SAN DIEGO (KGTV) — San Diego City Council was recently warned about the damage an earthquake can cause to the region, specifically on the county's water system."Strengthen their water system, make that long-term investment," seismologist Lucy Jones said of the city's aging water infrastructure. This month, a break to an 8-inch diameter concrete main left dozens of Hillcrest residents without water.In October, a water main break to a 90-year-old, 24-inch water transmission line in North Park flooded several streets with thousands of gallons of water. A water main break occurred in the same area in January 2017 as well.Water main breaks last August in Mission Hills, Point Loma, the Midway District, and Spring Valley also left residents and businesses without water. As of August, there had been at least 29 water main breaks around the county in 2018.Since 2013, San Diego has spent about 8 million repairing and replacing 116 miles of water transmission lines and distribution pipes, according to city documents. Though, the city still has more than 3,000 miles of pipeline to replace, San Diego Pulbic Utilities Department spokesperson Brent Eidson told 10News in August."To do it properly, we're probably always going to be replacing pipes," Eidson said.Buildings and BridgesWhen it comes to older structures throughout the county, it comes down to what standards were used when constructing a building.Geologist Pat Abbott says California has been proactive about preparing for earthquakes — he applauded the upgrades made to the Coronado Bay Bridge."You have an upright here and a horizontal road bed and they don't shake the same way," Abbott said of bridge construction. Dating back to the 1950s, it will soon be replaced with two parallel bridges with three travel lanes in both directions, including bike lanes. The new structure is an upgrade from its current structural deficiencies.On San Diego's preparedness, Abbott says there could be some major damages. He pointed to a similar scenario that hit San Francisco in 1989: The Loma Prieta Earthquake."Our scenario earthquake for the Rose Canyon fault, or the biggest that we reasonably expect is a 6.9," Abbott said. "If we had that earthquake we might see some major failures like [the Loma Prieta earthquake], but not widespread destruction." 2958

SAN DIEGO (KGTV) — San Diego and National City police departments announced several arrests Friday in violent crime cases over about two years in central San Diego and the South Bay.Police said in a release the crimes occurred between April 2018 and February 2020 in the Bay Terraces, Mountain View, and Shelltown neighborhoods, and the National City area.Many cases appeared to be linked to the same suspects, police added, and a gang allegation was attached to each crime:John Orozco, 26, of El Cajon, was arrested on Nov. 11, 2020, for the murder of Joaquin Ruiz on July 12, 2019, the attempted murder of Julio Martull on July 24, 2019, and other related crimes.Ethan Apan, 28, of National City, was arrested on Nov. 17, 2020, for the murder of Joaquin Ruiz on July 12, 2019, the attempted murder of Julio Martull on July 24, 2019, and conspiracy to commit the murder of Marco Magana on Aug. 1, 2019. Apan was also arrested for other related charges.Kevin Herrera, 26, of National City, was arrested on Nov. 17, 2020, for the murder of Joaquin Ruiz on July 12, 2019, and other related charges.Ismael Betancourt, 20, of National City, was arrested on Nov. 19, 2020, for the murder of Lowry Rivers on April 8, 2018. Jorge Sanchez, 18, of San Diego, had previously been arrested for the murder of Emily Cortez on July 15, 2020. SAN DIEGO (KGTV) — Researchers are deploying a specially-trained canine to help search for koalas in Australia affected by the country's wildfires.The San Diego Zoo-backed team is using "Smudge," a dog trained to follow the scent of koalas, to locate the animals who have survived Australia's devastating fires in the Blue Mountains.“We don’t know how much wildlife is left in the wake of these fires,” said Kellie Leigh, a San Diego Zoo Global-supported researcher. “In many places, the fire burned so hot that it even melted metal road signs, we don’t expect to find survivors there. However, we are getting reports of koalas turning up in new locations; they are on the move due to the fires. There are likely to be unburnt patches of native habitat that would provide refuges for koalas and a range of other threatened species."Smudge is just one of the many dogs being used to sniff out koalas in the wake of the country's fires that have decimated the wildlife population. About 2.5 million acres of the region have been affected by the fires.“We need to find out where koalas might have survived,and work out how many we have left—to guide search and rescue efforts, and also to plan for helping koala populations to recover,” Leigh added. “We know that wildlife detection dogs out perform humans when it comes to finding wildlife that can be hard to see, like koalas up in the tree canopy. SAN DIEGO (KGTV) -- Restaurant owners across San Diego County are preparing to once again take their indoor operations outside, but some say this latest move will put them out of business for good.On Tuesday, state health officials announced updated data that places the county in the restrictive purple tier under California's COVID-19 reopening plan.For Ike Gazaryan and other local business owners, this will be the third time since March that they will be forced to shut down.Gazaryan, who owns Pushkin Russian Restaurant and Bar on Sixth Avenue in the Gaslamp Quarter, said, "Every time you shut down and open, it costs ,000, ,000 because you have to buy all the produce, you have to bring all the employees back, you have to clean everything.”Gazaryan told ABC 10News that outdoor dining isn't an option at his location, and he said weather isn't the only issue."Before you had a lot of people and they were able to somewhat control the homelessness. Now, there are a lot of people losing everything they had, you have more homeless people, you have less people walking around because nobody is working in the offices, so percentage-wise it looks like it's a homeless town at this point," said Gazaryan.Gazaryan owns the restaurant and two other related businesses. He doesn't want to have to fire his 20 employees, but he doesn't think he's going to make it."I'm really afraid I'm going to lose my restaurant before the end of this year. I really think I'm going to lose pretty much all of them," said Gazaryan.He understands the need for precautions, though."COVID is real, masks are needed, all of these things are needed, but at the same time, if we lose all our small businesses, I don't even know what I would do," said Gazaryan.The new restrictions take effect at midnight on Saturday. 1812

SAN DIEGO (KGTV) - San Diego area firefighters are being thanked for their hard work with free admission to the San Diego Zoo Safari Park.Firefighters and up to three guests will receive free one-day admission to the Escondido park in September.The deal is being offered by California Coast Credit Union and San Diego Zoo Global.“Firefighters are true heroes and we are proud to join San Diego Zoo Global in recognizing them for their tremendous efforts to keep us all safe from fires,” said Cal Coast President & CEO Todd Lane. “As part of our partnership with the City of San Diego, we will continue to look for ways to serve and support San Diego Fire Department personnel.”The fast response of San Diego County firefighters was critical in putting out the Pasqual, Rangeland and Cloverdale Fires near the San Diego Zoo Safari Park.
