ENCINITAS, Calif. (KGTV) - The Encinitas City Council hopes that a compromise on a controversial bike safety plan will be able to satisfy casual cyclists who feel Coast Highway is not safe, as well as sport cyclists who like being able to zip along current the bike lanes.The route through the Cardiff community between Encinitas and Solana Beach is believed to be the most frequently ridden corridor for bicyclists in San Diego County.The debate began when the city began looking at replacing the current bike lanes with "protected" bike lanes. These will use curbs and bollard posts to separate the lanes from vehicle traffic.City Councilmember Kellie Shay Hinze believes this plan will make the area safer for commuters, beach-goers, and families who would prefer a safe option to ride bikes over driving. Furthermore, she believes there will be environmental benefits, as well."If residents are able to access this beach on foot or by bike, then we free up parking spaces for people that might be coming from farther away and we reduce the congestion that we generate as a city on our roads," Hinze said.However, avid sport cyclists believe protected bike lanes are more dangerous."That is a trap to a cyclist going fast," said cyclist Karl Rudnick. "I would never ride in that."Rudnick explained that funneling all cyclists into lanes divided from the road by curbs and railings gives cyclists who are riding at high speeds nowhere to go when attempting to pass by slower riders. He was surprised to hear that there were safety concerns along that portion of Coast Highway."It was a real eye opener to realize that there's a lot of people who don't ride their bikes who find that stretch very dangerous- the very stretch that I consider the safest, most beautiful stretch in the county," said Rudnick.Rudnick and Hinze both support the compromise plan. While the city will move forward with the protected lanes, it will also paint "sharrows" in the #2 lane of the highway. These indicate to drivers that cyclists have equal right of way to use that lane of traffic. There will also be signage to let drivers know cyclists have legal access to the highway. This is part of an education process to allay fears that many drivers do not know what sharrows indicate.City staff are still working on the specific plans and there is currently no timetable for installation. 2378

ESCONDIDO, Calif. (KGTV) -- A 17-year-old was killed early Saturday morning following a hit-and-run in unincorporated Escondido. According to California Highway Patrol, the crash happened on Mesa Rock Road near Mesa Ranch Drive around 12:30 a.m. CHP says the 17-year-old female was standing outside a vehicle parked on the right shoulder having a conversation with four friends. Three of the individuals, including the teen, crossed the road from east to west. As they crossed, CHP says either a white Toyota SUV or a pickup truck speeding northbound struck the teen."The California Highway Patrol Oceanside Area is asking the public for assistance in locating a 2008 to 2012 model year range second generation, Toyota Highlander, pearl white in color. ESCONDIDO, Calif. (KGTV) -- The COVID-19 pandemic is taking its toll on San Diego's art community — just ask James Stone, the owner of Stone & Glass in Escondido. He makes his living as a glassblower and certainly knows what it's like to feel the heat."When it comes to August, it will get to 125 degrees in here," says Stone, referencing the studio where he creates his work. However, he is used to it, as he has been blowing glass for quite some time, in fact, he says he was destined to be a glassblower "I always like to start by telling people that I was born in Flushing Hospital in Flushing, New York. I was delivered by Dr. Glass," Stone says.James became interested in glassblowing in the 1980s, after taking some classes at Palomar College. He said it didn't take long before he was hooked."It's the flame, the flame, the flame is life, and the first time you get around the flame you can't get away from it," Stone said.His creations are simply mind-blowing. The colors and shapes are all beautiful works of art. "When I began in 1986, if you didn't know the formula, to take sand and then make sand into glass, you didn't blow glass," he says.But just like many other professions, the glassblowing industry has been affected by the coronavirus pandemic."It's broken my heart , oh my god it's broken my heart. COVID has changed my business, it's changed the way we do business. But this year, the pandemic is likely changing some of those celebrations.So, is it still possible to celebrate Halloween this year?"That's a great question. I'm not just a doctor, but I'm also a parent to three young boys who are of trick-or-treating age. So, it's certainly a question that gets asked a lot in my wife's pediatric practice, as well,” said Dr. Kenny Banh, an emergency room physician and assistant dean of undergraduate medical education at UCSF-Fresno. “I have to say, I don't want to give a blanket answer, because it really depends on where you are and what the numbers are."Dr. Banh says there are ways to trick-or-treat this Halloween, but you first have to look at your local city and county ordinances."There’s simple things of just maintaining the guidelines. How do you do a mask? There are ways to incorporate masks in a costume and make sure we make or get costumes with masks integrated into them and trying to maintain social distancing,” suggested Dr. Banh. “The good thing about candy is years ago we moved away from homemade candies. Almost all candy is packaged already, so that’s helpful.”Still, limiting the number of people who touch the candy is a good idea along with wiping down the packaging.If you're wanting to pass out candy this Halloween, it's best to do it with a mask on and try to limit the number of trick or treaters handling the candy."Some recommendations are prepackaged candy, give little candy gift bags people can grab as they get by, instead of having kids reach in with their hands and grabbing a bunch of stuff, or you passing out with gloves or getting tongs and just dropping them into or getting a scooper letting kids drop it in," said Dr. Banh.Dr. Banh's biggest concern is with Halloween parties."Having Halloween parties and getting kids from the neighbors or friends all together, that’s really different than you as a nuclear group going as a family going out trick-or-treating and doing it safely,” said Dr. Banh. “Trying to understand that we’re finally making some ground in many states and we can easily go backwards. Labor Day, Halloween all these things sort of letting our guard down on those aspects.”Doctors say it's important to stay vigilant when it comes to protecting yourself from coronavirus so that the only frightening things we're encountering this Halloween are scary costumes and decorations. 2530

Facebook is trying to be more transparent about how it decides what content to take down or leave up.On Tuesday, the company is making public for the first time its detailed internal community standards policies.The document is what Facebook's 7,500 content moderators use when deciding what is and isn't acceptable content, including hate speech, nudity, gun sales and bullying. A shorter version was previously available online.Facebook is also adding a way for individuals to appeal when it removes one of their posts because of sexual content, hate speech or violence. Appeals will be reviewed by a moderator within a day, the company promises. Eventually, it will add appeals for more types of content and for people who reported posts that weren't taken down.Every week, Facebook sifts through millions of reports from users about inappropriate posts, groups or pages. Additional posts are also flagged by Facebook's automated systems.
