BEIJING, Jan. 15 (Xinhua) -- Chinese President Hu Jintao has ordered the Ministry of Railways (MOR) to "brainstorm for measures" to help travelers over the annual Spring Festival travel peak.     The ministry's website on Thursday reported a message from Hu, saying, "This year's Spring festival is facing a tougher supply-demand imbalance and the ministry has to brainstorm for measures to promote passenger convenience and open the measures to public. Short-distance passenger trains would be suspended for more long-distance trains. Hard sleepers would be changed to seats.     The ministry will also transfer passenger trains serving northeast and northwest areas to south and east China and improve schedules of temporary trains, especially those for students and migrant workers.     Meanwhile, tickets will be sold only in the railway ticket sales network, except for group tickets for students and migrant workers. Hotels, restaurants and travel agencies are ordered to halt ticket booking services, and major stations will adopt 24-hour sales.     Stations have to set up counters for students and send staff to sell tickets in schools and places where migrant workers gather.     Sales staff are prohibited from buying tickets for others, from carrying cash and mobile phones during work hours, from keeping personal belongings on the sales desk.     Wang also apologized to passengers who had reacted angrily to a video posted online, which showed a sales lady in Beijing Railway Station printing 130 tickets for trains running to cities in the northeast.     Passengers had accused the station of scalping tickets. The daily rail traffic will grow by 340,000 people to a record average high of 4.7 million.     From Jan. 1 to 10, the number of passengers leaving Beijing increased 29.4 percent year on year. The figure for Shanghai was 22.7 percent and Guangzhou 25.8 percent.     The Spring Festival rush started on Jan. 11. The first four days saw 18.15 million travelers nationwide, 4.538 million a day, up 8.5 percent from a year earlier.     Wang said the ministry had arranged a record 2,208 temporary trains, 253 more than the same period last year, and more were yet to come into service, but the supply was still far from enough, he added.     Wang Zhiguo said the ministry would start construction on up to 30,000 kilometers of new lines with investment of more than 2 trillion yuan (292.5 billion U.S. dollars) in two years.     Operational railways would stretch 110,000 kilometers by 2012 when the difficulty of obtaining a ticket would be much eased, he added. He sought to reassure people that the economy would be able to regain steam.     "Try to develop new types of candles to cater to different cultures, which would capture big market share," Wen said during avisit to Qingdao Kingking Group, the world's second-largest candle maker.     During a visit to Haier, the country's largest appliance maker, the premier praised its sales promotion and services in rural areas as a factor stimulating rural consumption, which he said would help ease the impact of the global financial crisis. BEIJING, Oct. 25 (Xinhua) -- A senior Chinese official called on the country's lawyers to serve their clients wholeheartedly and be a guard for the legal rights and interests of their clients, at Saturday's opening of the Seventh National Lawyers Congress.     The congress will last through October 27.     He urged Chinese lawyers to strictly abide by the principle of "making facts as the base and law as the yardstick" and follow their code of conduct and disciplines.     Lawyers "should take the safeguarding of social fairness and justice as the fundamental pursuit of value in their practice," said Zhou Yongkang, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau and the secretary of the CPC Central Political and Legislative Affairs Committee (CPLAC).     Under the leadership of the CPC Central Committee and the State Council, China's lawyer system has been gradually improving, while the lawyers' number has kept on increasing and their role has become increasingly clear, according to the senior official.     Zhou urged Chinese lawyers to give top priority to the cause of the Party, the interests of the people, and the Constitution and law, and be an adamantine constructor and guard for socialism with China's own characteristics.     Chinese lawyers should become a promoter for social harmony, he said, noting that the All-China Lawyers Association (ACLA) should bring into full play of its role as a bridge and ligament between Chinese lawyers and the Party and the government.     Present at the opening session were Meng Jianzhu, minister of public security, state councilor and deputy secretary of the CPLAC, Wang Shengjun, president of the Supreme People's Court, and Cao Jianming, procurator-general of the Supreme People's Procuratorate.     According to official website of the ACLA, the congress is its highest governing body. BEIJING, Dec. 17 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday called for a healthy development of the country's real estate market at an executive meeting of the State Council, or the Cabinet.     A document released after the meeting said the recently-adopted domestic demand expansion and economic stimulus policies had positive impact on the property market. Trading volumes in some cities were picking up.     At present, efforts should be made to keep market-oriented in developing real estate, step up building of houses for low-income families, encourage housing transactions and maintain a reasonable scale of real estate development.     The document said governments would spend three years to build houses for 7.5 million low-income families in urban areas and 2.4 million households in shanty towns in forests, reclamation areas and coal mines. They would also continue renovating aged buildings in rural areas.     The central government would keep financing these building and renovating projects, offer higher subsidies for the less developed central and western regions and carry out pilot projects in some area to test the feasibility of supporting construction with idle funds in local housing provident fund accounts.     In a bid to encourage transaction, second-home buyers, with per-capita room-at-home lower than the local average, would be allowed to enjoy favorable policies for first-time house buyers.     Tax on house transactions would also be reduced next year. Homeowners who had lived-in for more than two years would be exempted from a transaction tax, which had been levied on houses lived in for less than five years. For those who had lived-in for less than two years, the base of tax would be transaction price minus the original price.     Banks should lend to developers of low-price apartments, especially those under construction, and offer services for mergers by credible developers.     The central government demanded local authorities keep a close eye on the real estate market, find new problems in time and step up supervision on use of subsidies and quality of construction projects.

BEIJING, Oct. 30 (Xinhua) -- China will adopt preferential fiscal and investment policies to boost economic development and trade in border areas, said the Ministry of Finance (MOF) on Thursday.     As of Nov. 1, residents who live in the border will be exempted from taxation of the daily necessities such as food and cloth costing in total no more than 8,000 yuan (1,171.3 U.S. dollars) per individual in one day.     Fiscal departments at all levels of government will allocate funds to support enterprises that engage in small-amount trade in border areas as of Nov. 1. But the MOF didn't reveal how much money would be allocated.     The amount of the fund is expected to increase every year, and no limitation was set on the period, said the MOF
