 2020 to adhere to the restrictions. The new ordinance includes the following restrictions: Prohibits the use of all gas-powered leaf blowers citywide by January 20, 2020; Allows for the use of electric or battery-powered leaf blowers; Requires responsible use of blower equipment to control dust and noise; Leaf blowers of all types may only be used between 8 a.m. and 6 p.m. Monday through Saturday, and between 12 noon and 5 p.m. on Sundays.Anyone who must purchase a new electric or battery-powered leaf blower can take part in a rebate program to partially subsidize the purchase. (KGTV) -- Encinitas lifeguards are investigating after a Panga Boat washed ashore Friday afternoon.According to lifeguards, the 20-foot boat washed ashore around 4 p.m. on the 300 block of El Portal Street and about 11 people ran from the vessel.Lifeguards say they don’t believe anyone was injured or needed medical attention.Border Patrol, Homeland Security, and the Sheriff’s Department were all notified about the incident. Fast food sandwich chain Subway expects to close about 500 stores in North America this year.But it's also hoping to open as many as 1,000 stores overseas.The company has 44,000 locations globally -- more than any other retailer.
