NATIONAL CITY, Calif., (KGTV)-- Residents and business owners in the South Bay are bracing for another round of floods. They have already seen flooding on 18th Street in National City this week, caused by the king tides. Now with the rain, many expect it to be worse. According to FEMA, businesses near West 18th Street and Roosevelt Ave. are right in a low-elevation flood zone. Ocean water travels from the San Diego Bay, up the Sweetwater Channel, and into Paradise Creek. That creek backs right into Jose's Auto Electric yard. Wednesday morning, the city shut down the road because of flooded streets caused by King Tides. During the day, luckily, the water receded before reaching the front door at Jose's Auto Electric. Check 10News Pinpoint Weather The combination of rain and king tides reminded employee Alma Ramirez of last year's disaster. She remembered 30 inches of rainwater gushing into her office and destroying her equipment. "We lost a lot of stuff, and I remembered that I forgot my purse," Ramirez said. "I said, 'Oh my purse!' And I tried to come back, but in less than five minutes, the water was already up. And I said 'Forget about it, just let me get out of here.'"If the flooding gets worse, Ramirez said she may have to move all of the low profile cars in their shop to another location to avoid flood damage for their customers.Meanwhile, neighboring businesses closer to Paradise Creek have already put up sandbags to protect their front office doors and garages. Ramirez hopes it does not get to that point for her shop.The National Weather Services estimates the Flash Flood Watch to continue through 10 p.m. Thursday. A Beach Hazard Statement is in effect until 7 p.m. Friday. 1718

Millions of small businesses that received Paycheck Protection Program loans have been waiting for answers on how and when their loans would be forgiven. Now, the Small Business Administration has announced a plan that would forgive almost 70% of all the loans it gave out.“The new guidance that has come out from treasury department and the SBA aim to ease the process for applying for forgiveness of loans under ,000,” said Molly Day with the National Small Business Association.The new guidance forgives PPP loans that were ,000 or less, but also comes with a new rule. The rule allows businesses with no employees or businesses where the owner is the only employee, can now have most or all of their loan forgiven.Initially, most of the forgivable portion of a PPP loan was that which was used toward paying employees. The new rule also relaxes the scrutiny requirements on lenders to review documentation from small businesses proving how the money was spent.“A lot of small businesses don’t have employees, or they have one employee and that is themselves, adjusting that really makes it a lot more workable for the sole proprietors that are small businesses [and] are doing great work and deserve some assistance as well,” said Day.The forgiveness process laid out by the Small Business Administration does not have the usual red tape that comes with most government forgiveness processes. Business owners who received loans of ,000 or less have to fill out a one-page document, just released by the SBA, and have their lender process it.“I do think making the forgiveness process easier and more streamlined could help many small businesses,” added Day.With the loan debt hanging over their heads, many small businesses have been reluctant to take on additional debt or put more of their saving into their businesses. Relieving them of the loan burden could now allow them to do so and may result in saving some businesses that were on the brink.However, the SBA points out there’s no guarantee and is still pushing for continued support from Congress in the next stimulus bill. In addition, it is pushing for the SBA to extend the new guidance to loan 0,000 or less. 2195

(KGTV) — University City neighbors are concerned with the F-35 coming to MCAS Miramar, saying it will be noisier and less safe.Tuesday night, a post on Nextdoor lit up talking about a fighter jet buzzing homes."When I hear the noise, I just think this is the sound of freedom. This is all about the sound of freedom, but I just also want to hear about safety and I'm not hearing the word safety," neighbor Don Hotz said.He's spoken with 10News before, concerned about flight paths Marines take. Several people have been emailing the base since September 2018, creating two binders full of papers. One concern points to a recent Environmental Impact Report draft by the Air Force, suggesting the noise from the F-35 could make neighborhoods in Idaho uninhabitable.Captain Matthew Gregory, MCAS Miramar director of communications, says the document remains unapproved and un-finalized. In Miramar, they've conducted several studies on noise and environmental impact, ensuring it is safe to bring the jets near the surrounding neighborhoods."On take off the F-35 is 2 decibels louder than the F/A-18 however when they're coming in to land, or in their normal flight, an F-35 is 10 or 11 decibels quieter so that's going to help in the noise reduction of the base," Gregory said. He added, over the next 10 years as the F-35 phases out F/A-18s and AV-8B Harriers, the base will get slightly quieter."The engine noise itself has a higher pitch, we're going to notice it a lot more even if it's quieter," Gregory said. He explained the higher pitch is due to a single technologically advanced engine.Neighbors are concerned a single engine plane is more dangerous. Gregory said there's nothing to worry about."It can be more reliable, it's going to cut down on maintenance costs because you're working on one engine instead of two engines. It's going to have increased range and potentially speed because it's lighter overall," he said.Gregory adds the base runs about a third as many aircraft a year compared to when the Navy operated the base. 2063

  

MURRIETA, Calif. (KGTV) -- One second she was getting the all-clear to go into the home, and the next the walls crumbled around her. A mother trapped inside when a Murrieta home when it exploded says there’s only one reason she made it out alive. "I just saw everything crashing down around me, and I thought I was dead, I thought that was it,” said Alexis Haaland, who was inside home when it blew up. Looking at the house Tuesday, Haaland says she’s still in shock she walked away from the explosion with only a few scratches. "I just stood still and I covered my head and I was screaming oh my god, just hoping nothing hit me."Haaland was having solar panels installed at the home she lived in with her family for about a month. She says the solar company told her they hit a gas line and that she should probably leave. She took her two kids and put them outside with her mother and little brother in their van. Haaland says a firefighter told her she could go back in and get her wallet and diaper bag. That’s when the home exploded. "I just knew I had to get out, and I ran to my mom and my kids and my mom just looked at me and was like how did you get out of there."Haaland says she got out through a window that was shattered in the blast. She says she was standing by a wall, the only one left standing after the home exploded. "I'm really shook up still, having a couple panic attacks and stuff, but I'm alive, and that's all that really matters."Haaland says she’s thankful that her kids were outside the home. She says the moments after the explosion were tough, adding that her thoughts are with the man killed in the explosion and those who were injured. "There wasn't much sleep last night. Pretty much any loud noise woke me up."The family says the community has stepped up and offered to help them after they lost everything in the blast. 1865

  

MURRIETA, Calif. (KGTV) - A U.S. Marine and a young woman were arrested Wednesday for the death of a man whose remains were found in Joshua Tree National Park.Curtis Krueger, 30, was taken into custody near Twentynine Palms Air-Ground Combat Center. Ashlie Stapp, 27, was arrested on the campus of Copper Mountain Community College in Joshua Tree, KABC reported.Investigators said Krueger and Stapp killed 54-year-old Henry Stange. His partially covered remains were found June 2 in a shallow grave in Joshua Tree National Park.The Riverside County Sheriff’s Department determined the crime scene was located in the city of Murrieta.Police did not immediately announce a connection between the two suspects or a motive for Stange’s death.Krueger and Stapp are charged with Homicide and Conspiracy. 810
