SAN DIEGO (KGTV) - Homeless encampments have moved into the site of previous fires in University heights, sparking more fire concerns.March 2018. Amid a firefight along Highway 163, bystanders on the Vermont Street Bridge looking on soon after the flames spark. Fire crews would put out that fire without any major damage. Months later, a smaller fire erupted in the same area, near another encampment. Marybeth Chruden and the University Heights Community Association organized a petition drive, leading the San Diego City Council to approve more than a million dollars for canyon abatements across the city, including one at the University Heights site in July.In the past few weeks, that site looked a lot different."Shocked, but in a way, not surprised," said Chruden.Chruden's group posted photos on their Facebook page of homeless encampments and the surrounding mess."It shows they are very comfortable, out in the open ... We see people smoking and little campfires down there. The fire danger still high with dry materials in that canyon," said Chruden.Chruden says after several requests on the city's 'Get It Done' app, crews cleared out the area Wednesday morning, except for one mattress. The problem? She expects the homeless to move back in soon."Maybe tonight, in three days or four days. Within a week, something will be going on down there," said Chruden.Chruden believes regular visits to the area by city crews are needed, possibly twice a month. 10news reached out to Councilmember Chris Ward's office for a comment and are waiting to hear back. 1574

SAN DIEGO (KGTV) - Friends are grieving the loss of a young man killed in a South Bay crash that also sent five teenagers to the hospital. "This is like a bad dream and I want to wake up," said Ivan Nares.Nares says he got a heart-stopping call from his brother Gustavo, 18, from the emergency room Wednesday morning."He said, 'Ivan, Ivan, I need you. Please come,'" said Nares.RELATED: Driver killed in Otay Mesa SR-905 crash, several others injuredNares rushed to San Diego from his Tijuana home. His brother was a passenger in a Chrysler 300 packed with teens after a night at an indoor trampoline park.The CHP says around 9:15 p.m. Tuesday, the car was headed south on State Route 905 going at a high rate of speed when it hit the center divide near the Beyer Boulevard off-ramp. The 21-year-old driver was thrown from the car and died at the scene.Three males and two females, ranging from 15- to 19-years-old, were rushed to hospitals. Among them was Nares' brother, who suffered a fractured pelvis and two broken legs. He is uninsured. Gustavo is an amateur boxer and a recent graduate of San Ysidro High. He was in the process of applying to college. Instead, he faces a tough road to recovery."The advice give to all the people, especially young people is don't drive like you are in a 'Fast and Furious' movie. Be cautious. You're not just playing with your life. You're messing with other people's lives," Nares said.Nares has yet to tell his brother that his friend died in the crash. He's waiting for the right time. SAN DIEGO (KGTV) -- Dozens of families and children with down syndrome were out at Crown Point Park in Pacific Beach for the first-ever Donut Run in San Diego. The money raised benefits Gigi's Playhouse which is a down syndrome achievement center. The center provides therapeutic and training programs for people of all ages. The services are completely free. Gigi's Playhouse has 37 locations across the country and even a few in Mexico. All of the staff are volunteers so donations are always welcome in order to continue providing the services. The goal was to raise ,000 but the organization doubled that goal.   667

SAN DIEGO (KGTV) - Dozens of voters were left off the roster at a San Diego County polling place on Election Day, leading to frustration and delays.The problem was reported Tuesday morning at Pacific Trails Middle School at 5975 Village Center Loop Rd in Carmel Valley.Poll workers received an incomplete roster which omitted 46 names, Registrar of Voters Michael Vu confirmed. The list was missing two and a half pages.YOUR VOICE YOUR VOTE: 10News?Election CoverageVoters waited for voting officials to reprint another roster and deliver it to the polling place.Officials tried to ease the long line by calling the Registrar of Voters and getting approval for each person over the phone, a voter told 10News.Voters also had the option of voting provisionally, but many of them declined, telling 10News they wanted their votes to count. SAN DIEGO (KGTV) -- Due to struggling ridership, the City of San Diego has been busy creating a plan to revamp its bikesharing program.On Wednesday staff will provide an update on improvements made and future plans, in response to a grand jury report in 2016.The program, DecoBike, is privately owned but works in partnership with the city.Critics of the program say it has not met the city's needs due to where stations were built.Last year a county grand jury report titled "San Diego's Bikesharing Program Needs Help," outlined ways the city and DecoBike could improve to better serve the community.One recommendation was to put more stations in beach communities, even though local business owners and residents protested them being there.Since then, the city has done the opposite, removing 14 stations from beach communities.City spokesperson Katie Keach says the city and DecoBike are concentrating on increasing the number of stations in the urban core.By doing this, they believe it will provide for a comprehensive system to increase alternative transportation options. They say it will also help the city meet its Climate Action Plan goals.Keach says they hope to have additional stations in North Park, Uptown, Golden Hill and downtown this winter.The city is conducting presentations to community planning groups this fall, seeking public input.Bicycle and climate activists want the program to succeed, saying it's critical to the city's Climate Action Plan.  1486
