DETROIT, Michigan — At his annual State of the City address last year, Detroit Mayor Mike Duggan applauded his police department for continuing to drop the average response time for 911 calls inside the city."It's a far cry from the days when 911 calls averaged 30 minutes," Duggan said to applause. Now, according to police officials, officers arrive on the scene in about 12 minutes, sometimes sooner.But don't tell that to the mother of a young woman who called 911 again and again last month, only to have police show up days later."It failed for us," she said through tears.The mother asked that we conceal her face to protect the identity of her daughter, who she says is the victim of a crime.The trouble started on the afternoon of September 15.  The mother, who we'll call Sandra, was visiting her young adult daughter on Detroit's west side when she heard screaming as she stepped out of her car."I run up to the door because I realized it was my daughter," she said. "She comes to the door and he's behind her, he's attacking her."Her daughter's boyfriend, who she said has been abusive in the past, was pounding her with his fists.  Sandra ran up to the door and called 911. It was 1:29 PM."Detroit 911, what's the address of your emergency?" asked a dispatcher, according to recordings obtained by WXYZ television station."My daughter's boyfriend was beating the (expletive) out of her," she said breathlessly into the phone before providing her address.The dispatcher said she'd send a car that way, but 40 minutes went by and no one showed up.Sandra called again, but this time she received an automated message. She hung up and dialed 911 once more."Another automated message," she said.At 2:17 p.m., she made her fourth call, this time reaching a dispatcher."I already called it in 45 minutes ago and I still haven't had a police officer come yet," she told the woman on the other end of the line. Again she was told officers would be dispatched, and again she waited. No one came.Finally, at 3:01 p.m., she called once more. This time, she asked to speak to a supervisor."I already called it in twice now," she said, "It's been an hour and a half and nobody shows up."The dispatcher responded: "Hold on, let me see what's going on here," before transferring Sandra to a supervisor.No one from DPD, according to the family, showed up on Saturday.Around 5 p.m. that same day, Sandra said, her daughter's boyfriend returned."He had climbed back through her window and attacked her again," she said.Detroit police didn't arrive at the west side home until the following Wednesday afternoon, a full four days and 34 minutes after the first call to 911.Assistant Chief James White made no excuses when he spoke with WXYZ television station about the delay last week."It absolutely disturbs me, if that's actually what happened," White said, adding that the department is still investigating the incident.White said the investigation has "has already found some failures and there will be accountability for those failures."A police spokeswoman tells WXYZ that officers were, in fact, nearby on the Saturday Sandra called 911 and should have been directed to the home. Assistant Chief White says an internal investigation is still ongoing but said everyone deserved a prompt response from 911 in Detroit."She's already been contacted. Due to a recent rise in reported health issues, the US Food and Drug Administration warned on Tuesday against using or purchasing Rhino male enhancement products.Since 2007, the FDA said, it has identified more than 25 Rhino products, some with names such as Platinum Rhino 25000 and Krazzy Rhino 25000, that have hidden drug ingredients.The FDA said the products are often sold in single-serving packages at locations such as gas stations and convenience stores, or through online retailers such as eBay and Amazon. Recently, the products have also been found in international mail shipments, the agency said.In an email, eBay spokesman Ryan Moore said, "Product safety is important to eBay and we work hard to ensure our marketplace is free of harmful products. These types of items are prohibited under our policies, and therefore not allowed to be listed on the eBay market place." EBay regularly sweeps the site to remove such items, he said.Amazon has not responded to a request for comment."Over the past few years, the FDA has been combatting the retail sale of male enhancement drug products that are frequently misrepresented as dietary supplements and that contain hidden and potentially harmful active drug ingredients," said Donald D. Ashley, director of the Office of Compliance at the FDA's Center for Drug Evaluation and Research.According to the FDA, the "products contain undeclared ingredients that are the same as or structurally similar to active ingredients found in FDA-approved prescription drugs used to treat erectile dysfunction."For example, some Rhino products contain the same active ingredient as Viagra and Cialis, sildenafil and/or tadalafil, respectively. These undeclared ingredients can lead to "significant safety issues and the risk of serious adverse events," the FDA said."The FDA has received reports of people experiencing chest pain, severe headaches and prolonged erections after taking a Rhino product that led to surgical intervention and hospitalization due to extreme drops in blood pressure," according to the agency.People who experience negative health effects or have issues with the quality or safety of a dietary supplement can report it to the FDA's MedWatch Safety Information program. Products identified by the FDA as having hidden active drug ingredients can be found in the tainted products database.Not all misrepresented products are included in the database, and consumers should still be wary, the FDA noted."Consumers should be cautious about using certain products, especially those promoted for sexual enhancement, weight loss, bodybuilding and/or pain relief. Dr. Anthony Fauci, the nation's top infectious disease expert, called for the U.S. to "double down" on what he called "common-sense" public health measures on Monday as the country faces a critical juncture amid the COVID-19 pandemic.After enormous surges in cases in the spring and summer, the U.S. was able to flatten the curve a bit in early September. According to Johns Hopkins, the U.S. dropped to a low point of about 34,000 new daily cases of COVID-19, down from a high of about 70,000 new cases in July.However, case rates have increased gradually in recent weeks, and Fauci warned that Americans need to take public health measures seriously as cold weather forces many indoors, adding that the country is "not in a good place" ahead of winter."(Some states) are starting to show upticks in cases and even some increase in hospitalizations in some states," Fauci said Monday during an appearance on ABC's Good Morning America. "You don't want to be in a position like that as the weather starts getting cold."Fauci added that despite the increase in cases, he did not believe the U.S. needed to go into another total lockdown similar to the one that took place in March and April."I would really like to not go there because it causes so many collateral issues and problems," Fauci said. "...obviously, if things really explode, you'd have to consider that. But we want to do everything we possibly can to avoid an absolute shutdown. In other words, get the cases under control by the common-sense types of things that we've been talking about all along, those public health measures."However, Fauci said he was "concerned" by Florida's decision to reopen bars and restaurants. On Friday, Florida Gov. Ron DeSantis moved the state into "Phase 3" of its reopening plan, meaning that restaurants, bars and hotels can operate at full capacity. Local governments are also unable to restrict a business' operating capacity unless granted permission by the state.Fauci said he was specifically troubled by the state's reopening of bars."That is very concerning to me," Fauci said.
