LIMA, Nov. 23 (Xinhua) -- China's top political advisor Jia Qinglin met with the president of Peru's Congress, Luis Alva, here on Monday to discuss bilateral ties.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, said China views Peru, one of the first Latin American nations that recognized the People's Republic of China, as a good friend and partner in the region. The two countries have also coordinated closely on international and regional issues, he added.     China and Peru are facing the common task of boosting economic growth and improving people's living standards, Jia said, noting that deepening their friendly and mutually beneficial cooperation serves the fundamental interests of both countries. Peru is the second leg of his four-nation tour, which will also take him to Ecuador and Brazil. He has already visited the Philippines.

BEIJING, Nov. 21 (Xinhua) -- An earthquake measuring 4.3 on the Richter Scale hit a border area between northwest China's Ningxia Hui Autonomous Region and the northern Inner Mongolia Autonomous Region Saturday afternoon, according to the China Earthquake Networks Center.     The epicenter was at 38.2 degrees north latitude and 106.6 degrees east longitude.     Xinhua reporters in Yinchuan, capital of Ningxia, said tremor was felt in the downtown area.     No casualties have been reported.

  

HARBIN, Jan. 2 (Xinhua) -- Chinese Premier Wen Jiabao conveyed new year greetings to workers, farmers, local residents and officials during his visit to northeastern Heilongjiang Province on the first two days of the year.     Braving the freezing weather, Wen visited the cities of Daqing and Qiqihar in Heilongjiang. It was Wen's third visit to Daqing since 2003. At Daqing oilfield, he said Daqing people had not only produced two billion tonnes of oil for the country, but also the invincible Daqing spirit which was kept well over the past five decades. BEIJING, Jan. 9 (Xinhua) -- Hu Jintao, general secretary of the Central Committee of the Communist Party of China (CPC), urged to deepen fiscal and taxation system reforms, and improve the efficiency of fiscal management, so as to maintain steady and comparatively fast economic development.     It is imperative to continue the pro-active fiscal policy and moderately loose monetary policy, with priority given to the implementation of policies that support domestic consumption expansion, economic growth, economic structure adjustments and projects concerning people's livelihood, said Hu at a seminar attended by members of the Political Bureau of the CPC Central Committee and researchers from the nation's top think tanks on Friday afternoon.     He also called for more investment in agriculture and rural areas, independent innovation and fostering of emerging strategic industries.     More fiscal resources should be channeled to promote public welfare development and back up undertakings concerning people's livelihood, especially education, employment, social security, medical care, affordable housing construction, and environmental protection, according to Hu.     Hu also called for improving the taxation system by optimizing taxation system structure, working out a more fair distribution of the tax burden, and standardizing income distribution, in a bid to promote healthy economic development.
