SAN DIEGO (KGTV) -- A human smuggler reportedly used two children as decoys by dropping them over the border into concertina wire, according to U.S. Customs and Border Protection. CBP reports that two Salvadoran girls, ages six and nine, were dropped roughly eight feet from the San Diego border behind concertina wire late Monday night. “Agents responded and moments later, a group of 10 individuals crossed the border in the area agents vacated,” said Rodney Scott, Chief Patrol Agent for the U.S. Border Patrol. Scott said on social media that the group eluded capture. The two young girls were given medical attention for what CBP called minor injuries. The agency is working with the consulate in El Salvador to locate the girls’ parents, the agency said. SAN DIEGO (KGTV) - A large group of city leaders, hotel workers, homeless service providers and community members gathered Thursday outside the Hilton San Diego Gaslamp Quarter to show support for the Yes! For a Better San Diego initative.The initiative, which will appear on the March ballot, has bipartisan support and seeks to address the city's homelessness issues, street repairs and job creation with a hotel tax increase. Supporters say the initiative would generate 7 million in the first five years. According to San Diego Mayor Kevin Faulconer, the highest hotel tax increase would be in downtown San Diego at 3.2 percent, with 2.25 percent for hotels on the outskirts of downtown and 1.25 percent for hotels on the outskirts of the city.San Diego's current transient occupancy tax is 10.5 percent."It's not only about the thousands of jobs that you just heard, the infrastructure and the roads, the most important issue that is facing our city the issue of homelessness and for the first time a dedicated funding stream," said Faulconer.He said the initiative would also expand the San Diego Convention Center and create 7,000 new jobs.Some tourists tell 10News raising the hotel tax could backfire and make some visitors simply stop coming to San Diego on vacation."It probably means I'll choose somewhere else next time I travel, somewhere more affordable for me," said one tourist who did not want to be identified."I definitely think it's important to deal with the homeless population and expand your economy, but I don't think that should happen with your tourism dollars. SAN DIEGO (KGTV) -- A new report found that nearly half of U.S. renters are spending 30 percent or more of their income on rent.The report also found that nearly one quarter of renters spend half of their income or more on rent.The share of cost-burdened renters has doubled since 1960, when just 24 percent of renters were burdened in the U.S., according to Apartment List.RELATED: Rent increases in San Diego due to higher demand, lack of supplyIn San Diego, those numbers rose significantly. In 2016, more than 57 percent of San Diego renters were cost-burdened, meaning they spent 30 percent of their income or more on rent. San Diego ranked 94 for affordability out of the nation’s top 100 largest metros. SAN DIEGO (KGTV) - A local family says they were fighting to get back thousands of dollars in family heirlooms. They only got answers, they say, after Team 10 stepped in. "It makes me sick. It's really emotional," said Jill Robertson of Escondido. We interviewed Jill with her son, Jon, and his girlfriend, Megan Gielczyk. Jill and Jon shared with us a few of the limited old pictures they could find of their family heirlooms.She pointed to a photo of her late father wearing a ring. It was one of the pieces of sentimental jewelry that she said her family had given to local jeweler Mark Himmel to redesign. Jon said he was planning to use one of the rings to propose to his girlfriend but he added that the proposal and engagement were put on hold because Himmel hadn't returned their jewelry. Records verify that Himmel operates Sa-Ling Jewelry Imports Incorporated in San Diego. The Robertsons said it was Aug. 12 when they gave him a down payment to redesign thousands of dollars in family jewelry. They said they had expected to have the job completed in two to three weeks, but we met with them almost two and a half months after they wrote out a down payment check."There's evasion. He's constantly evading," said Jill. Jon's girlfriend, Megan, told us Himmel hung up the phone on her. San Diego police confirm they showed up to Himmel's home, where he operates his business, to try to get answers. However, no one came to the door. Two days after Team 10 left Himmel a voicemail, the Robertsons said they got a priority mail package with some of the heirlooms, but not all of them. They said there was no explanation for the wait time or behavior. It was early last week when Team 10 started making calls and leaving voicemails for Himmel. None of Team 10's calls were returned.We made a second attempt to visit him in-person this Thursday and were successful. He told us he's sending out the remaining pair of earrings on Thursday and he will soon send a remaining gold nugget."It took two months this time because I handmade the ring," he told us.He spoke to Team 10 later over the phone. He said he was responsive to the Robertsons about his slight delays. He sent us what he said was a screenshot of a text exchange from mid-September when he notified them that the job would likely take another three weeks and they thanked him.  A representative with the California Franchise Tax Board notified Team 10 that Sa-Ling Jewelry Imports Inc. in San Diego was suspended on 07-03-2017 for unpaid liability with a current billable balance of ,336.81. The Better Business Bureau verified that the Robertsons filed a complaint. The BBB reported to Team 10 that it's the first complaint against Sa-Ling Jewelry, which has been in business for many years.  2810

  

SAN DIEGO (KGTV) — A Rancho Bernardo family's home has become a must-see experience for their neighbors. Inspired by Disneyland's Haunted Mansion, the Loveless family has created a walk-through Halloween event that has grown bigger and bigger each year. She has recreated many of the iconic characters from the popular ride, as well as adding other spooks and haunts.For creator Katherine Loveless, it brings her back to her childhood. "I grew up on a city street that had a lot of haunted houses like this, so I grew up with it," Loveless said.Loveless and her husband, Bernard, began work on this year's Loveless Manor in August. They have created panels, which serve as moveable walls to create a maze-like path that runs through their yard. The family put a lot of thought into how to adjust their plans for the pandemic.“Last year we did kind of a smaller, tight trail that went in and out the same gateway," Bernard said. "We knew that wasn’t an option and we needed to have the whole trail outside and have more space between groups.”Loveless Manor is only open Halloween night. Reservations are required, with only a handful still available as of Friday afternoon. 1180
