(KGTV) -- A Chula Vista woman's holiday decorations vanished from her lawn Thursday morning — but she's determined not to let "the Grinch" steal her Christmas spirit.It was beginning to look a lot like Christmas at Wendy Claproth's home in East Chula Vista. Since her husband's passing ten years ago, Claproth says she did not have the spirit to spread Christmas cheer outside. But this year, she finally got the courage to give it a shot.On her front lawn, she put up a large blowup Christmas tree snowman, hung lights along the roof, set up candy canes, wrapped her mailbox, and even created a Christmas tree with a set of lights. Her house screamed "festive." But on Thursday morning, she noticed that her brand new Christmas tree snowman inflatable was gone."Yes, you get mad, but more than anything, you get disappointed," Claproth said.It wasn't the wind, and it definitely was not an accident. Thieves had ripped the blowup right from her lawn, leaving only the stakes."It was kind of angled towards the corner all by itself over there, so I guess it was an easy prey," Claproth sighed.She wrote about the incident in her neighborhood app and found that she was not the only victim. Many others chimed in, saying the Grinch stole their Christmas decorations as well.Chula Vista Police says while there are not too many official reports of stolen decorations, these thefts, unfortunately, are common during the holiday season. But Claproth is not letting the thieves take away her holiday spirit."I ordered myself another one because they are not going to steal my Christmas cheer!" Claproth said. She plans to place it right where it was earlier in the week.She even has a message for the naughty thieves."I hope that you really needed it," Claproth said. CHULA VISTA, Calif. (KGTV) - A state-of-the-art hospital is nearly complete in the South Bay. The Sharp Chula Vista Medical Center is expanding, adding a seven-story hospital to the current facility. "I think this is just everything for this community, right now we're really the only ones investing down here in the South Bay, in Chula Vista," says Matt Teichner, Sharp Chula Vista Senior Project Manager."Everyone who comes in here gets seen regardless of your ability to pay, we see people from both sides of the border here, and we are just full to the brim every day right now."It will be the first new hospital in San Diego's South Bay in more than 40 years.Planners say patient safety and infection control was the number one factor when designing the new hospital. The new hospital features advanced operating rooms as well as innovative technologies. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109

CHULA VISTA (KGTV) -- Authorities have arrested a 44-year-old Casa De Oro man in connection with his husband's murder.According to the San Diego County Sheriff’s Department, Daniel Scott Jordan was taken into custody Thursday in Reno, Nevada following a joint agency investigation involving San Diego Sheriff’s Department, the U.S. Marshals Service (USMS) Fugitive Task Force in San Diego, and the USMS Fugitive Task Force in Reno."Jordan was booked into the Washoe County Detention Facility as a Fugitive from Justice and will await extradition to San Diego," said sheriff's Lt. (KGTV) -- While most students in San Diego County are distance learning, there are some schools that are doing a combination of virtual and in-person learning.One school in the South Bay is working with a hybrid system that makes sure all students get the same learning opportunities.St. Rose of Lima Catholic School in Chula Vista welcomed students back on campus a month ago. To keep class sizes small and following state guidelines, they split the older graders into separate classrooms.But not everyone returned to campus, as dozens of families chose to stay at home and do distance learning.So, the school put together a hybrid system that allows all students to participate in real time teaching no matter where they are.With the use of technology, the teacher can see the students at home and the students that are in both classrooms.Sixth-grade teacher Michael Hart said with the help of Zoom, a camera, and classroom speakers, he can engage all students in daily lessons.“I have a Logitech camera that tracks me so it will follow me around the classroom or if I’m behind my desk. It’s just a simple remote,” Hart said.He also uses an app that makes sure every student is called upon equally, so they can all participate in class discussions.Sixth-grader Zachary Lastrella told ABC 10News, “If Mr. Hart asks us a question either in here or in the Zoom or in the other room, then we can answer the question.”As for tests, all of the students complete those using their laptops via Google Forms.Hart added, “It’s able to randomize the questions, whether it’s multiple choice or fill in the blanks or an essay response, and it does come down to academic honesty.”Students say physically their “classrooms” may be different now, but the important elements are still there.Devraaj Jani, a sixth grade students, said, “We’re still in one class, and we’re still together as one.” 1908
