SAN DIEGO (KGTV) — The San Diego Symphony has overcome the last major obstacle to a permanent home along San Diego's waterfront.The Port of San Diego's Board of Commissioners has granted a 15-year lease for the Symphony's Bayside Performance Park project. The project will see the construction of a seashell-shaped concert venue at Embarcadero Marina Park South, as well as various improvements to the surrounding park.The lease also includes four options allowing the Symphony to extend their lease up to 50 years.The San Diego Symphony will invest a minimum of million toward those improvements, including 66 new restrooms, expansion of the current promenade, and improvements to the park's existing basketball courts and exercise equipment.RELATED: Margaritaville Island Resort coming to San Diego“We’re confident concert-goers will love the improved access and state-of-the art stage and sound system, and bayfront visitors will love the new and improved park,” said Board Chairman Garry Bonelli.The Symphony could begin construction of the venue as soon as September. It wasn't immediately clear when the venue would open.A permanent concert venue for the symphony has been on the organization's wish list for years now. Since 2004, the Symphony has had to assemble and disassemble its temporary venue for its Bayside Summer Nights concert series. The permanent concert stage will also provide four free public events each year."Our hope is that it will become a coastal destination for everyone, and an iconic landmark for the region and its coastline," said Martha Gilmer, San Diego Symphony CEO.The park's landscape will also change, with the Symphony adding a sloped lawn with temporary seating open to the public during non-event hours. A dining and retail pavilion will also be installed, according to the port.RELATED: Study: San Diego is the fourth-best large city in the U.S.In 2018, Gilmer added that the range of artists could also expand with a new Embarcadero facility."Over the last three years, we've been looking to expand the level of artists we bring perform with our orchestra," Gilmer said. SAN DIEGO (KGTV) -- The South Bay continues to be devastated by the coronavirus, with several of the hardest hit ZIP codes in the region.According to San Diego County data, the hardest hit ZIP code is 92154. The area, which includes Otay Mesa and parts of Imperial Beach, has the most cases in all of the county. In the last 30 days, cases have jumped from 3,290 to 4,528. Over 1,200 of the cases in this ZIP code happened in the last month.Other ZIP codes in the region have more than doubled their case rate in recent weeks. These ZIP codes have a large Latino population; Latinos have been disproportionately impacted by the pandemic, making up a majority of the county's positive cases while only making up roughly 34% of the population.INTERACTIVE MAP: CONFIRMED COVID-19 CASES IN SD COUNTYNancy Maldonado from the Chicano Federation said it's no surprise the region continues to see the high number in cases. Maldonado explained that many of those who live in the region are essential, frontline workers and often times live in multi-generational households.The Chicano Federation has distributed over 7,000 COVID-19 safety kits to the community, including things like masks, hand sanitizer and thermometers.Maldonado said the focus of the federation has been to continue raising awareness about this virus, encouraging testing, and encouraging the community to stay home during the upcoming holidays. 1415

Each one feeds about 2-3 people and comes in a reusable container they pick up once it's empty. "It's easy to see your trash pile up with to-go containers, so we're helping you lighten your load while doing something great for the planet," said Ferran.In Good Company provides good eats while giving a lifeline to restaurants who could certainly use all the help right now. "It's openness to collaborate, think about how we can support each other, stay safe and bring joy around the dinner table. That's what keeps me inspired and happy to share that with everyone else," said Ferran.You can purchase meals until Saturday, Dec. 12. SAN DIEGO (KGTV) -- The San Diego City Council Tuesday voted unanimously in favor of adding movable tiny homes to the list of options on how to offer more affordable housing to citizens.Tiny houses are similar to granny flats, but smaller. Tiny houses come in a variety of shapes and sizes and are equipped with the basics for living, sleeping, and cooking. They range in size from 150 square feet to 400 square feet and cost between ,000 and 0,000.Tiny homes can help create an affordable option for low-income residents that doesn’t require a taxpayer subsidy.City officials said, “A significant portion of households in San Diego can afford a movable tiny house as an Accessory Dwelling Unit (ADU). The average cost of rent for a tiny home is 0 a month. A property owner would recover their initial investment in eight years. After that, the rent from the tiny house could help cover their mortgage and other expenses.”Currently, the city allows homeowners to build accessory dwelling units on their properties. With Tuesday’s approval, homeowners can add tiny homes to their properties.“Moveable tiny homes are a great option that naturally increases affordable housing at no cost to taxpayers. It’s a win for the homeowner, it’s a win for the renter, and it’s a win for the taxpayer,” said San Diego City Councilman Scott Sherman. “I appreciate my colleagues support for this important housing reform. We must continue pushing for common sense solutions that result in naturally occurring affordable housing.”Sherman has been working to approve the ordinance since 2018, the city said. 1607

  

SAN DIEGO (KGTV) -- The register sex offender accused of kidnapping and raping a three-year-old Oak Park girl pleaded not guilty to five felony counts Wednesday. Francisco "Freddy" Diaz now faces up to life in prison if convicted. Diaz is being held without bail. The young girl’s father, Silvester Soltero, says he was working on his car when his neighbor broke into a bedroom window, grabbing his sleeping daughter.Soltero says Diaz’ mother brought his daughter home, but she wasn’t wearing any pants. Soltero said when he asked his daughter what happened, she told him the man touched her private parts.RELATED: Man arrested after three-year-old says she was kidnapped and touchedWhen the father asked who the man was, Soltero said his daughter pointed to Diaz. When the father approached Diaz, Soltero said he became hostile, even threatening to kill him if he snitched.The two men then started fighting when Diaz reportedly tried to poke Soltero in the eye with a fork. After he ran off, San Diego Police caught Diaz a short distance away. After his arrest, Soltero learned his neighbor was a registered sex offender.“They should have told me, they should have told me I was living next to a pedophile, If I had known I wouldn’t have brought my daughter around here, there’s no way in hell," he said.Diaz was convicted in 2006 for molesting three girls on the playground near Oak Park Elementary School, right across the street from his mother’s house. Diaz was sentenced to eight years in prison, in part because he already had a criminal history. In 2000, Diaz was convicted of assault with a deadly weapon and making a terrorist threat.San Diego Police say Diaz was in full compliance with the terms of Megan's Law. He is required to check in with police every year and he does so, said Lt. Jason Weeden.Because Diaz' child molestation convictions were misdemeanors, he doesn't have to steer clear of schools and playgrounds. Soltero says if that's true, the law should be changed. “If you’re a sex offender you shouldn’t be by a school, period," he said. 2091
