WASHINGTON, July 15 (Xinhua) -- Coastal communities along the U. S. East Coast may be at risk to higher sea levels accompanied by more destructive storm surges in future El Nino years, according to a new study published Friday by the U.S. National Oceanic and Atmospheric Administration (NOAA).The study was prompted by an unusual number of destructive storm surges along the East Coast during the 2009-2010 El Nino winter.The study, led by Bill Sweet, from NOAA's Center for Operational Oceanographic Products and Services, examined water levels and storm surge events during the "cool season" of October to April for the past five decades at four sites representative of much of the East Coast: Boston, Atlantic City, Norfolk and Charleston.From 1961 to 2010, it was found that in strong El Nino years, these coastal areas experienced nearly three times the average number of storm surge events (defined as those of one foot or greater). The research also found that waters in those areas saw a third-of-a-foot elevation in mean sea level above predicted conditions."High-water events are already a concern for coastal communities. Studies like this may better prepare local officials who plan for or respond to conditions that may impact their communities," said Sweet. "For instance, city planners may consider reinforcing the primary dunes to mitigate for erosion at their beaches and protecting vulnerable structures like city docks by October during a strong El Nino year."El Nino conditions are characterized by unusually warm ocean temperatures in the Equatorial Pacific that normally peak during the Northern Hemisphere "cool season." They occur every three to five years with stronger events generally occurring every 10-15 years. El Nino conditions have important consequences for global weather patterns, and within the U.S., often cause wetter-than- average conditions and cooler-than-normal temperatures across much of the South.
TAMPA, the United States, June 18 (Xinhua) -- The HIV/AIDS patients in the U.S. state of Florida are in dispute with state authorities over a proposal to impose tighter restrictions on those who qualify for drugs provided by the state's AIDS Drug Assistance Program (ADAP).According to the proposed restrictions, individuals would have to earn less than 21,000 U.S. dollars annually to qualify for ADAP drugs. If approved by the Florida Department of Health (FDH), this would affect approximately 1,150 HIV/AIDS patients."The FDH is currently looking at the number of cost containment activities, including altering the financial eligibility for ADAP services," said FDH's press secretary Jessica Hammonds. "After soliciting public input on this matter, the department is in the final stages of evaluating the matter."The Florida ADAP program serves almost 9,500 clients, each of whom receiving 8,600 dollars in funding annually, Hammonds said. There are still another 3,482 on a waiting list.Four FDH sponsored public hearings were held in April and May on the proposal to reduce HIV/AIDS funding. Two were held in Miami, one in Tampa, and the other one was held in the state capital city of Tallahassee. Over 1,000 people attended the hearings.The issue has become so ubiquitous that it caught the attention of the Elton John AIDS Foundation (EJAF), created by the popular entertainer of the same name.
BEIJING, Sept. 27 (Xinhuanet) -- Last-minute preparations for the launch of the Tiangong-1 spacecraft began at the Jiuquan Satellite Launch Center on Monday, meaning the vehicle can soon embark on a mission that will eventually have it dock with a spaceship, according to the center.That feat, if carried out successfully, will mark the completion of China's first rendezvous and docking mission.At the launch site on Monday afternoon, crews were putting in place pipes and cables that will be used to inject fuel into the rocket that will carry Tiangong-1 into outer space.Without complications from the weather or other causes, the Long March II-F rocket will lift off from the launch center on Thursday or Friday, taking the Tiangong-1 with it, according to the Xinhua News Agency.Despite the preparations, space experts said carrying out the plan still comes with many risks. They explained that the spacecraft and much of the other equipment being used is new and has not been tried on an actual mission."Tiangong-1 is a brand new spacecraft designed by China and is bigger and heavier than the Shenzhou spaceships China had developed as a means of transporting astronauts from the Earth to space," said Yang Hong, chief designer of Tiangong-1.In a vertical position, the Tiangong-1 looks like a cigar standing 10.4 meter tall, a height equal to that of a three-story building. It weighs 8.5 tons and has a maximum diameter of 3.35 meters, a dimension shared by its launch vehicle, he said.In comparison, the Shenzhou spaceship stands shorter, at nearly 9 meters, is slimmer, having a diameter of less than 3 meters, and weighs less.In another difference, the Tiangong-1 is composed of two modules rather than the three that had made up the Shenzhou spaceship. Of the Tiangong-1's two primary components, one is an experimental module that contains a place that astronauts can live and work in on future missions. It is also equipped with a docking port.The other chief component, a resource module, will provide the craft with power.Astronauts on Tiangong-1 will have 15 cubic meters of space to move in, "much more than they had in the Shenzhou spaceship", Yang said.Inside the spacecraft are two sleeping sections with adjustable lighting systems, exercise equipment, entertainment systems and visual communication devices, he said.Hou Xiangyang, who helped design Tiangong-1, said: "The sleeping section is big enough for a 1.8-meter-tall man to sleep in. An astronaut can adjust the light as he likes."In space, Tiangong-1 will fly in a horizontal position. A paint scheme inside will help the astronauts aboard maintain their sense of direction; the module's inner walls will be in two colors, one commonly associated with the sky and one with the ground."This will help astronauts avoid feeling as if they are standing upside down in the microgravity environment," he said.Yang said the Tiangong-1 spacecraft is expected to stay in orbit for two years and rendezvous and dock with three different spaceships. Beyond the Shenzhou VIII, ships named Shenzhou IX and Shenzhou X will embark on similar missions; at least one of the two is to be manned.Before astronauts climb on board Tiangong-1, the conditions inside its experimental module will be adjusted to ensure they can live in an environment that contains enough oxygen, moisture and heat to be safe.Tiangong-1 was originally scheduled to be launched into a low orbit around the Earth between Sept 27 and 30. The earlier days were removed as possible launch dates, though, after forecasters predicted a cold air mass would move into the area containing the Jiuquan Satellite Launch Center.To ensure the spacecraft and Long March II-F carrier rocket are ready for launch, a full ground simulation was conducted on Sunday afternoon.
BEIJING, June 20 (Xinhuanet) -- More Chinese cities have seen month-on-month declines in the prices of both new and secondhand homes, according to the National Bureau of Statistics (NBS) on Saturday.The NBS said in a statement on its website that month-on-month price growth for new commercial homes was reported in 50 out of the NBS's statistical pool of 70 major cities. That compared to 56 cities reporting month-on-month growth in April.New home prices declined from a month ago in nine cities and stood unchanged in 11 cities, while 27 cities posted smaller monthly price gains, said the NBS.As for resold housing units, 23 cities reported second-hand home price declines month-on-month in May, up from 16 in April. Secondhand home prices stayed unchanged in 11 major cities in May from April, according to the NBS.On a year-on-year basis, the prices of new commercial homes declined in three cities, including Hangzhou and Sanya, both of which were hot spots for real estate speculation in the past. Meanwhile, 36 cities saw lower year-on-year growth, up from 29 in April, said the NBS.Secondhand home prices dropped in four cities from one year ago, while 29 cities reported declines in year-on-year price growth from April.The NBS stopped releasing overall housing prices for 70 major cities in January, citing the fact that overall price figures for the cities failed to reflect regional differences. The NBS is also using a new surveying method to determine price changes.The government has adopted various measures to cool the property market and curb rising prices, including restricting residents in major cities from buying second or third homes, requiring higher down payments for mortgages and instituting new property taxes in the cities of Chongqing and Shanghai.But there has not been a significant drop in home prices. WASHINGTON, Aug. 17 (Xinhua) -- Latest research shows that the Moon could be younger than previous estimates. The findings were published online Wednesday in the Nature journal.The prevailing theory of the Moon's origin is that it was created by a giant impact between a large planet-like object and the proto-Earth. The energy of this impact was sufficiently high that the Moon formed from melted material that was ejected into space. As the Moon cooled, this magma solidified into different mineral components. Analysis of lunar rock samples thought to have been derived from the original magma has given scientists a new estimate of the Moon's age.According to this theory for lunar formation, a rock type called ferroan anorthosite, or FAN, is the oldest of the Moon's crustal rocks, but scientists have had difficulty dating FAN samples. The research team used newly refined techniques to determine the age of a sample of FAN from the lunar rock that was brought back to Earth by the Apollo 16 mission in 1972.The team analyzed the isotopes of the elements lead and neodymium to place the FAN sample's age at 4.36 billion years. This figure is significantly younger than earlier estimates of the Moon's age that range as old as the age of the solar system at 4. 568 billion years. The new, younger age obtained for the oldest lunar crust is similar to ages obtained for the oldest terrestrial minerals -- zircons from western Australia -- suggesting that the oldest crusts on both Earth and Moon formed at approximately the same time, and that this time dates from shortly after the giant impact.This study is the first in which a single sample of FAN yielded consistent ages from multiple isotope dating techniques. This result strongly suggests that these ages pinpoint the time at which the sample crystallized."The extraordinarily young age of this lunar sample either means that the Moon solidified significantly later than previous estimates, or that we need to change our entire understanding of the Moon's geochemical history," Carnegie Institute of Science's geochemist and study author Richard Carlson said.
