BEIJING, Nov. 10 (Xinhua)-- China will issue new judicial rules governing sentencing standards for cyber attack crimes by the end of this year, an official of the Ministry of Public Security (MPS) told Xinhua Wednesday.China has become a major victim of online crimes such as hacker attacks, with eight out of every ten computers in the country having suffered botnet attacks, said Gu Jian, vice director of the Internet security bureau of the MPS.Botnet is a network of computers that have had malicious software installed in them and are under the control of criminals, while the owners of the computers remain unaware of the computer hacking.China criminalized attacks on computer systems in 1997, and made specific provisions on hacker attacks, such as outlawing the illegal control of another computer, in its seventh amendment to the Criminal Law in 2009.In most botnet cases in China, the controllers were found to be located abroad, Gu said.Moreover, more than 80 percent of the cyber attacks targeting websites of China's government agencies came from overseas, Gu said.Gu called for more international cooperation in fighting transnational online crimes at the fourth U.S.-China Internet Industry Forum which concluded Tuesday in Beijing.At the forum, China and the U.S. agreed to strengthen international law enforcement in combating cyber crimes, improve international cooperation mechanisms in this regard, and enhance communication on fighting cyber crimes.In addition to cyber attacks, other kinds of major online crimes included online pornography, online gambling and online fraud, Gu added.

BRUSSELS, Jan. 11 (Xinhua) -- Chinese and EU leaders on Tuesday signed a first joint declaration on strengthening dialogue and cooperation on youth issues as the 2011 EU-China Year of Youth kicked off here.Androulla Vassiliou, EU Commissioner for Education, Culture, Multilingualism and Youth, said at the opening ceremony that the year would open up new horizons for young people from Europe and China by enabling them to share experiences and learn from each other."I hope that such exchanges will inspire concrete ideas for cooperation and establish long-lasting partnerships," Vassiliou said.The opening ceremony was the first of a series of exchange activities to be held throughout the year in Europe and China. BEIJING, Dec. 15 (Xinhua) -- China's National Meteorological Center alerted central and southeast China to a blizzard on Wednesday as a bitter cold front kept expanding southward, enveloping China in snow and record-low temperatures.Snows have now covered most of southern China. Even the subtropical Guangdong Province and Guangxi Zhuang Autonomous Region will see temperatures drops up to 10 degrees centigrade, according to a statement from the center.The ongoing Asian Para Games in Guangzhou, capital city of Guangdong, were affected by the weather. The wheelchair tennis competition hadto be held indoors, with some matches being delayed on Wednesday.A snowfall, starting at 8:45 a.m., has coated Nanchang City, capital of east China's Jiangxi Province, in white. Forecasts say snowstorms will continue to ravage most of Jiangxi until Friday.With the average temperature having dropped from about 9 to 1.7 degrees centigrade, most parts of central China's Hunan province are being pounded by rain, snow and hail storms.The weather has also begun to disrupt traffic.Flights leaving an airport in Jiangxi were canceled as snows affected visibility of pilots. MOSCOW, Dec. 28 (Xinhua) -- Visiting Chinese Assistant Foreign Minister Cheng Guoping held talks with Russian Deputy Foreign Minister Alexei Borodavkin here on Tuesday, exchanging views with the Russian side on the current situation of the Korean Peninsula.The two sides reached consensus on the issue, saying both China and Russia urged the Republic of Korea (ROK) and the Democratic People's Republic of Korea (DPRK) to jointly mitigate tensions on the peninsula and to resume direct dialogue at an early date.Escalating tensions on the peninsula may even trigger a war, which is absolute not in line with the interests of the relevant sides including Russia, the United States and Japan, the two diplomats said in a joint statement.The ROK and the DPRK are the most susceptible if the war broke out, the statement added.China and Russia will never allow any war on the peninsula, or the lingering tensions between the two countries. Thus, China and Russia will continue to further cooperation and coordination on the issue and to push forward the direct dialogue between the ROK and the DPRK, the diplomats said.They said China and Russia are calling for joint efforts from relevant sides to stabilize the situation on the peninsula and not to impair peace, safety or stability.The two sides also reiterated that the six-party talks were proved to be the most realistic and most effective solution to solving the problem.Currently, emergency consultations among the heads of delegations to the six-party talks are in urgent need, they added.Launched in 2003 and stalled since the end of 2008, the six- party talks on the Korean Peninsula nuclear issue involve China, the United States, the DPRK, the ROK, Russia and Japan.The two sides also exchanged views on bilateral ties, including high-level exchanges, the overall promotion of China-Russia strategic partnership of coordination, and several other issues.

MANILA, Dec. 4 (Xinhua) -- A cargo ship with 24 Chinese crew aboard sank off the waters of the Philippines' Batanes province on Friday afternoon, the Philippine National Police (PNP) said Saturday.Quoting a report from the Batanes provincial police office, PNP spokesman Chief Supt. Agrimero Cruz said Saturday the Panama cargo vessel MV Hong Wei met the incident about 120 nautical miles (222 kilometers) off Itbayat island around 3:22 p.m. Friday.Cruz could not immediately say what caused the vessel to sink or the vessel's destination.A passing vessel, MV Shun Tong, and a ship from China's Taiwan region's coast guard rescued 12 crew and two passengers, respectively, said Cruz, adding that at least three ships from Taiwan region's coast guard are currently at the scene to conduct search and rescue operations for the 10 still missing crew members.A rescue vessel from the Chinese mainland is expected to arrive at the site anytime Saturday to join the search and rescue operations, said Cruz.Wang Ben, police attache of the Embassy of the People's Republic of China in the Philippines, told Xinhua that the embassy has confirmed the incident with China's Ministry of Transport.
