SAN DIEGO (KGTV) — Heartwrentching video of a humpback whale tangled in fishing net off of San Diego's coast prompted wildlife experts to react quickly.But the whale's condition is unknown after rescue crews were unable to help the animal.The video was captured Friday by Domenic Biagini, owner and captain of Gone Whale Watching San Diego. What appeared to be another spectacular whale sighting turned into heartbreak."We got really excited because we saw these giant splashes," Biagini told 10News' Amanda Brandeis. "From that elation to kind of, pure heartbreak."RELATED: The world's smallest whale on the brink of extinction in the Sea of CortezNOAA and SeaWorld crews were notified of the whale. But SeaWorld said the whale was swimming too fast for them to continue rescue efforts."15,000 pound animal jumping out of the water next to a small boat that they're trying to use to rescue it is extremely dangerous, " said Biagini.Now the hope is agencies further north are able to find the whale to make sure it is freed from the netting.The face of the 30-foot whale appeared to be tangled in green fishing net. The netting was a drift gill net, which hangs vertically in the water and could measure up to a mile long.RELATED: Boaters warned to watch out for newborn gray whales during late migration"They are notorious for being dolphin, whale, and sea lion killers," Biagini said.Biagini said at one point, another humpback whale arrived and swam by the tangled whale."To see something that graceful, that gentle, that harmless go through something like this that's 100 percent caused by us, there's no debate on it. It's maddening," says Biagini. "For me. that's when I really started to get emotional because these are very sentient animals that do feel a wide range of emotions."This season, boaters are already being warned to watch out for newborn gray whales making their way from Alaska to Baja, Mexico. Biagini says some adult gray whales may give birth during the trek south because of the late migration. 2028

SAN DIEGO (KGTV) - For three days, faith organizations from across the country will be in Point Loma for the San Diego National Church Safety & Security Conference hosted by Rock Church.The conference has been held for the last nine years and aims to help churches, synagogues and mosques become safer by providing tips and tools to better prepare for attacks, like mass shootings.Several topics will be discussed including how to work with law enforcement, incident reporting, emergency evacuations and more.There are also many vendors on hand, offering products and services which include surveillance systems, background checking and first aid supply kits.Organizers hope attendees will take away three main points. “Do something, don’t just do nothing. A lot of churches have anything in place, ” said Rock Church safety director Mike Diggs, who spent 20 years in law enforcement. “The other thing is, we want you to learn how to keep children safe at your establishment,” he continued. “And the third is to prepare for a critical incident, active shooter situation, natural disaster.”The event goes on until Friday. SAN DIEGO (KGTV) — For several months, San Diegans were invited to weigh in on the Port Master Plan proposal. It's the Port of San Diego's first comprehensive update in nearly 40 years, aiming to reflect changes in the needs and priorities of the region. The Port manages 34 miles of San Diego Bay and Waterfront along Chula Vista, Coronado, Imperial Beach, National City, and San Diego. When the Port published the proposed master plan in April, several communities voiced major concerns; two of the most vocal being Coronado and Point Loma residents. "We have this little slice of history, and I think it's our obligation to preserve, so it's enjoyed generations to come," said Cameron Lilley, a multi-generational Point Loma native.For months, Lilley has been garnering community support in opposition to some of the proposals impacting Shelter Island. "We started digging into it and quickly realized that there were so many points that really didn't consider the locals in the restructure of our community," said Lilley. Some of their primary concerns:Up to 1600 new hotel rooms70,000 square feet of retail and restaurant spaceRemoving private and historic docksThe Port received nearly 3,000 comment letters in response to its initial proposal. SAN DIEGO (KGTV) - Homeowners in Chula Vista's Eastlake III Community Association are fighting back against proposed parking updates for the HOA. If passed neighbors would be required to park their cars in the garage before parking in their driveway or on the street.The Board of Directors distributed proposed updates to the Community Association Handbook for a homeowner review and comment; and will vote on Tuesday, August 20.Among the proposed changes:Street parking is permitted only after all garage spaces, and driveway spaces, are utilized to its maximum designed capacityThe Association's management company is permitted to perform a garage inspection of a residence to ensure compliance with the Association's governing documentsHomeowner Jose Esquer believes an inspection would be an invasion of people's property."They seem to want the right to inspect your garage, and that's private property. What I have in my garage shouldn't be anybody's business, but whoever is inside my house. I have a problem with them trying to police what we do once inside our house," said Esquer. Becky Niemiec already parks her car in the garage but still believes the changes would be an overstep. "We don't have attics, we don't have basements, we have no storage, people should be able to use their garage however they want to," said Niemiec.Niemiec says the issue has drawn a lot of debate on Nextdoor. She says while some argue the changes could help beautify the neighborhood, she believes that group is in the minority. The HOA Board will vote on the changes Tuesday night; residents are invited to give their input. 10News reached out to Walters Management and the HOA President, asking several questions and trying to get clarification on the proposed changes, but only received the following statement: 1814
