SAN DIEGO (KGTV) — In celebration of the National Parks Service's 103rd birthday, locals can enjoy the country's spectacular national parks for free.On Sunday, Aug. 25, NPS will celebrate its birthday by granting free admission to park goers across the country. The promotion is one of five "fee-free" days throughout the year. The next free admission days at Sept. 28 for National Public Lands Day and Nov. 11 in honor of Veterans Day.In San Diego, residents can enjoy free entrance to Cabrillo National Monument at the tip of Point Loma. As an added bonus, living history re-enactors will be in attendance to walk guests through the Age of Exploration.Films are also shown daily at the monument covering Cabrillo, the lighthouse, and nearby aquatic life. Guests can explore Cabrillo monument, nearby Old Point Loma Lighthouse, check out native plants, or trek down a trail to tide pools along the coast. 914

SAN DIEGO (KGTV) -- Millions of Americans owe more on their homes than they’re actually worth in the first quarter of 2019, according to a new report by Attom Data Solutions. San Diegans, on the other hand, are sitting on equity rich properties. In the U.S. as a whole, more than five million homes were seriously underwater, meaning property owners owe at least 25 percent more than the home is worth. RELATED: Teachers, first responders struggling to afford housing, report saysAlthough the report paints a grim picture for millions of Americans, San Diegans are seeing the opposite. According to the report, nearly 40 percent of properties in San Diego are equity rich, meaning property owners had at least 50 percent equity. In California, 43 percent of properties are equity rich. Other states that fared well include Hawaii, New York, Washington and Vermont. RELATED: City receives financial boost for Section 8 housingNationally, however, more than 9 percent of all U.S. properties with a mortgage are seriously underwater. In several places around the country, more than half of all properties are seriously underwater, according to the report. SAN DIEGO (KGTV) - Loved ones are speaking out more than a week after a bloody melee that injured eight guards at Donovan state prison in Otay Mesa.The violence erupted two Sundays ago, around 4 p.m., inside the recreation yard. Corrections officials say there were about 20 inmates in the yard when one of them attacked a guard. His fellow guards rushed to help. In the mayhem that followed, four inmates allegedly assaulted guards. Six of the guards suffered stab wounds.Christina Armstrong's longtime boyfriend, correctional officer Malcolm Billingsley, was in the middle of it."The best way I hear him describe it is a 'melee, just chaos' ... There was so much going on, it was hard for him to pinpoint each action that was taken," said Armstrong.Corrections officials say a warning shot by one of the guards ended the altercation. As the guards were rushed to hospitals, news filtered out to loved ones."It was frightening not knowing for several hours what was going on. It was terrifying," said Armstrong.Billingsley was not stabbed, but suffered a back injury and possible nerve damage to his hand."It's hard for him to everyday things. He can't take care of our son, let alone play with him. He's in a lot of pain," said Armstrong.His fellow guard Roland Milan was stabbed in the face and suffered a brain bleed. His wife Marcy says he's had four plates inserted into his face."A stab wound to the face, to the mouth area. All his upper teeth were knocked out," she said.Sources say in all, eight guards were injured, including one with a fractured bone in his back.Armstrong says because of an ongoing investigation, she can't reveal details of the melee, but says the guards fought hard for their lives and the lives of their fellow guards."They are all heroes. Malcolm went to work that day to carry out his duty as a correctional officer an he became a victim but his strength and courage allowed him to come home a hero," said Armstrong, choking back tears.Corrections officials say the four inmates could face attempted murder charges.Gofundme campaigns have been set up for both Milan and Billingsley to help with expenses. 2147

  

SAN DIEGO (KGTV) — In a move to help shed the mounting costs of a real estate deal gone wrong, the City of San Diego says it is stopping lease payments on the sharply criticized 101 Ash Street building.The city sent a letter to Cisterra Development, which brokered the real estate deal, that it will be "suspending further lease payments for the 1010 Ash Street building," starting with the Sept. 1 payment. The letter adds that the city will not be making any lease payments "until these issues are fairly resolved.""The City has lost use of the building due, in part, to direct physical loss and damage to the premises, including widespread and negligent disturbance of asbestos," the city's letter reads.RELATED: Options and possible consultation costs for vacant buildingThe property at 101 Ash St. has sat vacant in downtown San Diego for most of the last four years. As it remains empty and unused, taxpayers are paying a daily bill to the tune of ,000.The city intended to move 1,100 city employees into the building, but officials soon discovered problem after problem to the site's 19 floors. In December 2019, the city finally moved workers in, only to vacate them a month later when the county detected traces of asbestos.The building was purchased by the city in 2016 in an approved lease-to-own agreement valued at million.RELATED: City leaders vote for updates on 101 Ash Street as costs mountLast month, a letter obtained by ABC 10News showed the city was considering proposals for additional services including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building. Those services were estimated to cost hundreds of thousands of dollars.A spokesperson for the city told ABC 10News, "Many documents, including this letter, may not be final. It appears you have documents that are not final and should not be treated as such."In August, City Council leaders voted 5-4 to request monthly updates on the status of the building and costs for several next steps options by Mayor Kevin Faulconer's office, including putting millions of dollars more into the building for the needed repairs, buying out the lease, pursuing a new landlord, trying to renegotiate its lease, or walking away entirely. The last option could risk litigation and credit damage. 2365
