(KGTV) - The California Thoroughbred Racing Board postponed a vote on the use of riding crops at their meeting Thursday.The board was scheduled to vote on the issue but decided to move it to the December meeting.Two different versions of the regulation have been proposed.One would allow jockeys to hold a crop during race, but would disqualify the horse if the jockey used the crop to whip the horse during a race.The second version broadens the acceptable use of the crop to include “tapping of the neck” and for use in directing the horse without contact, but would still not permit a jockey to raise the crop to forcefully whip a horse.Del Mar Thoroughbred Club CEO, Joe Harper, said he supports the phaseout of whips.“I’m hopeful we can get to a point where the whip is not used at all,” said Harper. “It’s a horrible visual.” 855

DETROIT, Mich. -- The Detroit Police Department is responding to a video that shows an officer fatally shooting a dog in its own yard.Officers say it happened Aug. 3 on the east side of the Michigan city.The video shows the dog in a yard latching onto a police K-9's snout and not letting go. The officer then drew her weapon and shot the dog, which died from its injuries."It's unfortunate that it came to this. We do not like to see any animal hurt, especially these K-9 officers. They are truly dog lovers and champions for K-9s. But at this point, her dog was being severely injured and had no choice," Commander Darin Szilagy said.Detroit police did internally investigate and cleared the officer of any wrongdoing.That K-9 officer continues to be evaluated and treated for injuries. (KGTV) — Del Mar Fairgrounds and city officials met Tuesday to devise a traffic plan with one of the main arteries to the venue closed.Northbound Jimmy Durante Boulevard has been blocked off since a bluff collapse in late April.The road won't reopen until at least June 4, but the county fair opens May 31. "People are going to start going back through the neighborhood, or you're just going to sit in line," said Del Mar resident Jim Murff. Del Mar City Manager Scott Huth said plans include increased signage to instruct fairgoers to stay on Interstate 5 to the Via de la Valle exit. He said the city would also hire "flaggers" to direct drivers past the stop signs in its beachfront neighborhood, north to Via de la Valle. "Even with the flaggers that delay is not going to be as efficient as getting off (the freeway) at Via de la Valle," Huth said. Annie Pierce, a spokeswoman for the fairgrounds, said the fair would operate at least three days while northbound Jimmy Durante Boulevard is closed.
