(KGTV) - Two Sheriff's deputies are under an internal review after video surfaced of an arrest in the North County this week.A 911 call was made Monday from a woman on Madera Lane, who said she was a domestic violence victim and being held against her will, according to the San Diego Sheriff's Department. Deputies responded and said they ultimately arrested Gerardo Martinez Jr., 23, and 50-year-old Gerardo Martinez Sr.MAP: Track crime happening in your neighborhoodThe younger was booked on charges including false imprisonment, assault with a deadly weapon, and disobeying a court order. SDSO charged Martinez Sr. with obstructing a public officer and removing someone from the lawful custody of a peace officer, though he has bailed out of custody.Video of the arrest, however, soon landed at least two deputies involved with the arrest in hot water.The footage posted on social media showed one of the men being led away in handcuffs before a deputy appears to shove him into a fence. The man's face is slammed into the wooden fence before the deputy leads him away.At the same time, four other deputies hold the second man to the ground, one of them appears to repeatedly strike the man in the head. It isn't clear if the man on the ground was also handcuffed or whether the deputy struck the man with a closed fist or open hand.Two deputies have been placed on administrative assignment, pending an internal investigation, SDSO said Wednesday. Investigators will be looking at body-worn camera and interviews with those involved in the incident."As we continue to gather and evaluate the facts of this case, the internal review might change in scope. (CNS) - A 45-year-old apparently homeless man suspected of arson was arrested after allegedly setting a car on fire in Vista.Deputies responded to a report of a car fire in the 1200 block of East Vista Way, near East Bobier Drive, about 10 p.m. Tuesday, according to Lt. Nancy Blanco of the San Diego County Sheriff's Department."On their way to the scene, a witness reported seeing a man, who appeared to be homeless, walk by the car, break a window and start the fire," Blanco said.Deputies located Jose Garcia, matching the suspect's description, who allegedly had a lighter in one hand and a pipe to smoke illegal drugs in another, according to Blanco.Garcia was arrested after a witness identified him in a curbside lineup, Blanco said. VIRGINIA BEACH, Va.— The new virtual school year comes with challenges for many students, but one nonprofit is teaming up with a Virginia Beach business to help give kids the space they need to succeed.“When children have a place to sit down and learn, they’re going to do much better,” said George Melnyk Jr., President of Premier Millwork and Lumber Company.Melnyk’s wife, Kim, is a Virginia Beach School Board member. They decided to take on a project to make desks for CHIP, a child readiness non-profit advocacy program.“They’re going primarily to low-income homes, kids that just need a desk,” said Trish O’Brien, President of CHIP of South Hampton Roads.Machines and manpower are churning out the pieces that will become desks for hundreds of CHIP families.There’s no hardware, no tools, just four pieces that easily interlock in under a minute to create a temporary space that a child can call their own at no cost to mom and dad.“At the end of the day, they can disassemble them, slide them under the couch, stick them in the closet, put them away for the weekend, and then the next day, put them back together and be ready to work,” said Melnyk.Each desk cost .50 to build thanks to employees who are donating their time to keep labor costs at zero.Last Saturday, the crew built 110 desks. WASHINGTON — The U.S. government on Tuesday will start distributing 30,000 doses of an experimental monoclonal antibody drug to fight COVID-19, the one President Donald Trump received last month.Over the weekend, the Food and Drug Administration agreed to allow emergency use of the therapeutic, casirivimab and imdevimab, made by Regeneron Pharmaceuticals Inc., for people with mild-to-moderate symptoms who are at high risk of developing serious illness because of their age or other medical conditions.The treatment was not authorized for use in sicker, hospitalized patients or those who need extra oxygen.President Donald Trump was given the therapeutic treatment when he contracted coronavirus in October. The Department of Health and Human Services said the federal government announced funding over the summer to support large-scale manufacturing of casirivimab and imdevimab.The agency will allocate “these government-owned doses to state and territorial health departments which, in turn, will determine which healthcare facilities receive the infusion drug,” reads a statement from HHS.“Beginning immediately, weekly allocations to state and territorial health departments will be proportionally based on confirmed COVID-19 cases in each state and territory over the previous seven days, based on data hospitals and state health departments enter into the HHS Protect data collection platform,” reads the HHS statement.Antibodies bind to the virus and help the immune system eliminate it. The Regeneron drug is a combo of two antibodies that seemed to do this well in lab tests.The emergency use authorization allows limited use of a drug while studies continue to test its safety and effectiveness. Early results suggest it may reduce COVID-19-related hospitalization or emergency room visits.The drugs are given as a one-time treatment through an IV and takes about an hour.Under federal contracts, the drugs for now will be supplied for free, although patients may have to pay part of the cost of the IV treatment. 2036
