SAN DIEGO (KGTV) - It’s a great time to buy a used car. “These deals are once in a lifetime,” said Ivan Drury, a used car expert with Edmunds. Amid the uncertainty caused by the coronavirus pandemic, used car prices have been decreasing. According to Bloomberg News, the average price of a used car fell 11.4% from March to April. Drury predicts those prices could continue to fall, as desperate rental car companies start to offload unused inventory. Hertz, which filed for bankruptcy on Friday, has a fleet of about 500,000 vehicles. It’s unclear what their plan is for them, but Drury suspects they will only keep enough to maintain a basic level of service. “That influx of used vehicles will have a dramatic impact on price,” he said. Adding to the supply of used cars, Drury predicts that some drivers who have leased cars will hold on to them for a few more months rather than trade them in. But in several months to a year, he expects that could lead to another flood of used vehicles. “You kind of have a perfect storm for used car values to drop even further,” said Drury. 1090

I’m excited that I’m alive to see this happen,” said Ellen Nash, the chair of the San Diego chapter of the Black American Political Association of California.“All along that was the right choice,” Nash told ABC 10News. “I’m honored that she’s there to represent Black women and the Black vote. For Joe Biden to honor us by selecting her as his VP is the greatest historic moment.”Many Black voters wrote to Biden, urging him to choose Harris.Nash said having Harris as the first Black and Asian American woman to appear on a major party’s presidential ticket gives women of color a voice.“It was just a moment of relaxation and celebration,” said Nash. “She is prepared, skilled, and credentialed.”But does this choice possible boost Biden’s chances of winning this election? Dr. Kyra Greene, the executive director at the Center on Policy Initiatives, said Harris would bring new life to this race while appealing to a wide range of voters.“She’s young enough to attract young folks but old enough to show experience and to be taken seriously,” said Greene. “I think it will help with women who were disappointed not to see other women advance further in this race, and I also think it will help with Black voters.”“I think Senator Harris speaks to people who are interested in change because she herself has gone through an evolution on these issues,” she said.Greene said the decision not only makes history but will reenergize some of the most politically engaged San Diegans. 1678

SAN DIEGO (KGTV) - Mayor Kevin Faulconer is proposing new regulations for dockless scooters around the city.Faulconer, Council members Lori Zapf and Chris Cate, and representatives from the scooter companies held a press conference Monday morning at NTC Park, in Liberty Station to address growing concerns over the safety of dockless scooters. “We want to make sure that its safe, that there are clear rules of the road and regulations that make sense.”Faulconer is proposing to “geo-fence” certain areas around the city. SAN DIEGO (KGTV) - It appears traffic along parts of Normal Street in Hillcrest will disappear for good, giving way to the Normal Street Promenade.City Councilmember Chris Ward says the city has signed on for the project as part of the Uptown Bikeways Project with SANDAG.The east side traffic lanes would stay but the lanes on the west side will be replaced by dedicated bike lanes and a pedestrian walkway along a two-block stretch from the Hillcrest Pride Flag to Lincoln Avenue."I'm excited.  Hillcrest is a close-knit community, and this will make it even more social," said Hillcrest resident Madison Layo."A great gathering space for everyone that people can rally around ... show a little pride," said Alex Craig, another Hillcrest resident.Ward says the public space can host events like the weekly farmer's market and Pride gatherings, along with events such as street fairs, movies and concerts.  The proposal also includes 70 extra parking spaces from Lincoln Avenue to Washington Street.  Supporters believe the project could also attract business activity to the area.The Uptown Community Parking District has allocated .8 million for the project.  Community outreach for the project will begin in early 2019 with construction expected to start in 2020. 1307

  

SAN DIEGO (KGTV) — Lime can still operate its dockless scooters and bikes in San Diego, after the city's petition to revoke the company's permit was denied.Tuesday, a hearing officer reportedly refused the city's petition to revoke Lime's Shared Mobility Device (SMD) permit. The city argued that Lime violated municipal code on several occasions.“Lime is pleased with today’s decision and we appreciate the hearing officer for recognizing our compliance in San Diego. As San Diego’s longest serving operator, we value our partnership with the City and look forward to continuing to serve the community," Lime said in a statement.RELATED: City Council committee OKs changes to dockless scooter, bike lawIn August, Lime was made aware of the city's intent to revoke their SMD permit after they said the company failed to address speeding violations within the city's geofenced areas. A letter to Lime from the city's Development Services Department claimed the company had violated San Diego Municipal Code on July 13, July 14, and Aug 1.Dockless scooters and bikes are required to have a 8 mph speed restriction in high-traffic areas areas like Spanish landing and near Petco park, and as low as 3 mph along the Embarcadero and the Martin Luther King Jr. Promenade."The Mayor has made it abundantly clear that operators who don’t follow rules meant to protect public safety could lose their permit and no longer do business in San Diego anymore. That’s exactly what is being done in this case," a statement from the city said.Lime argued that they were in fact in compliance, adding at the time "it is unfortunate they have chosen to move forward with this hearing" and offering to demonstrate their compliance to the city in a letter from Lime to Mayor Kevin Faulconer.After approving an initial package of rules in April, the city council is set to consider adding new regulations on dockless scooters and bicycles, including:A rider curfew from midnight to 5 a.m.;Usage of one device per government ID;A fine structure and punitive actions for companies that violate regulations;Eliminating the original ordinance's provision that allows for temporary fleet spikes during large events;Authorizing the city to reduce a company's fleet size if it poses a public safety hazard;Authorizing the city to suspend a company outright for multiple violations; andRequiring the eventual use of geofencing technology to keep riders from traversing the city's sidewalks. 2468
