SAN DIEGO (KGTV) - Residents in Hillcrest are worried homeless encampments will start more fires in the area.Back in March, a canyon underneath the Vermont Street Bridge went up in flames. Fire crews say it was started from an encampment. Marina Macklin knows that problem all too well. "You're very afraid of the fires," said Macklin. "Because they move really quickly out there because it's so dry." MAP: Track crime happening in your neighborhoodNearly two months later, debris from the Vermont Street Bridge remains in the canyon. "They cleaned it up? No." said Macklin. "It's all still there, it's all laying down there."According to the University Heights Community Association, the canyon west of the bridge is owned by Caltrans. The east side is city property. Councilman Christopher Ward's office says they've been working to clean it. "If they say they're cleaning it up they're taking their time," said Macklin. "Why?" She says cleaning it won't solve the problem. "They go down there, set up their camps, somebody starts a fire, and they leave for a while," said Macklin."The city might go down there and do a little bit of stuff and then as soon as it's all clear and they feel safe the homeless go back in there again."Councilman Ward's office said they've already added more security guards to the Hillcrest Market area. "Security guards up here don’t do anything for the canyon," said Macklin. "I don’t even think they're supposed to go there. Is the city gonna hire security guards to go down into the canyon? I don’t think so." 1668

SAN DIEGO (KGTV) - Residents at Aquatera Apartments in Mission Valley say they are upset about how managers handled notifying them about a violent attack in their complex. Many residents saw police cars parked at Aquatera for much of the day on Sept. 4. An email from the management company was not sent notifying residents until Monday.Aquatera spokesperson Margie Newman confirms to 10News that a resident was assaulted on the premises. She says the resident went to Aquatera staff for help. Staff immediately called police. Newman says a suspect was arrested within the hour. Because the threat to residents was ended so quickly, the decision was made to gather more information before notifying other residents. "Our team simply wanted to get it right. The threat was passed. The perpetrator was caught within the hour, so we wanted to make sure that what we were sharing was the most accurate information," Newman said.Several residents told 10News they asked Aquatera staff what had happened and were not given answers. Monday, a resident checked the Crimemapping.com website, which aggregates police report data from the San Diego Police Department. It listed a rape at the Aquatera address at noon on the 4th. The resident contacted Aquatera management to ask why residents hadn't been notified about a sexual assault five days prior. A few hours later is when the email went out to residents, saying an assault had taken place and an arrest made. The email also listed a number of steps residents could take to increase their personal safety."It's disturbing that it took five days, especially when our safety is concerned. Very disturbing," said a resident who identified herself as Lisa. "My husband is now in charge of walking the dogs at night. I have mace that I actually bought today. It's really sad that now we have to walk around armed." 1864

SAN DIEGO (KGTV) — San Diego County started the rainfall season in October bone dry, but now the region is getting ready for another storm in time for Thanksgiving.San Diego's weekend will be great, cooling down on Monday before the storm arrives. Winds will pick up on Tuesday. Then, the surf will increase along the coast before the Thanksgiving storm arrives.The atmospheric river will potentially set up the stage for heavy rain, flash flooding, and thunderstorms during the major winter storm. Rainfall totals could average from 3-5 inches for the coast and valleys and 4-8 inches in the mountains. Snow levels will start out high around 8,000 feet. That means snow could fall in Julian, Palomar, Mt. Laguna, and even Descanso. SAN DIEGO (KGTV) — San Diego Police are reminding families who may care for an at-risk loved one to have a plan if they become lost.Officers said Saturday that a woman named "Lupe" disappeared from her home recently and was lost before a neighbor who noticed her called police.SDPD Southern Division officer McClain responded to the call and stayed with Lupe as other officers searched the area to try and get her back home, according to police. An officer eventually found a residence with an open door, which was Lupe's home.Instead of transporting her back home in a police vehicle, and possibly confusing or scaring the woman, SDPD said McClain, "figured it was time to get his steps in and walked Lupe back to her residence." There, she was reunited with her family.SDPD said the incident highlighted the need for families to make sure loved ones with medical or mental issues have an ID bracelet with their basic information, address, and emergency contact if they become lost.The Alzheimer's Association says families can prevent a loved one from wandering away from home by identifying times they are likely to wander and plan activities, ensure basic meets are met, use devices to signal when a door or window opens, and regularly supervise them. The group says families can plan for the possibility of someone wandering away from home by asking neighbors to call if they see the person alone, know where a person could likely go to if they leave the home alone, and familiarize themselves with the neighborhood and any possible hazards there may be. 1568

SAN DIEGO (KGTV) -- San Diego Gas and Electric and the city of San Diego are in a disagreement that could be worth up to 0 million.The controversy is over San Diego's Pure Water project, which would turn sewage into high treated drinking water. The city's goal is to have a third of its water supply be reclaimed water by 2035. To accomplish that, the city plans to build a billion pipeline to pump sewage from the Morena area to the North City Water Reclamation Plant on the edge of Miramar.On Thursday, the City Council voted 5-4 to approve about .1 billion for the project. But completing the pipeline would require SDG&E to remove its gas and electric lines. The city says SDG&E usually does that on its own dime, but this time - the utility says it will not spend the money. The City Attorney's office is now involved.The council voted 8-1 to authorize million this fiscal year, but is retaining its legal rights to recover the money. The city may have to spend another million next fiscal year to complete the project.In a statement, SDG&E says it supports the project but is working to protect its ratepayers."Our goals are to assist the City with their plans and ensure our customers, especially those outside City limits who will not benefit from the project, are not unfairly burdened with utility relocation costs," the statement said. The city hopes to begin advertising for construction for the pipeline next month.   1491
