UPDATE: 9:15 P.M.A man has been taken into custody after an hours-long standoff with officers at a Hillcrest rehabilitation center.SAN DIEGO (KGTV) -- San Diego Police Department officers are surrounding a Hillcrest neighborhood Saturday working to peacefully end a standoff with a person believed to be armed.According to SDPD's official Twitter page, the incident started around 4 p.m. after receiving reports about a man with a gun in the 4000 block of Sixth Avenue, east of Scripps Mercy Hospital San Diego.Police told 10News that around 4 p.m., an employee of the Hillcrest Health and Rehabilitation Center found a homeless man showering in a facility bathroom-laundry room.The man barricaded himself in the bathroom and has refused to speak with police. He has also vandalized the room using a fire extinguisher.The room is isolated away from the rest of the rehabilitation center, so patients there have not been evacuated but are being told to shelter in place.Police have called on the department's Emergency Negotiating Team and a SWAT team to assist with the incident. 1087

TUCSON, Arizona — A Tucson, Arizona man who had been in an altercation fired a gun at a police officers, hitting one of the officer's belt. The belt prevented a bullet from entering his body.That man, 51-year-old Roy King, was in a bar with his wife and family when an argument started. King's stepson, who was at the bar, called 9-1-1.During the argument in the bar, King allegedly pulled out a handgun and threatened two people. King then headed to his home.Tucson police officers went to the home in response to the 9-1-1 call and found King's vehicle in the driveway. When the officers approached the car, King started to yell at them from the backyard. He still had the handgun.During the confrontation between King and two officers, gunfire was exchanged. One of the rounds fired by King hit an officer's duty belt. The belt stopped the bullet from injuring the officer.King then went inside his home and called 9-1-1. Additional TPD officers went to the home and were able to talk King into coming outside. He was not injured and was taken into custody.Roy King was booked into Pima County Jail on two counts of aggravated assault with a deadly weapon. One for the incident at the bar, and one for the incident at the home.The incident is still under investigation. 1310

The government added that it is working to exempt the plastic straw ban for medical purposes. The latest efforts come after the UK has already implemented a ban on plastic microbeads, and began charging a tax on plastic bags. The government said it estimates that the plastic bag tax has reduced the number of plastic bags distributed by 9 billion. "The UK government is a world leader on this issue, and the British public have shown passion and energy embracing our plastic bag charge and microbead ban, and today we have put forward ambitious plans to further reduce plastic waste from straws, stirrers and cotton (swabs)," UK Prime Minister Theresa May said in a statement. The actions are part of a 25-year plan to eliminate avoidable plastic waste. 1081

US investigators wiretapped former Trump campaign chairman Paul Manafort under secret court orders before and after the election, sources tell CNN, an extraordinary step involving a high-ranking campaign official now at the center of the Russia meddling probe.The government snooping continued into early this year, including a period when Manafort was known to talk to President Donald Trump.Some of the intelligence collected includes communications that sparked concerns among investigators that Manafort had encouraged the Russians to help with the campaign, according to three sources familiar with the investigation. Two of these sources, however, cautioned that the evidence is not conclusive.Special counsel Robert Mueller's team, which is leading the investigation into Russia's involvement in the election, has been provided details of these communications.A secret order authorized by the court that handles the Foreign Intelligence Surveillance Act (FISA) began after Manafort became the subject of an FBI investigation that began in 2014. It centered on work done by a group of Washington consulting firms for Ukraine's former ruling party, the sources told CNN.The surveillance was discontinued at some point last year for lack of evidence, according to one of the sources.The FBI then restarted the surveillance after obtaining a new FISA warrant that extended at least into early this year.Sources say the second warrant was part of the FBI's efforts to investigate ties between Trump campaign associates and suspected Russian operatives. Such warrants require the approval of top Justice Department and FBI officials, and the FBI must provide the court with information showing suspicion that the subject of the warrant may be acting as an agent of a foreign power.It is unclear when the new warrant started. The FBI interest deepened last fall because of intercepted communications between Manafort and suspected Russian operatives, and among the Russians themselves, that reignited their interest in Manafort, the sources told CNN.
