SAN DIEGO (KGTV)- The fight continues fort tenants in Oak Park who say they soon won't be able to pay their rent if it continues to go up. The group met with the San Diego Housing Commission Friday morning. Many of the tenants are seniors living on a fixed income. Some of them say they've already seen their rent increased twice this year. "There doesn't seem to be any protections for people like us," says one of the tenants who spoke during Friday's board meeting. "We're on a fixed income; we get a two percent raise every year. My rent was raised by 50 percent."Olive Wood Gardens is a low-income housing complex for seniors and those who are disabled. Tenants say they are scared for their future. "I don't know what to do now," says Kathy Blackstock. "I don't think I can go back to homelessness."They're not only asking help from the San Diego Housing Commission; the tenants are hoping the state would pass Assembly Bill 1482. Last week, a rally was held outside of the complex in support of the bill. It would make it illegal for property owners to raise rents more than seven percent in one year. The Senate Committee is currently reviewing the bill. The San Diego Housing Commission board says they've referred the tenants' comments and information to the staff. SAN DIEGO, Calif. (KGTV) -- One lucky couple will spend the rest of their lives together after crossing the finish line at America's Finest City half marathon together. The couple got engaged at the finish line in Balboa Park.The half marathon kicked off at the Cabrillo National Monument. Participants ran through Point Loma, past the San Diego Bay, the Embarcadero and ended in Balboa Park.The half-marathon is part of a series of racing called the Triple Crown, which means if runners participated in the La Jolla and Carlsbad marathons, they received a special medal today. Proceeds from the race go to several local charities. 660

San Diego is falling behind other major California cities when it comes to new construction of Accessory Dwelling Units, also known as "Granny Flats."The U.S. Department of Housing and Urban Development defines an accessory dwelling units (ADUs) — also referred to as accessory apartments, second units, or granny flats — "as additional living quarters on single-family lots that are independent of the primary dwelling unit."The California State Assembly passed a new law in 2016 requiring cities to make it easier for people to build ADUs by easing regulations. State lawmakers see it as a way to help solve the housing crisis."The separate living spaces are equipped with kitchen and bathroom facilities, and can be either attached or detached from the main residence."But in the first 10 months after the law went into effect, San Diego only saw 64 new permit applications to build a granny flat. By comparison, in the same time, Los Angeles got 1980 applications. San Francisco had 593, Oakland had 247 and San Jose had 166. Only Sacramento, with 34, had fewer than San Diego.Developers think San Diego's high permitting fees are holding up the process."People are ready to build a granny flat, they've hired architects and they're ready to go," says Caitlin Bigelow. Her company, Housable, helps people navigate all of the fees and permits they need to build. "They just don't want to pay ,000 extra dollars they may not have to in six months," she says.Depending on where you live and how big an ADU you want to build, a city report showed fees could climb as high as ,000. Those fees cover the costs of connecting ADUs to city utilities like water, sewer and power. SAN DIEGO (KGTV) --Three hours after returning from his deployment, Navy Lt. Eric Turner went to Seaworld. Not for the same reason as most visitors though - he was there to surprise his wife. Beckie Turner is a trainer. Hundreds of people pack in to see the "Dolphin Days" show at the park. Beckie does it every day, but Wednesday, September 13 there was something different going on backstage. "She's not expecting me, she thinks I'm on medical hold or something like that," her husband told 10News Reporter Bree Steffen. "I hope she's not mad haha." Lt. Turner is back early from his 11-month deployment in the Middle East. The couple was reunited after he walked down the arena stairs, people cheering as Beckie got out of the water and embraced her husband. "It's nice to have him home," she said, tearing up. "Thank you all for being a part of it, it's really special." Eric and Beckie have four kids, have been married 10 years, and both of their parents served in the Navy. 1035
SAN DIEGO (KGTV)-- As of today, it is illegal to live in your car in the city of San Diego. This controversial law took effect right after yesterday night's City Council vote. Homeowners in many San Diego neighborhoods said it is about some regulation is enforced. But homeless advocates called it a human rights violation. 10News met with two "van-lifers," as they called themselves. One of them was 39-year-old Jason Thorwegen. He said he is a Southern California native, who has been homeless since childhood."I started being homeless at the age of 8 years old," Thorwegen said. He admitted, it has not been easy, and that he is not perfect. But he never thought he would be in trouble, while trying to stay out of trouble, inside his van. Tuesday night, San Diego City Council approved the updated the Vehicle Habitation Ordinance, after residents complained about health and safety. "People who live in my neighborhood are defecating and urinating on the street, I see it. and I live it," one lady said at the Council meeting Tuesday.RELATED: San Diego City Council passes restrictions on living in vehiclesStarting Wednesday, living in a vehicle is illegal on city streets between 9 pm and 6 am unless parked in a designated Safe Parking Zone. "It's kind of disheartening, to be honest, to see that it's not as comprehensive as it could have should have been," Teresa Smith said. Smith runs the non-profit organization, "Dreams For Change," which provides 60 safe parking spaces throughout the city. The city currently has 120 spaces, with plans to offer more this year. "Even though as much as they try to say it was not around criminalization, I do not see how it is not," Smith said.10News also spoke to "van-lifer," Maria Ennis. She plans to get the ACLU on her side, to fight that the untimely law, is a human rights violation. "If they are making more parking lots, why don't they make the parking lots first? And then try to make that law?" Ennis asked.Thorwegen said the new lots would not change his lifestyle."I have anxieties that prevent me from living inside," Thorwegen said. He said he has non-combat-related PTSD and other illnesses. That is why started "Van for a Plan."The Go-Fund-me campaign asks people to donate old vans. He then converts them to be provided to clean, homeless veterans. "We want them to do the work, and that way, they can earn the vans," Thrrwegen said. He is working on his second van now. But now with this new ordinance, he is worried his efforts will become mute."What didn't help was when people made it illegal for me to be. You know, illegal for me, to be," Thorwegen said.The city said officers would first have to be trained about the new ordinance before issuing tickets. But Smith anticipated people would likely find other ways to avoid the consequences."So one of the issues we suspect is going to start, is people will start moving right outside the city limits. So the surrounding communities will start seeing the impact of the city ordinance," Smith said. 3028
