SAN DIEGO (KGTV) -- San Diego will begin building its alternative to San Diego Gas & Electric, which it says could lower bills by about 5 percent. The City Council voted 7-2 Monday to begin creating what's called a Community Choice Aggregator -- an energy company that would help the city reach its goal of reaching 100 percent renewable energy by 2035. San Diego will begin approaching approaching other cities in this county, and Orange County, to create a region-wide provider. The idea is the more cities involved, the more negotiating power the city will have to buy energy to sell to residents. "Community Choice Aggregators can and will save money, but the people will bear the real consequences and reap the benefits of the decisions you're making are their children and grandchildren," John Atcheson, a Rancho Bernardo resident, told the council Monday. In a statement, Mayor Kevin Faulconer said this would give San Diegans a choice when it comes to how they get their power. "For decades San Diegans have only had one option on where they get their electricity," Faulconer said. "Community Choice will change that by injecting healthy competition into the marketplace, allowing customers to benefit from lower energy costs, and pick greener energy sources to power their home or business."The move is not without risks. Councilman Scott Sherman voted against the plan, noting the city's recent trouble with its existing utility, the water department. The department is undergoing major transformation after an audit found thousands were billed incorrectly. Plus, start-up costs could be as much as million, and residents would have to pay exit fees to SDG&E. A spokeswoman for SDG&E said it fully supports the city in creating the alternative. Both the male and female take turns sitting on top of the nest to incubate the egg.Once hatched, both parents feed the chick by producing a secretion called, "crop milk."While flamingos are known for the bright pink feathers, they are born with gray or white down feathers. The pink feathers' color occurs from the carotenoid proteins in their diet. Though many refer to a group of birds as a "flock," a group of flamingos are called a "flamboyance" because of their bright color.Guests can welcome the birds to the flamboyance and learn about them during SeaWorld's "Inside Look" sessions on June 8 and 9, from 12:30 p.m. to 4 p.m. 1326

SAN DIEGO (KGTV) — San Diego's Arts Park @ Chollas Creek has been helping young people for almost 20 years now."The reason this place was started was there was a lot of vandalism in the community. I was part of the problem then, I consider myself part of the solution," said Jose Venegas, a co-founder, and Program Coordinator at Writerz Blok. During his teenage years, Venegas turned to graffiti. "It was that or gang bang really, to be honest, I grew up in a neighborhood where there was a lot of gang activity, a lot of drugs."A twist of fate led his friends to tag a vacant property in Southeast San Diego owned by the Jacobs Center. Rather than make the teens someone else's problem, the Jacobs Center for Neighborhood Innovation embraced them, donating the space and funding materials. "We encounter a lot of youth who show artistic expression but have never had a mentor or seen professional artists doing murals, graffiti," said Bennett Peji, Vice President of Impact and Partnership for the Jacobs Center for Neighborhood Innovation. Their mission is to foster a thriving community envisioned and realized by its residents.“The identify of a place should really reflect the the community that lives there but that’s not often the case," said Peji. Jacobs Center donated the property and funded materials to make the Arts Park a reality. Writerz Blok artists have able to help hundreds of teens and they now do workshops in high schools as well as the East Mesa Juvenile Detention Center."It's a very soothing feeling, it's like therapy," said Venegas. "I feel like this place has done more than offer a space to paint."The Arts Park is open Monday-Friday from 11 a.m. until 5 p.m. It will also be open one Saturday a month in the summer. 1755

  

SAN DIEGO (KGTV) - Stephen Reis is known for his work on The Simpsons, and now his work is displayed at San Diego Comic-Con.After donating art to a fundraising effort last year, his work blew up on social media. SAN DIEGO (KGTV) -- Several birds were rescued from a San Diego apartment after a downstairs unit caught fire.According to crews, the fire started around 10:45 a.m. Sunday at an apartment on the 1700 block of Oro Vista Road.Shortly after noticing smoke, residents at the complex grabbed every fire extinguisher they could get their hands on in an effort to extinguish the flames and keep the blaze from spreading to the second floor.Firefighters say no one was home at the time of the fire and several birds were rescued. 529
