SAN DIEGO (KGTV) -- Sunday, San Diego Police will be enforcing scooter, bike and pedestrian safety at several beaches. Throughout the day, officers will be conducting the operation in unspecified areas of Pacific and Mission beaches between 9 a.m. and 5 p.m.During the enforcement period, officers will be looking for traffic violations made by drivers, bicyclists and pedestrians.RELATED: CA scraps helmet mandate for motorized scootersThe department says it will be paying special attention to drivers speeding, making illegal turns, failing to stop for signs and lights and failing to yield to pedestrians.Officers will also be watching when pedestrians cross streets illegally or fail to yield to drivers with the right of way.RELATED: Increase in child dockless scooter injuriesAccording to police, the number of pedestrian deaths is rising as more people use non-motorized transportation. SAN DIEGO (KGTV) - The eight-legged population is overrunning parts of Balboa Park a bit earlier than usual this year.Spider season is in full bloom in San Diego. From Rancho Penasquitos to downtown, people say they are finding webs just about everywhere including hiking trailsOne person wrote on a local Reddit thread they stopped hiking because there were so many webs.Chris Conlan works with San Diego County Vector Control and says there's nothing on usual with what folks are seeing.“They hatch out in the spring and they’re small and make very small webs,” said Conlan. "But as they begin to grow over the course of the summer and beginning of fall where we are right now, they’re much larger they tend to spin bigger webs and those are they kind of webs people walk into freak out and do the spider dance."Conlan says the webs people are bumping into on trails are likely orb weavers’. They are poisonous, but their venom is not toxic to humans like other spiders.“It’s really just the black and the brown widow that people need to worry about and they tend to spin more out of the way webs in corners and dark places," said Conlan. "They’re not the type of web you’re just going to go walking through."Conlan’s advice for folks’ encountering spider’s homes is as good anyone’s.“Carry a stick in front of you,” said Conlan with a laugh. SAN DIEGO (KGTV) - The federal watchdog agency that aims to protect consumers from unfair, deceptive, or abusive practices is suing a San Diego-based company.On Tuesday, the Consumer Financial Protection Bureau (CFPB) sued Encore Capital Group and its subsidiaries, claiming they violated the terms of a 2015 legal agreement.The CFPB claims, “Since September 2015, Encore and its subsidiaries violated the consent order by suing consumers without possessing required documentation, using law firms and an internal legal department to engage in collection efforts without providing required disclosures, and failing to provide consumers with required loan documentation after consumers requested it.”The lawsuit says after the effective date of the consent order, “Encore filed more than 100 lawsuits to collect consumer debts after the applicable statutes of limitations had expired."The lawsuit also claims Encore failed to disclose that consumers might incur international-transaction fees.In response to the lawsuit, the company's Executive Vice President, General Counsel, and Chief Administrative Officer Greg Call said Encore is built on a foundation of treating their consumers fairly and respectfully."We are disappointed that the CFPB has chosen to file this lawsuit on outdated issues, but we will continue to engage with the CFPB and work to ensure that we maintain policies and practices that fully comply with all applicable legal requirements. We believe that there will be no material operational impact as a result of the suit," said Call. SAN DIEGO (KGTV) -- The California Federation of Teachers (CFT) is urging school districts across the state to roll back in-person classes and return to distance learning.CFT President Jeff Freitas said with most of the state back in the purple tier of restrictions, it only makes sense to go back to virtual learning until there is a slow in the spread of COVID-19.“We need to get these numbers down," said Freitas. “We think the best thing right now is for schools to stop their plans of reopening and, or if they are reopened, to close their schools and go back to remote.”Three Vista Unified School District schools -- Rancho Buena Vista High, Vista Magnet Middle, and Madison Middle -- returned to virtual learning Tuesday after positive COVID-19 cases were reported. It’s a back-and-forth the district has been dealing with since reopening for in-person instruction last month.“There should be more of a statewide approach and definitely a national approach,” said Freitas. “We have been asking that they take the lead on this.”San Diego Unified School District thinks it has come up with an answer. During its State of the District address Tuesday evening, Superintendent Cindy Marten said the district created a federal relief plan to get all schools nationwide back on track for the next two years.The plan asks for federal investment in education that would be centered around equity and undoing learning loss.“What would the San Diego strategy look like at the national level? We have outlined that plan, shared it with the Biden administration,” said Marten.The plan includes a COVID-19 testing, tracking, and tracing strategy for students and staff, and 0 billion in direct relief to schools. SAN DIEGO (KGTV) - The city updated the Sherman Heights community and surrounding neighborhoods Wednesday evening, about the transitional homeless storage facility that's set to open.  The facility is scheduled to open at the corner of the Commerical and 20th Streets on June 13.  It's been a controversial project from the beginning. The storage facility will hold 500 units for homeless people to store their things while they look for work and get back on their feet.  RELATED:  514
