URUMQI, Sept. 25 (Xinhua) -- Senior Chinese leader Zhou Yongkang has called for breakthroughs in the development of northwest China's Xinjiang Uygur Autonomous Region during his five-day inspection tour there.Breakthroughs should be achieved in efforts to resettle herdsmen, promote bilingual and vocational education, utilize natural resources, and develop industrial parks, said Zhou, a Standing Committee member of the Political Bureau of the Communist Party of China Central Committee.Zhou told local officials to thoroughly carry out policies set by the central government to develop Xinjiang and strive for the improvement of well-being for the locals.Zhou traveled across the sprawling Xinjiang, about one sixth of China's territory, from Sept. 19 to 24. He visited rural households, schools, farms, a crude oil pipeline station at China-Kazakstan border, industrial zones, and army camps.

Roger Myerson, a professor with the University of Chicago and a Nobel Prize winner, said.The Chinese economy needs increased labor income and welfare to continue its rapid development, Myerson added.A spate of strikes and worker suicides hit the manufacturing hub of Guangdong in south China beginning in May, as workers demanded higher pay.Lin also called for government support in encouraging Chinese companies to become industrial "first movers" . MOSCOW, Aug. 31 (Xinhua) -- Russian President Dmitry Medvedev and Chief Executive of China's Hong Kong Special Administrative Region (HKSAR) Donald Tsang Yan-Kuen voiced their support here on Tuesday for the development of more direct links between Russia and Hong Kong.Tsang arrived in Moscow by the first ever direct commercial flight run by a Hong Kong airline.Tsang noted that after the lifting of visa restrictions in July 2009, two-way travels between Russia and Hong Kong rose by 100 percent."I am certain this flow will be increasing further," he was quoted as saying by local news agencies."The updating of the relevant listing rules in June this year would facilitate the listing of (Russian) mining and resource companies in Hong Kong," said Tsang.He also encouraged Russian companies to issue RMB bonds in Hong Kong, and welcomed Russian banks to set up branches in Hong Kong and make use of the RMB clearing and settlement system.Tsang was accompanied by 30 Hong Kong businessmen who were interested in cooperation with Russia."I hope that your meeting here in Moscow, including with members of the business community, will be useful," said Medvedev.The Russian president also invited Tsang to discuss the further advancement of bilateral cooperation as well as some key international issues.

SHANGHAI, Oct. 7 (Xinhua) -- The Shanghai municipal government issued new rules Thursday limiting families to one new apartment purchase, as the nation tries to curb property speculation and soaring prices."One family in Shanghai, whether local or immigrant, can only buy one new home, including a second-hand one, for the time being," said a circular released by the municipal government.The new rule came into effect Thursday. The Chinese capital, Beijing, introduced the same measure on April 30.Shanghai authorities also ordered banks to suspend loans for third-home buyers and non-local buyers who could not prove they had paid personal income taxes or made social security contributions in the city for at least one year, the circular said.Local authorities would also start preparing for the introduction of a property tax, it said, without providing further details.A land-appreciation tax of 5 percent on the selling price would also be imposed on property developers if they sold residential buildings at an average price that was more than twice the average price of the previous year in the same area.Shanghai's new rules follow a series of measures announced by the Chinese central government in late September to check soaring property prices.The measures included the suspension of bank loans for third-home purchases in the near future and an adjustment in down payments for all home buyers.All home buyers will have to pay a down payment of at least 30 percent of the purchase price, according to the new rules.Previously, according to rules issued on April 17, only first-time buyers purchasing an apartment covering more than 90-square-meters had to pay a 30 percent down payment.On the same day, sources within several departments of the central government told Xinhua that property tax pilot programs will be stepped up and then extended across the entire country.

BEIJING, Aug. 29 (Xinhua) -- Shanghai Pudong Development (SPD) Bank said its first-half-year net profit rose 33.92 percent from one year earlier due largely to lending boom and increased commission fees.Net profits climbed to 9.08 billion yuan (1.34 billion U.S. dollars) in the first six months of this year, the Shanghai-based lender said in a statement filed with the Shanghai Stock Exchange late Sunday.Its growth in profits stemmed from rising operating revenues, a result of growing net interest earnings, increased fee incomes and the improved quality of assets, according to the statement.Earnings per share stood at 0.791 yuan, up 20.21 percent from one year earlier. Also, operating revenues grew 36.42 percent to 22.75 billion yuan in the first half of 2010, it said.Total assets for the commercial bank hit 1.781 trillion yuan by the end of June, up 9.77 percent from the end of 2009.
