(AP) — A proposal to make it easier for local California governments to raise taxes or issue bonds for infrastructure projects has failed in the state Assembly.The effort by Democratic Assemblywoman Cecilia Aguiar-Curry was a constitutional amendment. That means it also would have needed approval from voters at the ballot to become law.It would have lowered the threshold for local governments to raise taxes and issue bonds from two-thirds to 55 percent. Supporters say the higher threshold made it too difficult for local communities to raise money for schools, libraries and other projects.But opponents say the two-thirds threshold is a necessary protection for taxpayers.It failed to pass the Assembly despite Democrats holding a supermajority. Riding in vehicles after the pandemic could look different for a while. Ridesharing company Lyft will be distributing partitions to drivers as they make changes to address the COVID-19 pandemic and CDC guidelines.In a blog post Friday, Lyft said they are establishing new health and safety standards, including riders and drivers certifying they are symptom-free, wearing masks throughout the ride, and vehicle partitions.Partitions have been available to identified frequent Lyft drivers and those in the company’s Express Drive rental program in Atlanta, Denver and Baltimore. They will be coming to other large cities next before being rolled out to 60,000 drivers in the coming months. Some drivers will receive partitions for free, others will be able to purchase one from Lyft. The blog post did not make it clear how it was deciding who got a free partition. “By prioritizing the wellbeing of our drivers, our entire community gains extra peace of mind,” Angie Westbrock, VP of Global Operations, said in the company’s blog post.Lyft’s competitor, Uber, has rolled out safety measures including providing cleaning supplies to drivers, providing a curbside/doorstep drop-off option in their Uber Eats product and recommending riders sit in the back of the vehicle and drivers keep windows open when possible. 1322

ROCHESTER, N.Y. (AP) — The mayor of New York’s third largest city has suspended a group of police officers involved in the suffocation death of a Black man last March. Daniel Prude died March 30 when his family took him off life support, seven days after officers who encountered him running naked through the street put a hood over his head to stop him from spitting, then held him down for about two minutes until he stopped breathing.Wednesday, Prude’s family held a news conference and released police body camera video obtained through a public records request that captured his fatal interaction with the officers.Prude had been taken to a Rochester hospital for a mental health evaluation about eight hours before the encounter that led to his death. He was released back into the care of his family and then abruptly ran into the street and took off his clothes.A medical examiner concluded that Prude’s death was a homicide caused by “complications of asphyxia in the setting of physical restraint.” The report lists excited delirium and acute intoxication by phencyclidine, or PCP, as contributing factors.New York Attorney General Letitia James’ office took over the investigation of the death in April. It is ongoing.Rochester Mayor Lovely Warren announced the suspension of the officers Thursday. RIDGECREST, Calif. (KGTV) — A 4.7-magnitude earthquake hit just outside the town Southern California town of Ridgecrest late Thursday.The quake struck near area of Little Lake, Calif., about 20 miles away from Ridgecrest just after 5:40 p.m., according to the U.S. Geological Survey. USGS estimated the earthquake's depth at about 1.2 miles.The earthquake could be felt from as far away as Spring Valley, according to the USGS' "Did You Feel It?" map.Several aftershocks were recorded around the area following the 4.7 shake up. No injuries were immediately reported. On July 5, magnitude 5.4 and 7.1 quakes hit the Ridgecrest area, causing millions in damage locally. Those quakes could be felt as far away as Las Vegas. 729
