BEIJING, Sept. 4 (Xinhua) -- China's government is adjusting its policies on imported technological equipment with the purpose of boosting domestic innovation and greater industrial restructuring and upgrading.     Key components and raw materials imported by domestic enterprises for manufacturing major technological equipment and products are exempted from import tariffs and value-added tax (VAT) as of July 1 this year, according to a joint communique issued by the Ministry of Finance and five other ministries Friday.     Tariff exemption for imported complete set of machinery and equipment will be revoked, according to the communique.     To ensure smooth transition, preferential policies for items which currently can not be wholly supplied domestically, if it is proved so after examination, will be phased out gradually.     Major State-backed key technological equipment includes clean energy power generating systems and nuclear power generating units of above a million kilowatts.     China's central government in March announced expenditure of 20 billion yuan (2.94 billion U.S. dollars) for this year, from a 908 billion yuan public sector budget, to help enterprises upgrade technology, energy efficiency and innovation.     It also unveiled a three-year plan in May to stimulate equipment-manufacturing industry, which lacks ability to innovate and had underdeveloped technology.     But experts said lack of funding and cooperation among research institutes still restrain China's technological transition.

BRUSSELS, Oct. 8 (Xinhua) -- Chinese Vice President Xi Jinping met Thursday with European Commission President Jose Manuel Barroso on bilateral ties, vowing to enhance cooperation between the two sides.     Xi, who congratulated Barroso for his reelection, said China appreciated his efforts in the past five years on boosting development of the comprehensive and strategic partnership between China and the European Union. China believes, too, that the bilateral ties would advance further in a healthy and stable way within the new term of Barroso, Xi said.     Xi said China and the EU, who have formed a pattern of comprehensive, wide-range and multilevel cooperation, have become two important forces to help shape the future international structure into a multipolar world.     Xi put forward a three-point proposal to further strengthen bilateral relations between China and the EU. The Sino-EU relations will remove various obstacles and make progress as long as both sides stick to the principle of "mutual respect and mutual trust, consultation on an equal footing, and seeking common ground while shelving differences," Xi said. It will also be important to bear in mind the overall interests of bilateral relations and respect each other's major concerns, Xi said.     China is ready to work with the EU to build Sino-EU relations into a model of peaceful coexistence and friendly exchanges between countries that transcend civilizations, social systems and development models, Xi said.     Barroso offered congratulations on the success of China's impressive National Day celebrations on October 1, speaking highly of the great achievements of China in the last 60 years.     Sino-EU relations have seen remarkable achievements, he said, adding that the past five years have witnessed frequent top-level exchanges, fruitful personnel and cultural exchanges, and rapid development of economic and trade cooperation.     China and the EU have seen increasing common ground on global issues, including the international financial crisis and climate change, and both sides oppose protectionism and champion a just international order, Barroso said.     In the next five years, the EU will continue developing and promoting the EU and China's comprehensive and strategic partnership and strive to handle disagreements in a mature and responsible spirit so as to further develop bilateral ties, he said.     Barroso also wished the forthcoming Europalia Chinese Art Festival a great success.     Xi arrived here Wednesday for an official visit to Belgium, the first leg of his five-nation European tour. FRANKFURT, Sept. 2 (Xinhua) -- China hopes for early resumption of the international talks on Iranian nuclear issue, Chinese Vice Foreign Minister He Yafei said in Frankfurt on Wednesday.     He made the remarks when he attended the six-nation meeting on the Iranian nuclear issue in Frankfurt. Vice foreign ministers from UN Security Council's five permanent members -- the United States, China, Russia, Britain and France, plus Germany met in Frankfurt on Wednesday, aiming to explore the solutions to tackle the thorny issue one day after Tehran said it would table a new package of proposals on the issue.     China welcomes Iran's "positive remarks" on seeking dialogue and negotiation on the nuclear issue, He was quoted as saying by a press release issued by the Chinese delegation, adding that China also appreciates the progress of the cooperation between Iran and the International Atomic Energy Agency (IAEA).     Last week, the IAEA, a UN nuclear watchdog, issued a report saying Iran has slowed production of enriched uranium and agreed to tighter monitoring of its enrichment plant.     The Chinese vice minister said China hopes that various sides to take advantage of the current favorable chances and to exert more diplomatic efforts to resume the international talks on the issue as soon as possible, so as to seek a comprehensive and long-term solution for the issue.     According to Chinese diplomats, Mr. He also met his Russian and U.S. counterparts Sergy Ryabkov and Nicholas Burns at the intervals of the meeting, exchanging views on the Iranian nuclear issue and other international issues of common concern.
