SAN DIEGO (KGTV) - Serious concerns being raised about a COVID-19 outbreak at a federal detention center in downtown San Diego this week after dozens of detainees and employees tested positive.According to the Federal Defenders of San Diego there are 86 detainees currently COVID-19 positive at the Western Region Detention Facility. The Federal Defenders say those numbers came from the U.S. Marshals Service (USMS) later Monday afternoon.Earlier Monday a spokesperson for the Marshals told ABC 10News, “As of Nov. 2, we have received reports of 74 USMS prisoners being held at the Western Region Detention Facility having tested positive for COVID-19 at any point during the pandemic. Of these, 22 have since recovered. The USMS prisoner population at the facility is 520.”The spokesperson did say data on prisoner health comes to USMS through established reporting mechanisms that may vary from jurisdiction to jurisdiction; the data is not real-time and may not reflect the most current information.It’s not just inmates testing positive.According to the Geo Group, the company that runs the facility, 64 GEO employees at the Western Region Detention Facility have tested positive for COVID-19.A spokesperson for GEO said 54 employees who previously tested positive have fully recovered and returned to work.Nine of the employees who tested positive are currently at home on self-quarantine, and one employee is receiving treatment at a local hospital.In a statement a spokesperson wrote in part, “While the COVID-19 pandemic has presented unprecedented challenges, from the very beginning we have taken extensive measures to ensure the health and safety of those in our care and our employees, who are on the front lines making daily sacrifices at the facility.”In October, Team 10 reported on claims that some people who are arrested, accused of federal crimes, and taken to the GEO facility are not getting to court within the required timeframe.At the time, Attorney Ryan Stitt said outbreaks at detention facilities endanger the broader community."The guards that are present, the healthcare professionals that go to the jail and then our hospitals generally that need to treat the inmates once they become ill are all impacted by the rising COVID-19 numbers in custody," Stitt said. 2300

SAN DIEGO (KGTV) -- Seven people were displaced following a house fire in Mountain View early Saturday morning, according to San Diego Fire-Rescue.The fire was reported just after 3:30 a.m. on Teak Street near Ocean View Boulevard. Crews quickly responded and were able to get the blaze under control. The home that burned sits on a lot with a second home in front, and the front house was not damaged.Family and residents of the front house said they believe the fire started from a washer/dryer unit. They also said that they had to pull bars off of a window to help people escape, with those outside pulling and those inside kicking on the bars. Four people were were hurt after climbing through the broken window.Crews say a total of seven people were displaced and the American Red Cross was called in to help, but family on scene said everyone is okay. They said the hardest part is realizing they lost everything, including Christmas presents that the two little girls who lived in the burned home had just unwrapped the day before.The family started a GoFundMe to raise money following the fire. 1112

SAN DIEGO (KGTV) — San Diego State University astronomers played a role in the recent discovery of a third planet within the Kepler-47 planetary system.A team of researchers, led by astronomers from SDSU, discovered a new Neptune-size planet orbiting the system's two suns between two previously discovered planets.The planet, named Kepler-47d, was discovered using a method called, "transit method," according to to university. The method measures a level of brightness to help detect masses. "If the orbital plane of the planet is aligned edge-on as seen from Earth, the planet can pass in front of the host stars, leading to a measurable decrease in the observed brightness," a release from the school describes.RELATED: Researchers share photo of a black hole — the first ever in historyPreviously, the planet's signal was too weak to detect.“We saw a hint of a third planet back in 2012, but with only one transit we needed more data to be sure,” SDSU astronomer Jerome Orosz, the paper’s lead author, said in the release. “With an additional transit, the planet’s orbital period could be determined, and we were then able to uncover more transits that were hidden in the noise in the earlier data.”Kepler-47d is about seven times the size of Earth and takes 87 days to orbit around its suns.“We certainly didn’t expect it to be the largest planet in the system. This was almost shocking,” said William Welsh, SDSU astronomer and the study’s co-author.The entire Kepler-47 system itself is interesting as well. With two suns, it's the only known multi-planet circumbinary system. The system is extremely compact and would fit inside the orbit of Earth. SAN DIEGO (KGTV) - Some local leaders believe a significant number of homes that could help ease the housing shortage are actually vacant, and it may be time to consider a 'vacancy tax.'On any given night, amid the bright lights of the downtown skyline, are the not-so-bright, 41-story towers of the Harbor Club condominiums. Aaron Howe lives two blocks away."Just kind of empty and lonely. You see a few lights, but it's mostly dark," said Howe.Sources tells 10News, at various times in the past decade, as many as half the units have been vacant, meaning they are not a primary residence. I'm concerned you have people making investments in their fourth, fifth and sixth homes. To tackle the housing crisis, you can't just build something you call housing. According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were. While only three miles long, the trail in Mission Trails Regional Park is steep and often rocky, with no shade. During the cooler months, the trail is popular for dog owners. County experts say dogs with short snouts, like bulldogs, pugs, and Boston terriers, can have difficulty catching their breath in hot weather. The high heat also puts stress on puppies, older dogs, and overweight pets.
