KHARTOUM, May 8 (Xinhua) -- Sudanese official said Saturday that the China-Arab Cooperation Forum constitutes an important platform to upgrade the economic, commercial and social ties between China and the Arab world."The China-Arab Cooperation Forum is important as it constitutes one of the major mechanisms to enhance and strengthen the economic and commercial relations between the Arab states and China," Abdul-Baqui Jailani, Sudanese state minister for humanitarian affairs, told Xinhua, one week before a ministerial conference of the China-Arab Cooperation Forum scheduled for May 13, in Tianjin, China.Jailani regarded the Sino-Sudanese cooperation as a model for the Arab countries to follow suit, saying that "Chinese experience in Sudan deserves to be studied thoroughly and it deserves to be repeated elsewhere in any other African or Arab country"."I think if we take for example oil industry, exploration and production services, the Chinese have proved to be at the highest level of development in this industry in particular, and I think we can develop this in other similar countries where there are reserves of petroleum," he added.He went on to say that "China is working with full transparency; they can build confidence with others without any hindrances or obstacles."The Sudanese official further called upon the Arab and African countries as well to give the Chinese a chance to invest and cooperate, adding that "such cooperation will result in mutual benefit for both China and others nations."He affirmed that China's contribution to establishment of development projects in Sudan would help in achieving lasting stability and peace in the country, saying that "for example, if we concentrate on development, on infrastructure, we will come to peace in Darfur. China is providing good services in this respect. ""The same thing could be said about the south. We need to concentrate on developing the south and China stands with us in this respect. It is a fruitful cooperation with great benefits," he said.Jailani, meanwhile, commended the strong ties between Khartoum and Beijing, saying that "this relation is deeply-rooted in history and I think what has been achieved now between the two countries is paving the way for a lasting peace in Sudan."The fourth Ministerial Meeting of China-Arab Cooperation Forum will be held on May 13-14 in Tianjin, China. The meeting, with the theme of deepening comprehensive cooperation and realizing common development, would give impetus to the China-Arab friendship.The China-Arab Cooperation Forum was established in 2004.

HAIKOU, April 25 (Xinhua) -- China's fishery administration said on Sunday it had started regular patrols of the South China Sea, sending two vessels to take over from two others currently escorting Chinese fishing boats in the area."China Yuzheng 301 and 302 take over from China Yuzheng 311 and 202, which have been patrolling the sea area of Nansha Islands since April 1," said Wu Zhuang, director of Administration of Fishery and Fishing Harbor Supervision for South China Sea under the Ministry of Agriculture.He said the patrol ships were sent to escort Chinese fishing boats in the South China Sea and reinforce China's fishing rights of the waters around Nansha Islands.The two ships set sail from Sanya, a coastal city in China's Southernmost Island Province of Hainan, on Sunday.China's patrol vessels escort the country's fishing boats and help treat fishermen who fall ill, Wu said. XIANGNING, Shanxi, March 29 (Xinhua) -- Almost 1,000 rescuers were racing the clock through the drizzle Monday to pump water and reach the 153 people trapped underground in a flooded coal mine in north China's Shanxi Province.Altogether 261 workers were in the pit of Wangjialing Coal Mine, which was under construction, when underground water gushed in at about 1:40 p.m. Sunday. Although 108 were lifted safely to the ground, 153 others were trapped in the shaft. Rescuers carry pipes at the site of a flooding accident of Wangjialing Coal Mine, sitting astride Xiangning County of Linfen City and Hejin City of Yuncheng City, in north China's Shanxi Province, on March 29, 2010."Currently, more than 970 people are participating in the rescue operation," said Liu Dezheng, a spokesman of the rescue headquarters and deputy director of the General Office with the Shanxi Provincial Work Safety Committee, at a news conference late Monday."If everything goes smoothly, with the installation of two more high-power pumps, it is expected that 650 cubic meters of water can be pumped out of the shaft per hour tonight, and 2,000 cubic meters per hour tomorrow," he said.Previously, six pumps had been used to pump up to 300 cubic meters of water per hour around the clock.But Liu also pointed out that complicated conditions underground could hamper the operation."The coal mine has a high concentration of gas. Rescuers have to face the danger of toxic gas, while fighting the water," he said. "We must guard against secondary disasters."Therefore, rescuers had started to drill a hole and open a drainage channel in the shaft to divert water from the flooded tunnel to another unaffected tunnel, he said."The channel, with a length of more than 100 meters, is expected to be completed by 6 p.m. Tuesday," he added.Local authorities have dispatched more than 40 medical workers and 20 ambulances to stand by at the shaft entrance.President Hu Jintao and Premier Wen Jiabao have ordered local authorities to spare no effort in the rescue operation. Vice Premier Zhang Dejiang is at the site to oversee the operation.Most of those trapped were migrant workers from Shanxi, Hebei, Hunan and Guizhou provinces, rescuers said.Xu Shuwei was among the last group of workers to board a lift to escape the flood Sunday afternoon."Those trapped are my workmates, I just want to try my best to save them," said Xu, 40, who helped rescuers carry equipment throughout the night.The mine, which straddles Xiangning County, of Linfen City, and Hejin City, of Yuncheng City, covers about 180 square kilometers.The mining zone was estimated to have more than 2.3 billion tonnes of coal reserves, including 1.04 billion tonnes of proven reserves, according to the company's official website.The mine, affiliated with the state-owned Huajin Coking Coal Co. Ltd., is a major project approved by the provincial government. It is expected to produce 6 million tonnes of coal annually once in operation.Earlier this month, 32 workers were killed in a similar accident when underground water flooded a mine being built in north China's Inner Mongolia Autonomous Region.One worker died after being lifted to the ground and 31 others were presumed dead two weeks after the accident happened on March 1.Rescue work, which took 14 days and involved 20,384 people, was halted on March 14 when those trapped were believed to have no chance of survival.

BEIJING, April 28 (Xinhua) -- Chinese Premier Wen Jiabao Wednesday called for greater efforts to fulfill the energy-saving and emission reduction goals set out in the nation's 11th Five Year Plan.According to the plan laid out in 2006, China will cut its per unit GDP energy consumption by 20 percent compared with 2005 levels by the end of 2010.Relevant departments must work harder to help enterprises close down old and polluting production facilities, he said at a State Council meeting.The departments must also suspend approval of new projects by enterprises failing to eliminate backward production capacity, he added.He also stressed efforts to curb the expansion of high energy-consuming industry, and emphasized strict control of exports of goods produced in an energy-inefficient way.Wen said energy-saving and emission reduction are priorities for the construction and transportation industries.Public institutions nationwide are expected to lower their energy consumption by 5 percent year on year in 2010, he added.More energy-conservation and emission-reduction publicity campaigns should be organized to promote the development of "green" consumption, he said.
