BEIJING, Jan. 10 (Xinhuanet) -- Conflicts among hundreds of scalpers raring to stock up on the new iPhone 4S are casting a shadow over the gadget's launch on the Chinese mainland on Friday.Over the weekend, scalpers from two groups bickered and shoved each other when standing in line to purchase iPhone 4 at Apple's Sanlitun store, said witnesses.Workers from two Apple stores in Beijing told China Daily the stores have not started online bookings for the iPhone 4S so far."More than 1,000 of us have gathered to buy all the available iPhone 4 this morning," said a scalper hawking the phone outside the Sanlitun store on Sunday."We'll come again on Friday for iPhone 4S. You'll have no hope of getting an iPhone 4 or 4S from the store, but only from us."The scalpers are asking 4,450 yuan (705 U.S. dollars) for an 8-gigabyte iPhone 4, and 5,450 yuan for a smuggled iPhone 4S. Apple sells an 8-gigabyte iPhone 4 on the mainland for 3,988 yuan.An Apple employee at the Sanlitun store who declined to give her name told China Daily on Monday that the store was aware the scalpers may be planning to besiege the iPhone 4S launch, and the store has prepared for that.Calls to the public relations office of Apple China went straight to voice mail.Police of the Sanlitun police station refused China Daily's interview request.An officer of the property management company of the Sanlitun Village shopping mall, where the store is located, said on Sunday they had not been informed about the weekend fracas outside of the Apple store.But on Monday afternoon, staff members of the company dispersed the scalpers by sealing off part of the store's entrance.Workers at the Sanlitun store and property management staff confirmed two groups of scalpers fought on Saturday afternoon and Sunday when jumping the line or stopping each other to pay to get an iPhone 4.Since October 2010, Apple has ceased direct sales of iPhone 4 at its retail outlets in Beijing and Shanghai and is only accepting online orders or reservations and schedules pick-up at stores to curb rampant scalping.But the registration system for reserve and pick-up has become "momentarily unavailable because of heavy traffic volume" in recent days, said Apple's website.A scalper in his 30s outside the Sanlitun store boasted they had "hacked" Apple's reservation page. He described himself an "unofficial salesman" of Apple.Defending the actions of scalpers that lead to consumers having to pay more, he said "it's not our fault but Apple's, because they put too few products in the mainland market."This is not the first time scalpers have targeted Apple products.Two men and two women suffered minor injuries outside the Sanlitun store during a clash between a worker and angry customers as Apple fans waited to buy iPhone 4 and the newly released iPad 2 in May 2011.According to reports, the incident started when a worker confronted an alleged scalper for jumping the line. NAIROBI, Nov. 15 (Xinhua) -- The UN refugee agency said on Tuesday there has been an outbreak of cholera in Dadaab, the world's largest refugee camp in Kenya, which is believed to have started among new arrivals who had most likely acquired it in Somalia or en route to the camp.The UN High Commissioner for Refugees (UNHCR) said the situation in Dadaab, home to Somalis fleeing famine and conflict, is being exacerbated by heavy rains and accompanying risks of waterborne diseases."Rains and flooding had affected the trucking of water to parts of the camps, and we fear some refugees resorted to using unsafe water from flooded areas," the UN refugee agency said in a statement released in Nairobi.According to UNHCR, there are now 60 cases in the camps, including 10 laboratory-confirmed cases and one refugee death. To manage the outbreak, UNHCR and partners have set up cholera treatment centres for severe cases, it said.The UN agency deplored insecurity which it said continues to affect aid efforts more than a month after the kidnapping of three aid workers in Kenya's Dadaab refugee complex.The UNHCR says insecurity is still hampering aid efforts in the area, despite the deployment of 100 Kenyan policemen in the last month.UNHCR is assisting them with vehicles, shelter and telecommunications equipment."Together with our partners, we are exploring options to gradually resume full operations despite continued security incidents in and around Dadaab. In the meantime, refugees are still receiving life-saving aid, namely food, water and health care," it said.According to the agency, most cases can be managed through oral rehydration solutions (ORS) that can be given at home or at the health posts."We are working with UNICEF and the Ministry of Health to train health workers in the community-based management of diarrhoea so that patients can begin treatment at home," it said.UNHCR said it has increased levels of chlorine, which kills cholera-causing bacteria, at water points in the camps. These, it said, are monitored to make sure they are maintained at the correct levels."We are also promoting hygiene practices among the refugees, especially the use of latrines and hand washing with soap. Each refugee received 250 grams of soap with the latest food distribution and this will continue monthly for several months," UNHCR said.Dadaab is home to more than 400,000 registered refugees, nearly all of them Somali, with an estimated 70,000 people having arrived in July and August as conditions in their homeland rapidly deteriorated.

BEIJING, Dec. 28 (Xinhuanet) -- A vagrant boy sat all huddled up in a corner of Beijing Railway Station, trying to keep himself warm in the chilly wind on Tuesday afternoon.He could only remember that he was 16 and that his home was far away from Beijing but failed to provide other vital information such as his name or home address.Two officials from the social assistance center for the homeless in Beijing's Dongcheng district came to his assistance within half an hour of receiving a passer-by's call. The boy was taken to the center's office for some paper work and then sent to a shelter for the homeless in Fengtai district.A teenager, unsure of his identity and living on a street corner near Beijing Railway Station, is helped by China Daily photographer Wang Jing on Tuesday before being taken to a care center."Our center handles about three or four similar cases every month. Those whose family cannot be contacted immediately are sent to the shelter," said Cao Hui, an official who came to the railway station to pick up the boy.The method of collecting vagrants and sending them to shelters would include an extra step by 2013, according to a notice jointly issued by eight government departments, including the Ministry of Civil Affairs (MCA), on Monday.The circular required the public security, urban management authorities and rescue centers nationwide to collect blood samples from vagrant children. Their DNA information will be recorded and checked against the national DNA database to see if these could be matched with that of missing children's parents', in case they were kidnapped or stolen by criminals.The eight government departments will start a year-long national campaign in 2012, aiming to return street children to their homes, which will be led by the MCA.The MCA urged provincial governments to set up special offices to coordinate the campaign.Civil Affairs minister Li Liguo said on Monday that the ministry will speed up revising the management regulations related to the homeless and beggars in cities, introduced in 2003. Detailed rules about how different government departments should cooperate with each other to help vagrant children would be formulated in the revised regulation.The notice also urged the civil affairs authorities to organize social workers to provide one-on-one psychological counseling and aid services to street children.Educational authorities in locations where the vagrant children are originally from are required to facilitate their returning to schools or vocational institutions. Those from poor families can have their school fees reduced or waived.Yu Jianrong, a professor with the Chinese Academy of Social Sciences and an initiator of a grassroots campaign to help child beggars, begun in January, applauded the government's consistent efforts to help street children to resume a normal life."The notice definitely shows the government's determination to keep children away from begging or performing on the street.""However, seeing no vagrant children on the street doesn't mean all problems have been solved. The government should make more efforts to improve the social security network for children," he added.Ablikim has been working with a non-governmental organization in Urumqi of Northwest China's Xinjiang Uygur autonomous region that has helped about 300 children - originally from Xinjiang who turned up on the streets of more prosperous cities, begging and picking pockets - to reunite with their families or put them in child rescue centers.The 27-year-old Uygur volunteer, urged the police to carefully check the identities of adults who brought several children to the railway station or bus stops, as they could well be human traffickers.
