SAN DIEGO (KGTV) — Three prominent Democrats have filed papers with the City of San Diego declaring their intention to run for mayor in 2020. San Diego City Councilwoman Barbara Bry, Assemblyman Todd Gloria, and Congressman Scott Peters all submitted documents to the City Clerk, allowing them to fund raise for the 2020 primary on March 3. They would replace Mayor Kevin Faulconer, a Republican, who is termed out in 2020. Bry formally announced her candidacy on Wednesday. She said her experience as a high tech entrepreneur and nonprofit leader give her a unique approach to tackling key city issues like cost of housing, homelessness, clean energy, and educating students for the jobs of tomorrow. "That will be very important for me to get my message out and to meet people and to learn about their issues."Peters, recently re-elected to the House of Representatives, was in Washington D.C. and unavailable for an interview. A spokeswoman for the Congressman said he formed an exploratory committee but has made no decision yet as to whether to run. A spokesman for Gloria, who served as interim mayor after Bob Filner resigned in 2013, would only say "stay tuned."Political analyst John Dadian said he expects Republicans to file to run for the spot soon. SAN DIEGO (KGTV) -- Thousands of people spent their final day of the holiday weekend at San Diego beaches, just as the Beach Hazards Warning expired. Mother of two, Shannon Crais spent the day at Ocean Beach Sunday. "We live a couple of blocks away, so we come down here a couple of times a week."Her daughter Sam likes to play tag with the waves, as they ripple towards her older brother Alex. The Ocean Beach residents say they know the potential dangers of their favorite play area. "I talk to my son about it because he is a little bit bigger," Craig said. "But my daughter, she stays close. We talk about the ocean being dangerous."Sunday afternoon, the National Weather Service dropped the Beach Hazards Warning for all of San Diego County. But all weekend, beachgoers faced strong rip currents and high breaking waves. This was a point of concern for some, but great news for surfers like Jesus Rodriguez. "I think the hurricane is bringing the swell from down south and it has been awesome!" Rodriguez said. Rodriguez says the waves were much better this long holiday weekend thanks to the high surf advisory. They were so good that he had to share the waves with a lot more people than usual. That is why he was doing two-a-day sessions over the last few days. "You get a lot better waves and a lot better form on the wave, so you can start ripping them up," Rodriguez said. Craig also appreciates the beautiful, ridable waves. SAN DIEGO (KGTV) — The woman accused of killing another driver in a wrong-way crash while drunk on a San Diego freeway last year changed her plea Friday.Lauren Ashley Freeman pleaded guilty to gross vehicular manslaughter while intoxicated and DUI causing injury in the Feb. 26, 2018 collision that killed 35-year-old Justin Callahan.Freeman's plea dismisses a murder charge. She is scheduled to be sentenced to 11 years and 8 months in prison at a September hearing.RELATED: CHP reverses blame in fatal wrong-way crash on I-5 rampInitially, Callahan was deemed responsible for the crash. The position of his Volkswagen Jetta after the crash led CHP officers to believe he was at fault. But California Highway Patrol investigators reversed their findings after Callahan's family refuted the claim and the case was re-opened. Freeman was charged with causing the fatal crash in November.Callahan was driving to his Ocean Beach home from work in Chula Vista when the crash occurred on a transition ramp from northbound Interstate 5 and westbound I-8 just before 2 a.m.The 35-year-old died at the scene, while Freeman and a passenger in her Toyota Camry sustained major injuries. Investigators said Freeman had a blood alcohol content of .28 at the time of the crash. 1272

SAN DIEGO (KGTV) — The San Diego City Attorney's Office has filed charges against a man accused of harassing multiple women at a Mission Valley shopping center.Three misdemeanor charges were filed against Orlando Chavez of San Diego, including two for false imprisonment, and one for criminal assault and battery. The City Attorney's Office says Chavez held some women against their will by climbing under their cars and refusing to come out.City officials say Chavez would approach most of his victims in a shopping center at 10330 Friars Rd. In one instance, he reportedly grabbed one woman by the arm and told her, “You can flatten me out any time.” The City Attorney's official initially indicated the incidents took place at Westfield Mission Valley, but later said that was incorrect.In another instance, he reportedly followed a woman into her workplace, and approached another victim as she waited to pick up her children at school. City officials say police investigated him for stalking that woman for nearly two years and slashing the tires of her husband’s car."Everyone has the right to feel safe when going to work, shopping, or picking up their children at school," City Attorney Mara Elliott said. "As City Attorney, I take seriously threatening and harassing behaviors like this and will hold accountable individuals who endanger the safety of any San Diegan."Investigators added that Chavez, 72, has a history of crawling under women's vehicles to prevent them from leaving dating back to 2018.In multiple incidents, he was seen driving a white Chevrolet truck, with a personalized license plate reading HINUF. SAN DIEGO (KGTV) – The San Diego County jail system is being blamed after a part of a former inmate’s cheek was bitten off by another inmate who was mentally ill.10News was at Thursday afternoon’s press conference where their families accused the jail system of failing to provide adequate mental health resources. “I felt unprotected,” says Miguel Lucas. Lucas now has a scar running across his cheek. It comes after he says part of his face was bitten in an unprovoked attack by inmate Reginald Harmon. It happened in June at the Central Jail.Harmon is still behind bars, but now family members and supporters of both men are coming together to say the jail system that's run by the San Diego County sheriff's Department needs reform. “I was sick to my stomach and I was very upset with the jail,” says Harmon’s mother, Alicia Muhammad. She says that days before he got jailed, she made repeated calls to the Psychiatric Emergency Response Team (PERT) hoping for intervention, but each time he was discharged. After being arrested for suspected DUI, she says she warned the jail. “I spoke with the lady at the front desk and advised her that my son had mental issues and she said, ‘Okay.’ She would let the guards know,” she adds.However, she says her son wasn't placed into a mental health unit. Even after he reportedly attacked a different inmate, the families say he was placed in a lower security unit and neglected by mental health providers for two days, until he attacked Lucas. “It’s just unfortunate that people had to go through what I went through and what people are still going through to this day,” says Lucas. Following the attack, the families of both men connected and found a friendship. Currently, Lucas is living with Harmon’s aunt and attends church with the Harmon’s family. Lucas did not want to press charges, expressing that he knew Harmon was having mental health issues at the time of the attack.The families plan to file a civil lawsuit against the San Diego County Sheriff’s Department in the next few months.
