Dr. Deborah Birx, the White House coronavirus response coordinator, said on Wednesday that several states should consider moving back to Phase 1 in reopening due to increased coronavirus activity.Dr. Birx pointed to Arizona, Texas, California and Florida as states that are seeing a high prevalence of the coronavirus. This comes as intensive care units in Arizona and Florida are reaching capacity.Amid her pleas to the American people, she encouraged everyone to avoid participating in indoor gatherings, and dine outside rather than inside.“I think the work that these governors have done to — and ask the American people is it’s stop going to bars, to close the bars, to move to outdoor dining, to decrease indoor — any kind of indoor gatherings again,” Dr. Birx said. “To all of the Americans out there that are in these four states and the states that have — in the report, were in the red zone — because there’s a series of other states that we have in that zone — is really asking the American people in those counties and in those states — in those states to not only use the face coverings — not going to bars, not going to indoor dining — but really not gathering in homes either and decreasing those gatherings back down to our phase one recommendation, which was 10 or less.”During Thursday’s news conference with the White House’s coronavirus task force, Vice President Mike Pence said he believes the virus could be reaching its peak in hard-hit Arizona and Florida.“We’re actually seeing early indications of a percent of positive testing flattening in Arizona and Florida and Texas,” Pence said. “Governors in each of those states have taken strong steps to flatten the curve.”But data from Johns Hopkins University suggests the positivity rate is still going up. In Florida, the seven-day average of positive COVID-19 tests is at 18.7%, compared to just 4% a month ago. The rate of positive tests in Arizona is also up to 26.8%, up from around 11% this time a month ago.Given the spread, hospital officials in both states are preparing for “surge capacity” to make more ICU beds available to handle a possible influx of patients.Nationally, the rate of positive tests have increased in recent weeks, showing that the jump in the number of confirmed COVID-19 cases is not just due to increased testing. Nearly 8% of COVID-19 tests are coming back positive, according to Johns Hopkins University data, up from 4.4% four weeks ago.Notably missing at Wednesday’s briefing was Dr. Anthony Fauci, who has vocalized concerns over US states reopening too quickly. 2581

Dr. Anthony Fauci said during an interview on Wednesday that a World Health Organization expert was “not correct” for stating that coronavirus infections from those who are asymptomatic are “very rare.”Dr. Maria Van Kerkhove, a World Health Organization’s infectious disease expert, walked back her comments from Monday one day later, qualifying her statement by saying it’s not the official policy of the WHO."I used the phrase 'very rare.' I think that's misunderstanding to state that asymptomatic transmission globally is very rare. What I was referring to was a subset of studies," Van Kerkhove said during a press conference on Tuesday. "I was just trying to answer a question at a press conference, I wasn't stating a policy of the WHO or anything like that."While the majority of coronavirus cases come from those who are symptomatic, Fauci said on ABC’s “Good Morning America” that the spread from those who are asymptomatic is not uncommon."The evidence that we have given the percentage of people, which is about 25, 45-percent of the totality of infected people, likely without symptoms," he said. "And we know from epidemiological studies that they can transmit to someone who is uninfected, even when they're without symptoms. So to make a statement to say that's a rare event was not correct."On Monday, Dr. Ashish Jha, the director of Harvard's Global Health Institute, took issue with Van Kerkhove's anaylsis"Asymptomatic spread is the Achilles heel of this outbreak," Jha tweeted. "Both asymptomatic and pre-symptomatic spread huge problem for controlling disease because folks shedding virus while asymptomatic pre-symptomatic has one advantage: You can use contact tracing to find folks they infected. But that doesn't help prevent pre-symptomatic spread"Jha cited a May Swiss study that indicated that between 40 and 60% of all coronavirus cases originated from people when they didn't have symptoms at the time of the spread.The debate comes as a number of states are continuing to see an increase in coronavirus cases. Most notably is Arizona, which has advised hospitals to be prepared to expand intensive care units in order to accommodate the influx of coronavirus patients. 2208

  

DETROIT, Michigan — General Motors made a major announcement on Monday saying it will close two plants in metro Detroit as well as plants in Ohio and Canada. The plan will help save the company billion by 2020, according to GM.In a news release, the company said it will close the Detroit-Hamtramck Assembly Plant in Detroit and Warren Transmission Operations in Warren. Other plans closing include the Oshawa Assembly Plant in Oshawa, Ontario, the Lordstown Assembly in Warren, Ohio and the Baltimore Operations in White Marsh, Maryland.According to a spokesperson for GM, the plants will be unallocated which means they will no longer produce vehicles in those plants in 2019. According to the company, the future of the plants will be part of contract talks with the UAW next year.PHOTOS: GM will stop producing these 6 vehicles“The actions we are taking today continue our transformation to be highly agile, resilient and profitable, while giving us the flexibility to invest in the future,” said GM Chairman and CEO Mary Barra. “We recognize the need to stay in front of changing market conditions and customer preferences to position our company for long-term success.”According to the release, GM will lay off 14,700 factory and white-collar workers. Of those, 8,100 will be white-collar workers that will either take buyouts or be laid off.The company said that the moves will help continue its focus on crossovers, SUVs and trucks. With the move, GM plans to cut 25 percent of the executive staff and 15 percent of the salaried and salaried contract staff."These actions will increase the long-term profit and cash generation potential of the company and improve resilience through the cycle," Barra added in the release.Detroit Mayor Mike Duggan called the news "troubling," saying he spoke with Barra on Monday morning and has also spoken with UAW President Gary Jones as well as Detroit's economic development team."We all know there is strong demand for manufacturing space in Detroit and we are willing to work with GM to fill all the available manufacturing space at Poletown with either GM-related entities or other companies," Duggan added.Rep. EL CAJON, Calif (KGTV) -- A 26-year-old man accused of fatally stabbing a fellow Ramona resident during a fight at a gas station in their East County hometown pleaded not guilty Tuesday to a murder charge and was ordered held on million bail.    Jarrett Austin Wishnick is suspected of mortally wounding Steven Faught, 59, shortly before 6 p.m. Thursday near a set of fuel pumps in front of Stage Stop Liquors at 578 Main St.    Deputies responding to a report of an assault at the business found Faught bleeding profusely from a wound to his neck, sheriff's Lt. Greg Rylaarsdam said.    Paramedics airlifted the victim to a trauma center, where he was pronounced dead. Wishnick -- who remained at the scene of the deadly fight -- was treated for a hand injury before being booked into jail.    It was unclear what prompted the dispute between the men, both of whom had parked their vehicles in front of the gasoline pumps outside the store.    Faught's older brother, Jerry, flew to San Diego from Portland after the incident. He told 10News that his brother had a warm personality.  "Even though he had  very little, he'd give you the clothes off his back."    Wishnick will be back in court Nov. 20 for a bail review and on Jan. 16 for a readiness conference. A Feb. 1 preliminary hearing date was also scheduled.Wishnick faces 26 years to life in prison if convicted of murder and the use of a knife. 1490
