CHULA VISTA, Calif. (KGTV) — Police say they rescued a kidnapping victim this week, after the man was able to signal for help through a car's cracked window as the suspect tasked with guarding him slept.Sunday night, a 36-year-old man was attacked by two men and thrown into a pick-up truck while walking to his car from a restaurant in the 600 block of Broadway, Chula Vista Police said.Police said the suspects took the victim to a second location near Sequoia St. and Presidio Point Ct. and handed him off to a third suspect waiting in a parked car. While the suspect in the front seat was supposed to be watching the victim in the backseat, he fell asleep instead, police say.Police say that's when the victim was able to signal for help, waving a white cloth out of a slightly cracked open window in the backseat. A passerby spotted the victim flagging for help at about 11:30 a.m. Monday and called police.Police arrived and rescued the man and arrested the sleeping guard.That's when the suspected pick-up originally used to abduct the victim drove past, police said. Police say they arrested one of the two men inside the truck who they believe to have been involved with Sunday's incident.Police are still looking for a third suspect.The motive behind the abduction remains unclear, police said, but it didn't appear the victim knew the kidnappers.The victim was taken to the hospital for treatment of injuries sustained during the ordeal, police added. 1470

CINCINNATI -- Lockland (Ohio) firefighter Michael Allen said he could feel his heart beating in his chest when he heard a 10-month-old was trapped in an apartment fire.A mother had been cooking at her apartment on Sunday when a fire started in the kitchen. She was able to get three of her children outside, but the smoke was too thick for her to get to her baby. A police officer tried to rescue the child, but he too was swallowed in smoke.Allen was on his way to the fire when he learned the child was trapped on the second floor.“There was no thinking twice, there was no second guessing in what had to be done.  You just – you know everything comes to you, things (you've) probably not thought about in five years … everything comes back, and you jump in the action and you go,” Allen said.He said he could see the fire growing from the kitchen when he opened the door. He heard the baby crying as he put his oxygen mask on and made his way through the smoke to the second floor.“The baby stopped crying, so then immediately you’re thinking the worst is about to happen,” Allen said. “I made it into her bedroom. I found the crib relatively quick, was able to pick her up and when I did she did start to cry again, so I took my mask off, covered her face up and brought her outside to mom.”Allen has been a firefighter for more than 10 years. He said nothing tops the joy he felt when he handed the baby to her mother.“It’s an incredible feeling. It’s exactly why we do this job,” Allen said. “It doesn’t matter who you are. You become a fireman to help people and make their day better than what it was before you got there.”First responders gave the baby oxygen and transported her to Cincinnati Children’s Hospital Medical Center for observation, but she is expected to be OK.Allen said he knows things could have been much worse.“Had we been on a call, you gotta have units respond from other departments if you’re out, so knowing that everything just fell in place perfectly today and that little baby is going to make it … it’s a good feeling,” he said. 2097

(KGTV) - A woman was found unconscious and bloody outside a Chula Vista laundromat Friday night.Paramedics responded to reports of an unconscious woman at the Coin-Op laundromat near Broadway and F Street just after 9 p.m.The woman had apparently been beaten and left on the sidewalk on the side of the strip mall.Ivonne Campos, who works at a nearby Mexican restaurant said her bosses saw the woman as they were leaving for the night.Campos came over to help the woman, who she believes is homeless. (KGTV) - Chula Vista Police and Sweetwater Union High School District security personnel trained Thursday to protect South Bay schools.The 6th annual Security Work Group Training, held on L St. in Chula Vista, was held to share security measures.The event was pre-planned and not related to the Parkland school shooting in Florida Wednesday, officials said.Chula Vista Police say they work with school resource officers to monitor situation both on and off campus. "They're handling kids that bring knives, drugs, maybe have made threats," said captain Vern Sallee. "I've gotten calls at midnight on a Saturday night that somebody posted something on social media. We would rather chance down false leads all day long than have to follow up on a real lead after a tragedy."The Sweetwater district says they have one of most comprehensive training sessions in the county. (KGTV) — Friday, 10News accompanied Chula Vista Police as they raided a marijuana dispensary operating illegally in the city.The raid in the 700 block of Third Avenue shut down an illegal shop called "Chula's Fuego Meds." Four people were arrested, including a man who said he was a security guard. Police found two loaded hand guns and about ,000 in cash and products.Back in March, Chula Vista hired a new attorney focused on prosecuting illegal pot shops, expediting raids and cases. The locations and businesses specifically haven't been approved yet."From 2014 really to the present is when we saw a spike in the illegal operations," City Attorney Glen Googins said. They weren't able to seize the product or charge criminals. Instead the city could slap a ,000 penalty on the business.In March, they hired their first Criminal Prosecutor, and are working on getting funding for a full-time paralegal and an investigator. Together they will be called the Neighborhood Protection Unit. They hope to have those positions funded and filled by the end of this year or early 2020."We are out there, we are investigating you and we will be coming to close you down," Capt. Collum said.Collum said he knows the industry will continue to change and he said the department will adapt with it, "we'll continue to be out there, we will move and change our enforcement methods as the needs of our community dictate and we are going to continue to make sure that our community stays safe no matter what happens in the future for cannabis."Police say they're also learning some illegal dispensaries are operated by cartels and other organized crime networks. 3389
