BOSE, Guangxi, Oct. 21 (Xinhua) -- China's top lawmaker urged the southwest Guangxi Zhuang Autonomous Region to build more transportation infrastructure and accept more industries from developed areas.     Guangxi should try to find a road for development compatible to its own realities, said Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), during his tour of the region which wraps up Wednesday.     Wu said the region should use the advantages it has such as low labor costs and natural resources to develop rural areas.     Wu, who is also member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, visited local villages, factories and schools to talk about rural reforms made at the recent Third Plenary Session of the Seventeenth CPC Central Committee.     He said the region should use its advantage of having a lengthy coastline and many sea ports, to make the Beibu Gulf Economic Zone the top recipient of development.     During his tour, Wu paid a visit to the Bose Memorial Hall, in Bose City. It was built to commemorate a 1929 uprising led by revolutionaries including Deng Xiaoping.     He laid a floral basket in front of the statues of Deng and his comrades. Deng is known as the Chief Architect of China's 30 year-old Reform and Opening-up drive.

Chinese Vice President Xi Jinping (2nd L) addressed a meeting at which a group of heads of agencies of the Communist Party of China Central Committee and the central government discussed how to implement the Scientific Outlook on Development, in Beijing, capital of China, Dec. 12, 2008    BEIJING, Dec. 12 (Xinhua) -- Chinese Vice President Xi Jinping on Friday urged Communist Party of China (CPC) cadres to combine the spirit of "scientific development" with the nation's endeavors to deal with current economic problems.     Xi addressed a meeting in Beijing, at which a group of heads of agencies of the CPC Central Committee and the central government discussed how to implement the Scientific Outlook on Development.     Xi said the ongoing campaign to educate Party cadres on the Scientific Outlook on Development should focus on how to maintain a steady economic growth, despite global economic woes, through more scientific and efficient work.     He said this was desirable because the ultimate goal of the campaign was that China achieve sustainable, broad-based development under the leadership of the CPC.     The Scientific Outlook on Development represents important guiding principles for China's economic and social development. It was initiated by the CPC in 2003 and written into the CPC's constitution during the 17th National Congress of the Party in 2007.     The principles emphasize a people-first approach, while requiring comprehensive and sustainable development with a dual emphasis on speed and quality.     In September, the CPC launched an 18-month educational campaign, asking all Party cadres and officials to study the principles while applying them in their own work.     Xi Jinping said the annual Central Economic Work Conference, which concluded on Wednesday, had made a full plan on maintaining stable and healthy growth next year through domestic demand expansion and economic restructuring.     He said central government organs, often as key policy makers, should check whether shortcomings in their own work had hindered the implementation of the key policies.     "At present the top task for us is to identify and solve those shortcomings that could have negative impacts on economic growth, vital interest of the people and social stability," he said.

BEIJING, Nov. 25 (Xinhua) -- Chinese Premier Wen Jiabao stressed here Tuesday the comprehensive and strategic partnership between China and the European Union (EU).     "Comprehensive" means the promotion of political trust and mutually beneficial cooperation, and "strategic" requires that both sides make concerted efforts in a far-sighted way to ensure the lasting, stable and healthy development of China-EU relations, Wen said.     The premier made the remarks in his meeting with former president of European Commission also former prime minister of Italy Romano Prodi.  BEIJING, Jan. 7 (Xinhua) -- China hopes to work with the United States to maintain a healthy and stable relationship which benefits the people of both countries and the world, said Chinese State Councilor Dai Bingguo on Wednesday.     "Sino-U.S. relations are at a crucial point linking the past to the future," Dai told the U.S. Deputy Secretary of State John D. Negroponte, who was here to honor the 30th anniversary of Sino-U.S. relations.     Dai said China and the U.S. shared common interests and consolidated a strategic foundation. This paved the way for further development of the relationship.     He summarized four achievements in Sino-U.S. relations made during the Bush administration.     --The two countries confirmed the relationship as stakeholders and constructive cooperators.     --The two heads of state maintained frequent contacts.     --High-level strategic dialogues were institutionalized to promote mutual trust and cooperation.     --Cooperation in all areas deepened such as major international and regional issues.     "Sino-U.S. relations have made remarkable progress over the past three decades and this linked the two countries closely," Dai said.     Negroponte said both the U.S. and China were important countries in the world and needed more dialogue and cooperation to safeguard global security and stability.     The strategic dialogue and the strategic and economic dialogue were two effective mechanisms and should be continued, he said.

BEIJING, Jan. 21 (Xinhua) -- Taiwan's chief negotiator Ching Pin-kung hailed Wednesday significant progress on cross-Straits relations over the past year.     The cross-Straits relations in 2008 have made several breakthroughs, said Chiang, chairman of the island's Straits Exchange Foundation (SEF), at Wednesday's press conference.     SEF and mainland's Association for Relations Across the Taiwan Straits (ARATS), the two main negotiation bodies, held their first meeting in Beijing last June after the talks were suspended for almost 10 years. The second meeting was held in Taiwan in November.     The two sides reached six agreements after the two rounds of talks, including the historical direct links of transport, trade and post services which started on December 15.     "With all these breakthroughs, the cross-Straits ties have turned to be normal and practical with mutual trust and understanding," Chiang said.     Chiang said SEF would persist with building "positive" and "interactive" cross-Straits relations in the coming new year.     The main topics in the next round of the talks between the mainland and Taiwan, scheduled for later this year, would include joint efforts on cracking down on crimes, financial cooperation and regular cross-Straits flights, Chiang said.     Board members, supervisors and consultants in SEF planned to visit the mainland in 2009, according to Chiang.
