COACHELLA, Calif. (KGTV) -- Another puppy was discovered in a dumpster at Coachella just weeks after a woman was arrested for reportedly leaving seven puppies in a trash can. According to the Animal Hope and Wellness Foundation, the puppy was found badly beaten and burned in a dumpster on the 49000 block of Harrison Street around 1 p.m. on May 5. Someone digging through the trash heard the puppy crying and took her to a nearby jewelry store, where she was rushed to an animal hospital. The weeks-old puppy also had a portion of her tail cut off and can’t walk due to being beaten. The puppy, whose name is Hope, is currently in intensive care and being monitored 24 hours a day. The foundation is offering a ,000 reward for information leading to an arrest of the person responsible. The incident comes after a woman identified as Deborah Sue Culwell, 54, was arrested for reportedly dumping seven puppies in a dumpster at Coachella. The puppies were only about three weeks old. CLARKSVILLE, Tenn. - It's art with a message, and the purposeful signs can be found throughout Middle Tennessee.The word "vote" is written on each of Paul Collins' artistic animal signs. The art pieces range in shapes sizes and species. Some are even hidden from plain sight while others can't be missed.It's become quite the scavenger hunt for some on the lookout for these signs."I look around and place them by bus stops," Collins said. "I look for the corners that have 'vote for me' signs because that’s fair game."Collins, an Austin Peay State University art professor, started the project 100 days before election day. Although he only planned to create one a day counting down until November 3, more and more people started requesting the signs and now he's made over 200. The signs can be spotted from Springfield to Nashville to Brentwood and Clarksville.Collins is a New Yorker who moved to Tennessee a decade ago and has used this project to see his new home state."A lot of this is getting to know your city," said Collins. "it’s been great to my family part of this was just a love letter to the city and go to places I haven’t been."Collins is doing all of this out of his own pocket and gives away the signs for free. He says as long as it inspires residents to register and vote, it's a job well done."Vote that's it, it's really simple," Collins said, "Exercise the joy and responsibility of being American and vote."The voter registration deadline is October 5. CORONADO (KGTV) — New rules go into effect on Thursday, August 16, restricting where people can and can't use e-cigarettes in Coronado.The City Council passed an ordinance on July 17 to make the popular devices subject to the same rules as regular cigarettes, banning their use in many public places.According to the new law, e-cigarettes will no longer be allowed in the following unenclosed areas:1. All public property including, but not limited to, streets, highways, alleys, rights-of-way, parkways, sidewalks, parking lots and pathways; 2. Outdoor public places; 3. Outdoor recreational areas; 4. Outdoor service areas; 5. Outdoor dining areas.An exception has been made for the Municipal Golf Course, where smoking is also allowed.Anyone caught breaking the new rule could be subject to a 0 fine. The city will put up new signs to let people know of the change.Language in the City Council proposition showed that city leaders feared vaping devices and the smoke from them could be dangerous to the public health. They also wanted to eliminate confusion by having different rules for different kinds of smoking.E-cigarette advocates say bans like these are counter-productive.The Consumer Advocates for Smoke-Free Alternatives Association sent a statement to 10News that reads, in part, "Smoking laws that include a ban on vaping send the inaccurate and misleading message that e-cigarettes are just as harmful as smoking.
