SAN DIEGO (KGTV) -- The San Diego Unified School District Board voted Tuesday evening to support a package of bills making their way through Sacramento that would put a moratorium on new charter schools. There are four separate bills before the state legislature. Among other things, the measures would put a five year moratorium on new charter schools, increase local control by preventing charter schools from locating outside their district and put a cap on the number of charter schools that can open. San Diego Unified Trustee Richard Barrera helped draft the resolution in support of the bills. "We've got plenty of great examples of seeing laboratories of innovation that have happened over the past 25 years; however, what I think the law did not predict, was that charters have expanded very rapidly. There are organizations that kind of create chains of charter schools that go and pop up in different places around the state," said Barrera. He said the moratorium would not affect existing charter schools. "Let's think about the whole system; let's think about what's good for every kid, nothing in these bills affects existing charter schools. In fact, I believe these bills protect existing charter schools because they are as vulnerable to some new school popping up, that may or may not succeed, but in the meantime, you've got that movement of students back and forth," said Barrera. Barrera said roughly 16% of students in the district attend charter schools at a cost of approximately million dollars a year. There are nearly 50 charter schools in the district. Supporters of charter schools said the board's vote was motivated by politics and money. "I think they're kind of greedy, the public schools. They're wanting the money, for each student they get so much money," said Charles Taich, whose daughter attends a charter school. The California Charter Schools Association says the resolution the board passed isn't focused on students or families. "It really isn't about students. If you look at the resolution itself, it doesn't talk about parents and students. It just talks about districts and money and the information is not factual, so we want to address that," said Miles Durfee, Vice President of Regional Advocacy for the California Charter Schools Association. Durfee said they'll continue their fight at the state level. "The Charter Schools Association has worked really hard with members to really make sure we increase the quality of charter schools and we know schools need to continually improve, but we really believe that charter schools are one vehicle to do a great job to give choice to parents," said Durfee. 2667

SAN DIEGO (KGTV) - The only child to live through the Paradise Hills murder-suicide, died Saturday, relatives told 10News. Nine-year-old Ezequiel Valdivia passed at 11:23 Saturday night at Rady Children's Hospital after his family made the difficult decision to pull the plug."He's probably been gone from us for a while," said Karl Albright, Rosario's brother-in-law. "We were just using the machines to keep his body with us. But he has been upstairs with his family, watching us."Ezequiel's father, Jose Valdivia, also shot and killed his sons, Enzi, 3, Zuriel, 5, and Zeth, 11, and their 29-year-old mother, Sabrina Rosario. Valdivia then turned the gun on himself.The muder-suicide happened on Saturday, November 16 at the family's home on Flintridge Drive in Paradise Hills.The Paradise Hills community and the Twin Hills Little League came together to host this month's "Cruise Reo Car Show" as a fundraiser to help the family."The whole community of Paradise Hills came out today, and the Twin Hills Little League. They are our family forever," Vanessa Pash said. She, like Sabrina Rosario, is a Twin Hills Little League mom. Albright said Baby Enzi was the shy one, Zuriel was playful. Ezequiel was the athlete and Zeth was a sensitive sweetheart. All of them poured their love for baseball into the Twin Hills Little League."The little one was only three, and he wasn't old enough to play, but the coaches would let him go out there and practice, and make him feel like he was part of the team," Pash said. To honor the three players, the league decided to retire each child's jersey number. They also agreed to play in the boys' honor for all future games. Albright says he is overwhelmed with what the community continues to do for their family. "It's amazing how many people are coming together to do all of these things for complete strangers," Albright said. The family is now in the process of donating Ezequiel's organs. The boys and their mother will be buried together. "There's no pain, there's no suffering, no anguish, no anxiety. There's nothing. Pure peace," Albright said. Officers received another call en route to the home from a neighbor who said they heard arguing and what they believed to be a "nail gun firing." Three of the boys were found dead in the home. Ezequiel survived for one week, but was taken off life support November 23 after the doctors said he was brain dead, according to Rosario’s brother-in-law. The boys lived in the home with their mother and other relatives, but not Valdivia, who was in the process of divorcing Rosario. SAN DIEGO (KGTV) -- The South Bay continues to be devastated by the coronavirus, with several of the hardest hit ZIP codes in the region.According to San Diego County data, the hardest hit ZIP code is 92154. The area, which includes Otay Mesa and parts of Imperial Beach, has the most cases in all of the county. In the last 30 days, cases have jumped from 3,290 to 4,528. Over 1,200 of the cases in this ZIP code happened in the last month.Other ZIP codes in the region have more than doubled their case rate in recent weeks. SAN DIEGO (KGTV) - The teen boy who was bitten by a shark last September in Encinitas threw the ceremonial first pitch at the Padres game Tuesday night.Keane Hayes, 14, was attacked by a shark while diving for lobsters off Beacon's beach. The shark managed to bite his left cheek, shoulder and chest.Hayes was an active athlete who was a pitcher for his baseball team, so he worried at the time whether or not he'd fully recover."I always thought, what if my arm isn’t the same? What if I’m not going to be able to throw?" said Hayes.But over the past nine months, he has been working hard with a physical therapist to get back to his former self."He’s come such a long way," said Jon Luu, the physical therapist who has been working with Keane."He’s always positive, always motivated to get better each and everyday," said Luu.While nervous, Hayes said he was excited to get up on the mound and show the crowd how far he had come.The pitch went straight over the plate. 978
