SAN DIEGO (KGTV) -- A San Diego photographer is searching for a mystery couple seen in a Sunset Cliffs engagement photo.Elmer Rodriguez says he was out for a walk with his kids taking pictures of the sunset in late February. When he looked off to the side, he says he spotted the couple in the distance and decided to capture the special moment. “I decided it’s a good memory and they should have it,” Rodriguez said. But when Rodriguez walked over to meet the couple, he says they vanished. SAN DIEGO (KGTV) -- A woman in Carmel Valley is warning others after she saw a man masturbating in public late Wednesday night. The woman, who didn't want to be identified, said she was doing a late-night load of laundry when she saw a man in a sweatshirt with the hood pulled up over his face and no pants on masturbating. The incident happened at an apartment complex near Seabreeze Farms Drive and Carmel Knolls Drive. “When I screamed ‘oh my god’ he didn’t budge, he didn’t move, he didn’t even look up at me. He just kept doing what he was doing,” she said. “He didn’t run, he just was in his, he was so comfortable.” She reported it to police and management and was told the same thing happened to another neighbor last week. Police told 10News they are investigating.  818

SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. Some of the most popular areas for the scooters, including the Pacific and Mission Beach boardwalks, would be areas required to have speed limits. The list below shows all the areas where speed limits would be enforced:  726

SAN DIEGO (KGTV) - A San Diego woman who was shot at the Route 91 music festival in Las Vegas is making great strides in her recovery.Tina Frost and her boyfriend were with eight friends when Stephen Paddock opened fire. Frost was the only one of her group who was shot. The bullet went into her eye.Her family says the recovery has been difficult but that she continues to power forward with her therapies.Frost’s mother posted an update on the GoFundMe page indicating Frost has walked without assistance, thrown a ball, baked cookies, and painted an eye patch for herself.Amy Klinger, a close family friend, says Frost's strength and resilience is no surprise."She is not going to let anything get in her way of getting back to her normal, happy, and healthy life," said Klinger.  "It was so amazing, I walked into the room and she was talking with her physical therapist and because her sentences were so clear, I did forget for a minute she had not been speaking."A lifelong soccer player, Frost has even been able to kick a soccer ball to her dad in the hallway."The fact that they did say at the very beginning, let's see what happens in a year, and it's only less than five weeks out and she's walking and she's talking, she's just, the progress has been amazing and is a testament to who she is," said Klinger.Klinger believes the worldwide support and power of positivity has been a factor in the healing, for both Frost and her family."Just knowing there's this enormous community, Team Tina, that's out there behind the family, it keeps their spirits up and keeps them positive because this is a lot to do deal with," said Klinger.Frost has a big surgery in the upcoming weeks where doctors will begin facial reconstruction. 1749
