Andy Williams, Commander of the California Highway Patrol Oceanside Station, is under investigation after his arrest for suspicion of domestic violence.ABC 10News obtained the request for a restraining order against Williams, filed by his ex-wife. In the court documents, she details an argument the two got into at his home in Carlsbad Oct. 19. She claims he struck her near her buttocks with enough force to leave a hand mark and welts.Carlsbad police confirmed to ABC 10News that they arrested Williams. A spokesperson for the District Attorney tells ABC 10News they are investigating the case to decide whether to file charges.Williams is out on bail. SAN DIEGO (KGTV) -- Chief Border Patrol Agent Douglas Harrison apologized Wednesday after a binational garden at the border was bulldozed. Harrison said on Twitter he met with Friends of Friendship Park and apologized for the “unintentional destruction of the garden.”“The original intent was to have the garden trimmed. We take full responsibility, are investigating the event, & look forward to working with FoFP on the path forward,” Harrison continued. SAN DIEGO (KGTV) - Border officials say they have received enough funding to replace 100 miles of border fencing along the U.S.-Mexico border.The Trump Administration will put forth about .6 billion through the 2018 Congressional appropriations.  The new border wall provides a comprehensive system of wall, lighting, and technologies, Acting Commissioner Ronald Vitiello said during a press conference Friday.In San Diego, a total of 28 miles of border barrier will be replaced. Fourteen miles of "dilapidated" border wall constructed with landing mats will be replaced with new steel bollard wall, according to Vitiello. SAN DIEGO (KGTV) - Crime Stoppers released photos Wednesday to find a man and woman suspected of two armed robberies in Otay Mesa and Pacific Beach. The first robbery happened the afternoon of Sunday, July 28 at Tepito Club, a clothing store at 2364 Roll Drive. Police said the pair selected merchandise and approached the clerk, then the woman pulled a gun and demanded cash. The couple took the money and drove off in a blue Toyota Corolla. One day later, police said the two suspects gathered items at the Chevron gas station at 1575 Garnet Ave., eventually demanding cash from the clerk. The man and woman walked away from the area with the money, police said. The suspects are both white, according to Crime Stoppers. The woman is 5’6”, thin, and was wearing a black tank top and grey leggings. The man has a medium build, and is about 30 years old with tattoos. SAN DIEGO (KGTV) — Another local man says he was shaken down by Mexican police, as Tijuana officials announced an investigation into the alleged incidents.Since January, 69-year-old Lupe Adame has been driving his truck back and forth from Escondido to Tijuana to help his friend renovate a home. On a Wednesday night in mid-June, he was returning from Tijuana, blocks from driving up to the line to cross the border, when he saw the police lights."Police car got over on my driver side and he said, 'Pull over!' ... Nowhere to stop, so I stopped in the middle of the road," said Adame.Adame says a heavyset officer in his 40s went to his door and told him he was being stopped because he had tinted windows.RELATED: San Diego couple says Tijuana shakedown possibly prompted by COVID-19 restrictions"And then I heard the back of my pickup open ... tailgate drop down ... I looked and my stuff was gone! So angry," said Adame.Adame says a second officer had grabbed all his tools — worth nearly 0 — and placed them the police car's back seat. A stunned Adame says they patted him down and emptied his pockets, including his wallet."When I looked at my wallet, I realized that this guy took my money. I said, 'You just robbed me.' At the border crossing, he reported the incident to a US Customs and Border Protection officer."She says, 'You know what, you're the third person it happened to in my lane, including someone who was robbed of 0,'" said Adame.On Thursday, ABC 10News reported on a similar account from Tom, a San Diego retiree who says he was also shaken down several weeks ago by Mexican officers, officers who explained their COVID-related motive."They're just going to pull over Americans and take whatever money they have because the people in Tijuana are hurting really bad because the border is closed," said Tom, who asked us not use his real name.Since March, non-essential travel has been banned by both governments to limited coronavirus infections.In a statement, a spokesperson for the city of Tijuana called any shakedown, "an evil act," while announcing they will investigate "to apply the corresponding sanctions."The State Department tells 10News they are monitoring the situation, but declined further comment on any investigation. 2412
