CHULA VISTA (CNS) - Two San Diego County congressmen called on United Technologies Corp. Monday to reconsider plans to lay off roughly 300 employees at the company's Chula Vista manufacturing plant as it looks toward shuttering the facility entirely.Reps. Juan Vargas, D-Chula Vista, and Scott Peters, D-San Diego, joined California Sens. Dianne Feinstein and Kamala Harris to push back against the layoffs. Vargas and Peters also requested that the company answer a list of questions about how UTC decided to shutter the plant and how involved the machinists union was in the discussion.UTC notified workers in July of the company's plan to close the factory by 2020."We understand that complex domestic and international markets factor into these difficult decisions; however, we note that UTC's company website says it creates products for one of the ‘fastest growing industries on the planet,"' Vargas and Peters said in a letter to UTC Aerospace Systems President David Gitlin. "This robust characterization of the industry seems to conflict with the decision to eliminate hundreds of production jobs."UTC's plant in Chula Vista has operated since 1940 and produces engine pods and mounts for aerospace companies like Boeing and Airbus. The union representing the workers charges UTC with moving its manufacturing plants to Mexico to take advantage of cheaper wages."We hope UTC reconsiders its decision to shut down its manufacturing facility in Chula Vista," said Robert Martinez Jr., president of the International Association of Machinists. "Generations of IAM members have made this facility successful. The work being done at UTC's facility in Mexico is work that should be done in Chula Vista. We applaud Sens. Feinstein, Harris, and Congressmen Vargas and Peters for standing up for good jobs here at home." 1833

How little is too little?Children’s Hospital pediatrician Dr. John Hutton studies the effect of technology on children and adolescents, and even he isn’t sure.“Screens have become such a huge part of kids’ lives in a very short period of time that we really don't know a lot of the longer-term effects,” he said Friday.The American Academy of Child and Adolescent Psychiatry has found some correlation between extended screen time and trouble with sleep, mental health, and school performance.Hutton said it’s likely not all the same. Using a laptop, smartphone, or tablet for school, as most Ohio children have done since March, doesn’t necessarily have the same effect as using the same device for social media or games.Still, he encouraged families to closely examine the amount of time they and their children spend using screens every day. He recommended setting aside screen-free times, such as during meals, and encouraging battery-free activities such as reading or playing outside as a healthy complement to children’s daily routines."I think it's very important,” he said. “I think every family is going to have something that's realistic for them. CINCINNATI -- A police officer working an off-duty detail at a grocery store used a stun gun on an 11-year-old girl Monday evening.The officer was working a detail at the Kennard Avenue Kroger when his attention was brought to the girl and two others who were involved in shoplifting, Lt. Steve Saunders said. The officer gave the girl several commands to stop, and then deployed the stun gun.Medics at the scene checked on the girl, and later so did staff at Cincinnati Children's Hospital Medical Center, Saunders said. He said that as far as he knows, the girl doesn't have any health issues as a result of the Taser deployment.Saunders said that a stun gun can be used on anyone between the ages of 7 to 70, according to Cincinnati Police Department procedure.CPD procedures on use of force state, "The TASER may be deployed on a suspect actively resisting arrest when there is probable cause to arrest the suspect, or to defend one’s self or another from active aggression."The procedure also notes that officers should consider the severity of the crime, the level of suspicion with respect to the fleeing suspect, the risk of danger to others and the potential risk of secondary injury to the suspect due to their surroundings before using a stun gun."An individual simply fleeing from an officer, absent additional justification, does not warrant the use of the TASER," CPD procedure states.The girl had a backpack full of items, Saunders said. She was charged with theft and obstruction, and then released to her parents. The other two suspects got away.A Kroger spokesperson said they "are cooperating with the police who are investigating the matter." 1670

  

CHULA VISTA, Calif. (KGTV) -- A carjacking and pursuit led to a deadly officer-involved shooting in Chula Vista Monday evening.According to Chula Vista police, the incident happened around 5:30 p.m. on the 900 block of Rutgers Avenue.Police say the incident began when officers spotted a suspect wanted for attempted murder and observed him as he carjacked a blue pickup truck at gunpoint near Main Street and Maxwell Road.The suspect, later identified as 33-year-old David Angulo, was a documented gang member wanted in connection with three shootings in the area and was considered a danger to the community by police.According to police, officers tried to conduct a traffic stop, but instead the suspect led officers on a chase into eastern Chula Vista. On Rutgers Avenue at Otay Lakes Road, the pickup truck crashed into a vehicle with a person inside. That individual was taken to the hospital with injuries believed to be serious.Following the crash, police say the suspect got out of the wreckage and tried to enter a house with a family inside. At some point, gunfire was exchanged between the suspect and officers. "It appears Mr. Angulo turned back to the officers. It's my understanding he pointed a weapon at the officers," Chula Vista police Lt. Dan Peak said. "It does appear some shots were fired at the officers and the officers returned fire."Peak added they're still investigating who fired the first shot.Chula Vista police say three officers fired their weapons, fatally injuring the suspect. Peak says medical aid was given to the suspect, but he died at the scene.The officers involved in the shooting haven't been identified at this time.
