SAN DIEGO (KGTV) - Investors are watching carefully to see if interest rates keep dropping, or if they may eventually dip below zero in the United States.Recently, former Chairman of the Federal Reserve Alan Greenspan said it's a possibility, as rates have remained historically low for the past few years.In San Diego, the results of a negative interest rate would be good news for some and bad news for others."Low rates are a double-edged sword," says Dennis Brewster of SagePoint Financial. "If you're a borrower, if you're looking to buy a house today, mortgage rates have never been lower. But if you're a saver and you have money in the bank or in a CD, your rates are pretty poor."Brewster says the interest rate tends to drop when growth in the US is slow, both for the population and the Gross Domestic Product. He says that's what's happening now, as the baby boomer generation is getting older and later generations have fewer children. Brewster says slower population growth leads to slower economic growth because there are fewer people in the workforce, which means company production is down, and so is spending. He says that is happening despite record low unemployment.As for negative interest, Brewster says the average San Diego shouldn't worry since it's unlikely to happen."I wouldn't change your long term plans," he says. SAN DIEGO (KGTV) - Mayor Kevin Faulconer is proposing new regulations for dockless scooters around the city.Faulconer, Council members Lori Zapf and Chris Cate, and representatives from the scooter companies held a press conference Monday morning at NTC Park, in Liberty Station to address growing concerns over the safety of dockless scooters. “We want to make sure that its safe, that there are clear rules of the road and regulations that make sense.”Faulconer is proposing to “geo-fence” certain areas around the city. SAN DIEGO (KGTV) -- Jury duty service in San Diego County resumed Friday after a lengthy stoppage caused by the coronavirus pandemic.Courtrooms across San Diego County shut down about seven months ago amid state-mandated restrictions. Now, jurors are able to report once again, with a slew of health and safety precautions in place.Because of the virus, courts have had to change the way they operate, and some lawyers believe this will also affect the process of picking a fair jury.Many aspects of the courts have changed, from added safety precautions to transitioning to virtual court.Prior to the pandemic, there were usually 350-400 people that are summoned to serve as jurors at the Central Courthouse in downtown San Diego. Now, that number has been reduced to 18%-20% of the usual capacity to allow for proper social distancing.Just as before, jurors do have the option to delay their service based on a number of factors including financial reasons, being a caretaker, or having a physical or mental condition.Defense attorney Jan Ronis told ABC 10News, “The kinds of options that were previously available now have new options, in respect to vulnerable conditions and age groups, things of that nature … it’s a whole new world.”Ronis said he believes COVID-19 concerns could impact the jury pool that’s available, with more people opting to postpone their service.“A jury of your peers, which represents a cross-section of society, racially, ethnic, gender-wise, diversify, as far as age and demographic, these are hugely important,” said Ronis.It’s just one of the main challenges the courts will have to deal with as they’re already facing a backlog of cases.Ronis added, “Everyone’s been in limbo; people need to get things resolved, criminal and civil litigants and family courts, things of that nature. It’s really created a horrific situation for so many people.”Jurors that have been called in to report will do so next Tuesday, which is when jury trials are scheduled to begin.Court officials say of the jurors that were summoned this week, nearly 40% have either postponed their service or have been excused from jury duty. 2151

SAN DIEGO (KGTV) -- Inside Richard J. Donovan State Prison's 30-foot concrete walls, metal doors, and electrified fence is the Echo Yard. It's drawn attention as one of the state's most innovative programs for bringing together inmates of different security levels on the premise that they will coexist peacefully in exchange for some freedoms.The Echo Yard, the state's first non-designated yard, also aims to keep released inmates out of prison.Around 50 percent of people convicted of a crime in California are sent back to prison within three years, according to a 2019 state auditor report. Members of Echo Yard get greater access to self-help, educational, vocational, and rehabilitative programs through courses like anger management, victim awareness, job hunting, and money management. Early recruitment efforts were sluggish when the program was introduced a few years ago.While the prospect of better resources and a possible early release sounds promising, inmates had difficulty embracing the concept of sharing spaces with a potential rival."When we first interviewed maybe about 900 guys, we probably got about 30 of them that said, 'yeah, I'll give it a try' ... because they know prison politics are alive and well," said Daniel Paramo, a former warden at RJD.WATCH: Menendez brothers help paint massive mural as part of innovative prison programThe rules in the Echo Yard are far removed from the prison politics and policies made up by inmates designed to help keep the peace. Instead, the Echo Yard emphasizes inclusion. There is a ban on gang affiliation and racial segregation. It also welcomes transgender inmates and those convicted of sex crimes.Inmates of various backgrounds are housed together regardless of their designation (Sensitive Needs Yard or General Population). One of the men that entered into the experimental program said the environment is a culture shock."There’s so much diversity here; it’s a shock to the system…I am adjusting, but it’s rough," inmate Mike Briggs told the California Innocence Project blog.In 2018, the California Innocence Project said 780 men transitioned into the program, which is made available to those that demonstrate good behavior or show a commitment to Donovan's prison jobs. 2261

SAN DIEGO (KGTV) - Jessica Reilly, a Navy Air Traffic Controller currently based out of San Diego, has a high-stress job, but turns to her artistic side as an outlet. She combines her passion for the Navy with creating comics, adding a little bit of Dungeons and Dragons (which she learned from her husband) to create Gobbo the Goblin, a Navy sailor.“I have managed to breed a comic series for the Navy that is also targeted toward Dungeons and Dragons players,” she said, laughing.She said she’s loved art since she was a child, and started drawing her first comics on whiteboards while aboard Navy ships. It’s grown from there. She has a cartoon version of herself that goes on adventures with Gobbo. She said her real-life experiences combined with stories from other sailors motivate the storylines, frequently making fun of the daily woes of Navy life.“There is an outlet and a want for people to see comics kind of tongue and cheek of their own culture,” she said.She said this comedic relief is a good mental break from a tense job.“My job, even though it’s stressful, especially as an Air Traffic Controller, I can take a break, and I can remind everybody else that it’s not so stressful,” she said.Her art has turned into a family business. Her husband, who is a Navy veteran and currently in the Army reserves, writes comic books and she illustrates them. She said the first time they teamed up, they brought the comic books to a show and they sold out on the spot. Their company, Five Realms, was supposed to have a table at Comic-Con, which was canceled this year. To win a spot at the show, they had to submit their comic book, which was reviewed by judges. “It’s a huge accomplishment for me and my husband and unfortunately it didn’t happen,” she said, adding that they hope to be there next year.Jessica’s work has been noticed by the Navy. She’s been selected to do an Instagram takeover of the Navy’s “At the Helm” page during the week of October 25.
