SAN DIEGO (KGTV) -- An executive order signed by President Trump Wednesday may help San Diego's military spouses find work. The executive order is aimed at increasing opportunities for military spouses to obtain federal jobs.The order encourages agencies to increase use of the noncompetitive hiring authority for military spouses.For military spouses, the unemployment rate is 16 percent which is four times higher than the national average for female adults. Among military spouses who do have jobs, 14 percent have part-time jobs and half of those spouses want full-time work.Many spouses of military members choose careers like teaching, nursing or law, but such jobs often have state-specific licenses that make it difficult to move from state to state.“Right now I’m looking at leaving my career because the exams and licensing costs are phenomenal never mind how poorly the education system is run; right from resources to teacher pay,” Sheryl Ogle said in a Facebook comment.According to an impact study conducted by the San Diego Military Advisory Council, there are more than 100,000 active-duty military members in San Diego. The service members are split fairly evenly between the Navy and Marines.In a phone call Wednesday morning, a White House official says the new order directs agencies to make an existing non-competitive hiring authority provision for military spouses available in their job announcements, according to Military.com. The hiring authority allows military spouses to be appointed to certain jobs without having to go through the usual hiring process.According to dosomething.org, military spouses tend to be under 35 and are mostly women with only five percent of military spouses being men.Data also shows that military families relocate 10 times more often than civilian families, moving an average of every two to three years. 1886

The good news is that number is down from the 25% unemployment in May. Still, more than 250,000 San Diegans are unemployed, and many are hurting financially. However, ABC 10News did discover a select group that plans for unforeseen events such as the COVID-19 pandemic, and they seem to be doing just fine. What's their secret? FIRE.FIRE stands for Financial Independence Retire Early. We profiled this group back in November. Last fall, we met Jennifer Mah, a money coach and Community Manager for the San Diego FIRE chapter called Choose-FI before screening a documentary on the subject. And we learned then that many in the Financial Independence community save an average of 40% of their income. So we wanted to know, how are they doing now in the middle of this financial meltdown?"This is the first time in an economic downturn or instability that I've ever had a sense of strength," says Mah over a recent Zoom interview.And Jennifer's not alone. She introduced us to two couples with diverse stories."As soon as quarantine started and I was laid off, that was super scary for me," adds Grace Damazo.But not as scary for Grace and Mike Damazo had they not been part of the Choose-FI community. The Damazo's are a self-described frugal couple in their 30's. Yes, they save more money than many of their peers, but they're also investing in real estate. And before the pandemic hit, they sold one of their cars to cut back on expenses. If they travel, they do it with credit card bonuses, meal prep to save instead of eating out, and if they do, they take advantage of happy hours or specials."And also Grace, cutting my hair," says Mike laughing.From the looks of it, Grace is doing a great job with those clippers, and it all adds up. Mike's position in the Navy is, of course, considered essential. But Grace, a fitness instructor, was laid off at a big box gym and immediately transitioned her clients online. The pandemic only has them doubling down on saving."It was a realization that this was the right path, at least for us, and we need to fast track it," adds Grace.And then there is Wendy and Curtis Mays. A couple in their 50's, with six kids. If you think 50 is too late to start saving, think again. The Mays claim they were in a million-dollar hole just three years ago, and then they found Choose-FI."It's been a long time of having that fear in the back of our minds, and to not have it anymore is just incredible," says a relieved Wendy Mays.Wendy and Curtis sold their house and started renting because they could save more money and pay down debt. Family outings are free when possible, like a trip to the beach. They've paid down so much debt; Wendy was able to quit her full-time job and co-host her own financial consulting business. Curtis says the key is moving past the stigma of debt, talking with others, and figuring out what works best."They're able to do it, and we're able to do it, we just put it in our form with our platform, with our background, with our kids," adds Curtis Mays.Both couples were on what they call a 50-50 plan. 50% of their income goes straight to savings, and 50% to pay down debt. But in these uncertain times, they say they're saving even more because you never know what tomorrow will bring. 3417

SAN DIEGO (KGTV) — A San Diego-based biotech company appears to be making huge strides with its experimental COVID-19 vaccine after testing it on monkeys.Inovio Pharmaceuticals is one of more than 100 companies working on a vaccine. It’s one of few to make it to human clinical trials.“We’re much closer to finding a safe and effective vaccine,” said Dr. Kate Broderick, the VP of Research and Development for Inovio. “We’re so excited and feel so confident about the results we’ve got both in animals and our human clinical trials.”Broderick said clinical trials had shown positive results regarding the safety of Inovio’s experimental vaccine.“Our phase one has been our U.S. based trial, and we’re about to start a trial in China,” she said. “We really are looking to test the vaccine all over the world. The immune responses that these people have generated after getting the vaccine, we’re so pleased with those because they’re really broad.”She said the latest positive development came from testing the vaccine on monkeys in what’s called an Animal Challenge Study.“Those monkeys received their vaccine, then just after four months later they received the virus itself, we were able to show they were protected from that,” she said. “What we were able to show in the lungs, and the nose is that those monkeys really were protected from the symptoms of COVID-19.”It will take some time to ensure all testing is done correctly, and the potential vaccine is safe before it is given to the general public.“Realistically we should be looking at a vaccine being available for certain members of the public at the end of 2021,” she said. “Most vaccines historically take 5 to 10 years to be generated and developed; this is really a short time frame.”Broderick, a busy working mom with two young kids at home, hopes the positive results will ease the minds of those anxiously waiting to get back to normal.“I do just want to let you know there is light at the end of the tunnel; there is hope out there,” she said. “Our vaccine is looking very promising there’s other vaccines out there that are looking very good.” 2123

Concertgoers told Team 10 they had difficulty reaching anyone for answers. “We all know this isn’t happening, there’s no festival taking place. Please just give us a refund,” said San Diego resident Vince Matthews.Matthews loves music and travels to festivals all across the country. He has been to KAABOO in Del Mar every year since it started in 2015. He spent more than 0 for early bird VIP tickets for this year’s KAABOO festival. “Last year was the first festival ever that I’ve done VIP and once I did it, I realized there was no going back to general admission!”With the pandemic and COVID cases rising, Matthews wanted to know what was going to happen with KAABOO. As more large events got canceled, he was convinced it was likely not going to take place. Still, he had yet to receive any concrete information from festival organizers.“I reached out to them usually every couple weeks by email,” Matthews said. “I get the same form email that says please be patient."Patience was running out. As of Monday early afternoon, the last update posted on KAABOO’s social media accounts was June 15th. It said, in part, that they “will need just a little more time to determine our position as it relates to this year’s installment of KAABOO.” It told fans they would be hearing from KAABOO shortly.Matthews is frustrated by the lack of communication as we now head into the month of August.“There's nobody touring, there is no festival, there is no lineup. It's not going to happen,” Matthews said.KAABOO is under new ownership. It was announced last year that Virgin Fest was taking over the brand. In addition to the new ownership, the festival was moving from the Del Mar Fairgrounds to Petco Park.As of Monday morning, it still listed the September festival dates on its website.Team 10 contacted Virgin Fest founder Jason Felts. On Twitter, he told investigator Melissa Mecija that emails went to “ticket buyers last week about a possible scaled down social distanced version for 2020.”However, he determined with cases increasing that it wasn’t “a safe decision in the end and not the multi-sensory experience that KAABOO guests experience or deserve.”Team 10 spoke to four people who bought tickets. Nobody received the email that the festival claimed to send to ticketholders.KAABOO organizers released this statement to ABC 10News: With everything in the world moving so far and fast in just the last couple of weeks, we needed a little bit of extra time to be sure we were making the right go-forward decision for our beloved festival.
