SAN DIEGO (KGTV) -- Chula Vista City Councilman Steve Padilla says he's tested positive for COVID-19.Padilla, who represents Chula Vista's District 3, made the announcement in video Saturday that was published on his Facebook page."After recently experiencing symptoms, I was diagnosed as being positive for the COVID-19 virus, also known as the coronavirus," he said.Padilla appeared in good spirits as he told viewers that he was doing "very well" and "feeling well."In a follow up statement, he described having a fever, body aches, headaches, chills, that "came on very rapidly." The Supplemental Nutrition Assistance Program, or food stamps, helps feed roughly 40 million Americans. According to the USDA, eligible recipients are guaranteed benefits through January. The U.S. Department of Agriculture is expected to make a statement this week on SNAP funding into February, according to San Diego Hunger Coalition spokesman Joseph Shumate, citing the Center on Budget and Policy Priorities (CBPP).Any SNAP adjustments could also increase the burden on San Diego charities. Many Feeding San Diego beneficiaries also rely on SNAP to help their families, the organization said."For every one meal we do, the SNAP program does 12 meals," said Feeding San Diego CEO, Vince Hall. "That is a 12 to 1 ratio, so any cut to SNAP is going to have dramatic effects on charities already struggling to keep up with the demand, the unmet need for food across our communities."Hall says they are preparing for worst-case scenarios, like the shutdown continuing for weeks or months. According to CBPP, the USDA may rule that the only appropriation available for SNAP after January is the program’s billion “contingency reserve,” which was made available through the fiscal year 2018 appropriations act. But SNAP benefits currently amount to about .8 billion a month, so the billion reserve cannot fully fund February benefits.Other feeding programs, including WIC, which provides food aid and nutrition counseling for pregnant women, new mothers and children, and food distribution programs on Indian reservations, will continue on a local level, but additional federal funding won't be provided. SAN DIEGO (KGTV) — Border officials seized more than 10 tons of marijuana hidden behind a cargo shipment at the Otay Mesa Port of Entry this week.At about 9 a.m. Monday, an agent with U.S. Customs and Border Protection was inspecting a truck with a manifested shipment of "plastic garment hangers." The vehicle was referred to a secondary inspection where an x-ray machines would continue the inspection.During the secondary inspection, officers detected an anomaly which prompted another examination this time with a canine. SAN DIEGO (KGTV) -- Authorities eradicated a massive illegal marijuana grow operation discovered near a popular trail in the Rancho Pe?asquitos area.According to Drug Enforcement Administration officials, San Diego police officers were called out to an area of the Del Mar Mesa Preserve on Tuesday regarding a homeless encampment. That’s when they discovered more than 2,000 marijuana plants.The plants were 5- to 7-feet tall and were ready to be harvested. The street value of the crop is estimated to cost as much as .5 million, the DEA said.The plants were hidden below the canopy of the natural vegetation.“The way that it was set up, it was obvious people were living on that property, would lead us to believe, if we had to make a guess, it was most likely cartel-related,” DEA officials said.They called it a sophisticated operation, adding it was rare to see an illegal grow of its size growing in a city so close to homes.“In this case, we think it's more likely they found a fire hydrant or some sort of a city water source that they were able to tap into,” DEA officials said. “We couldn’t find that in this case, but we think that’s the most likely scenario.”Authorities said there was also an extreme fire danger associated with the grow. They found trash in the vicinity, as well as two propane tanks and open flame burners for cooking in an area with tall, dry vegetation.Authorities have not found anyone connected to the illegal operation. SAN DIEGO (KGTV) — As Pfizer’s COVID-19 vaccine begins circulating, there is another big logistical challenge ahead: reminding people to get the second dose.Both vaccines developed by Pfizer and Moderna require two doses spaced several weeks apart. People who get immunized often feel fatigue or soreness shortly after the shot and may experience fever, particularly after the second dose, according to clinical trial data.Doctors say those immediate, short-term side effects are a positive sign the immune system is revving up production.The side effects are similar to that of the shingles vaccine. But studies show about 20 percent of the people who get the shingles vaccine skip the second dose.Experts say if that happens with the COVID vaccines, there could be consequences.The worst-case-scenario is that skipping the second shot could allow the virus to spread and mutate, and potentially build resistance to the vaccines, according to Penn State University biologist David Kennedy.That outcome is considered unlikely, but the World Health Organization announced Monday it detected a new variation of the virus in England, showing the virus is already mutating without the evolution pressure of a mass vaccine program.“Does this make the virus more serious? Does it allow the virus to transmit more easily? Does it interfere with diagnostics? Would it interfere with vaccine effectiveness? These are questions. None of these questions have been addressed yet,” said Dr. Michael Ryan, director of the WHO Health Emergencies Program.When administered in two doses, Pfizer’s vaccine is 95 percent effective at preventing COVID-19 symptoms.
